(District 3) (Clerk of Courts Request) Notes: TIME CERTAIN ITEMS: Item 5A is to be heard immediately following the approval of the amended Regular, Consent, and Summary Agenda. 11/7/2022 3:58 PM 09/27/2022 EXECUTIVE SUMMARY Request the Board adopt a proposed resolution by Mr. David Silverberg that condemns anti- Semitism in all forms and expressions; condemns all forms of discrimination, prejudice, and hate against any person or group of people regardless of faith, race, gender, creed, sexual orientation, or national origin; condemns any call to violence or use of violence for any purpose at any time; and resolves to actively and vigorously oppose, investigate, and prosecute to the fullest extent of the law any advocacy of violence, acts of violence, or crimes manifesting hatred against any person, property, or institution based on faith, race, gender, creed, sexual orientation, or national origin, and will provide to bigotry no sanction and to persecution no assistance. OBJECTIVE: To adopt a resolution proposed by Mr. David Silverberg. CONSIDERATIONS: On September 14th we each received an email from Mr. David Silverberg. The email stated: Dear Commissioners: My name is David Silverberg and I’m a Collier County resident of District 2. Yesterday, I intended to present a resolution for your consideration during the public comments at the general meeting. Regrettably, the onset of a very brief and sudden illness prevented me from doing so at the very last minute. I now intend to try again at the next general meeting on Sept. 27. Better yet, it would be helpful if the Commission can put consideration of the resolution on the announced agenda. The resolution (the full text below and attached) is intended to put Collier County on the record as condemning bigotry, prejudice, discrimination, hate crimes and especially, anti-Semitism of any kind. While all this would seem to be self-evident, in the wake of several anti-Semitic incidents in Lee County and one overt expression of it in Collier County, I believe a reaffirmation of these basic, bedrock, patriotic principles would be helpful. Though these principles are covered by existing law and common assumption, their reaffirmation can do no harm and much good. Not only would passage of this resolution reassure residents, I think it would raise Collier County’s standing in the world and reassure potential visitors and guests that this is an open, welcoming and hospitable destination. Though I expected this to be a fairly routine bit of business since this is a resolution only, nonetheless, there has been interest in it in the Jewish community. I know that some constituents have contacted you about it even though I personally haven’t actively lobbied for it. I know that if it were on the Commission’s agenda the community’s interest would be greater. Also, I might point out that Sept. 27 falls on the second day of the Jewish High Holy Day of Rosh Hashonah, the New Year, a day of particular religious significance and solemnity for Jews. Passage of this resolution on that day would have great resonance to the benefit of Collier County. I can’t speak for anyone but myself, but I’m sure its passage would be greatly appreciated. I should point out that this is not the first time I have offered a draft resolution. I’m pleased to say that last July you saw fit to unanimously approve another resolution I suggested reaffirming the county’s allegiance to the US Constitution and Bill of Rights. That one was offered at the general meeting and approved that day, without a prior announcement. I am hopeful that you all will see fit to introduce and approve this resolution unanimously as well. I am, of course, available to answer any questions and offer any clarifications you require. The Resolution states: WHEREAS Collier County, Florida is an open and welcoming place to residents, guest s and visitors from all over the world; WHEREAS Collier County, Florida adheres to the laws and regulations and upholds the Constitution and Amendments of the United States of America; WHEREAS Collier County, Florida provides equal justice under law and protection to all law abiding residents and visitors; WHEREAS Collier County, Florida supports democracy and democratic forms of government; WHEREAS Collier County, Florida abhors bigotry, discrimination, prejudice and all forms of hate against all people regardless of faith, race, gender, creed, sexual orientation or national origin. NOW, THEREFORE BE IT RESOLVED that the Board of Commissioners of Collier County, Florida: condemns anti-Semitism in all forms and expressions; condemns all forms of discrimination, prejudice, and hate against any person or group of people regardless of faith, race, gender, creed, sexual orientation, or national origin; condemns any call to violence or use of violence for any purpose at any time; and resolves to actively and vigorously oppose, investigate, and prosecute to the fullest extent of the law any advocacy of violence, acts of violence, or crimes manifesting hatred against any person, property, or institution based on faith, race, gender, creed, sexual orientation, or national origin, and will provide to bigotry no sanction and to persecution no assistance.
