Agenda 09/27/2022 Item #16D11 (Approve a Fifth Amendment to Agreement #19-7537 Affordable Housing Marketing Outreach Campaign)09/27/2022 EXECUTIVE SUMMARY Recommendation to approve a Fifth Amendment to Agreement #19-7537 “Affordable Housing Marketing Outreach Campaign” with Quest Corporation of America, Inc., adding $187,653.62 to support additional marketing and outreach service to support the Emergency Rental Assistance and American Recovery Program Assistance Programs, collectively the Collier County Community Assistance Program, and authorize the Chairman to sign the amendment. (Collier Seniors Fund 123 and Marco Affordable Housing Fund 116) OBJECTIVE: To continue to provide creative, positive public engagement, marketing, and outreach and to continue to educate and inform the citizens of Collier County on services and funding opportunities. CONSIDERATIONS: Community and Human Services (CHS) is responsible for administering the County’s Collier Community Assistance Program (CCAP) approved by the Board of County Commissioners (Board) on February 9, 2021 (Agenda Item #11C). As part of this program, staff implemented a media campaign on forthcoming COVID-19 related public assistance resources available and public educational service information on keeping safe during the pandemic. Quest Corporation of America, Inc. (Quest) is the County’s current housing and CCAP marketing and outreach vendor. The Board approved Agreement No. 19-7537 (the “Agreement”) with Quest on October 8, 2019 (Agenda Item #16D4), which includes a requirement to develop a marketing and outreach strategic campaign. The Board approved the First Amendment to the Agreement on September 8, 2020 (Agenda Item #16F1b), which modified the Agreement’s Scope of Services and Fee Schedule. The Board approved a Second Amendment to the Agreement on October 27, 2020 (Agenda Item #16D9), which modified the Agreement’s Scope of Services and Fee Schedule to develop a CARES COVID-19 campaign. The Board approved a Third Amendment to the Agreement on February 23, 2021 (Agenda Item #16D8), modifying the Agreement to add additional activities to develop a redesigned website for the Collier County Assistance Program (CCAP) and Emergency Rental Assistance Programs (ERAP). On January 25, 2022 (Agenda Item #16D1) the Board approved the Fourth Amendment to the agreement increasing marketing and outreach funds . The proposed Fifth Amendment seeks to develop additional marketing and outreach materials through print and digital campaigns to focus on the American Recovery Plan and Emergency Rental Assistance Programs to include media buys, flyers, digital campaigns, outreach events and ongoing web page content updates totaling $187,653.62 to be completed between October 8, 2022, to October 7, 2023. FISCAL IMPACT: The proposed marketing media campaign’s annual estimated expenditure is $187,653.62. The cost associated with this campaign will be covered through funding made available within the Collier Seniors Fund (123), Project 33699, and the Marco Affordable Housing Fund (116), Project 50137.
