EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the First Amendment to the
subrecipient agreement between the Collier County Housing Authority and Collier County under
the U.S. Housing and Urban Development HOME Investment Partnerships Program to increase
the agreement in the amount of $6,544.78, update language, and revise the period of performance.
(Housing Grant Fund 705)
OBJECTIVE: To continue to promote affordable rental assistance services to Collier County residents
through U.S. Housing and Urban Development (HUD) Entitlement H O M E program.
CONSIDERATIONS: HUD provides HOME Investment Partnerships Program funds to address
housing-specific needs identified in the community.
Every five (5) years the County is required to prepare the Consolidated Plan outlining the goals, and
activities over the next five (5) years for the HUD entitlement funds. The Board of County
Commissioners (Board) approved the Collier County 2016-2020 Consolidated Plan on June 28, 2016,
Agenda Item #11E, and the corresponding One-Year Action Plan for Federal Program Years 2019-2020,
June 25, 2019, Agenda Item #16D2. The County’s 2021-2025 Consolidated Plan was approved by the
Board on June 28, 2022, Agenda Item #16D4, and the PY2021-2022 One-Year Action Plan was approved
on June 22, 2021, Agenda Item #16D7. The Board approved a Substantial Amendment to the PY2021-
2022 Action Plan on December 14, 2021, Agenda Item #16D8, to reallocate funding from a housing
acquisition activity to the Tenant Based Rental Assistance (TBRA) activity.
On January 11, 2022, Agenda Item #16D6, the Board approved and executed an Agreement with Collier
County Housing Authority (CCHA) to implement the HOME TBRA project, in the amount of $424,993.
The period of performance is January 1, 2022 through June 30, 2025. The Tenant-Based Rental
Assistance Program provides very low- and low-income households with rental assistance, electric utility
deposits, and/or security deposits for a period of up to twenty-four (24) months.
The proposed First Amendment will include the following actions:
(a) Reallocate $6,544.78 in remaining funds from the CCHA 2017 agreement
(b) Update payment supporting documentation language in Section D. Payment Deliverables to
remove documents that are not required for submission (subrecipient/landlord agreement and rent
invoice)
(c) Update the UEI number
(d) Revise the period of performance to January 1, 2022 through September 30, 2023, pursuant to
HUD guidance rental programs should be no more than two (2) years in duration
These updates are all necessary in order to adequately serve the needs of the low- and very low-income
rental population in Collier County.
FISCAL IMPACT: There is no Fiscal impact associated with this item. Funds are budgeted withi n the
HOME Investment Partnerships Program (705), Project 33480.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval. -DDP
GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with
this action.
