EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign eleven (11) mortgage satisfactions
for the State Housing Initiatives Partnership loan program in the amount of $126,625 and approve
the associated Budget Amendment to appropriate repayment amount totaling $76,165.46 (SHIP
Grant Fund 791).
OBJECTIVE: To support the affordability of housing in Collier County through State Housing
Initiatives Partnership (SHIP) down payment and emergency repair and/or rehabilitation assistance
programs.
CONSIDERATIONS: SHIP, a state affordable housing program, offers assistance to first-time
homebuyers for use toward a portion of the required down payment and emergency repairs to the newly
acquired home, and rehabilitation assistance to homeowners for rehabilitation to their homesteaded
property. As a condition of award, the homeowner must repay the assistance provided upon sale,
refinance, or loss of homestead exemption.
If the property is occupied as the primary residence during the term of the mortgage for the Purchase
Assistance Program the assistance provided is forgiven.
Resolution No. 18-58 provides that in the event of the death of the borrowers, all debts will be forgiven for
all affordable housing programs administered by Collier County Community and Human Services Division
(CHS). The Certificate of Death for the deceased has been provided to CHS.
The following table provides details regarding the associated mortgages that have been forgiven or paid
in full. As such, satisfactions of mortgage are required.

in Owner-Occupied Rehabilitation.
Approval of these items will authorize the Chairman to sign the aforementioned mortgage
satisfactions and the executed documents shall be recorded in the Public Records of Collier County,
Florida.
FISCAL IMPACT: The repaid amount of $76,165.46 satisfies the payoff a mounts. This repayment is
considered program income and has been deposited in SHIP Grant Fund (791), Project 33807.
Deposited funds will be used for SHIP -eligible activities. The Budget Amendment recognizes
$76,165.46 in program income, of which five percent (5%) will be used as Administrative Funds. A
$10 recording fee has been paid by Arce, Grant, Matos/Colon, Joseph, and Montiel/Gonzalez. There is
no Fiscal impact when the twenty (20) year affordability period has been met, as the funds are
forgiven, and the lien is to be released. The $10 recording fee for Camilo, Delaford, Kelsey, McSwain,
and Williams will be paid from the SHIP Grant Fund (791), Project 33807.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board approval. -DDP
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
RECOMMENDATION: To approve and authorize the Chairman to sign eleven (11) mortgage
satisfactions for the State Housing Initiatives Partnership loan program in the am ount of $126,625 and
approve the associated Budget Amendment to appropriate repayment amount totaling $76,165.46.

Our firm represents the Collier County Clerk for its tax deed matters and in the case referenced in the Subject
Line. Since this case had been dismissed for lack of prosecution, I’m sure that any memory of this case you have is vague
at best. To assist in brushing the cobwebs off, I have attached the complaint and the county’s answer thereto.
It is the clerk’s hope to resolve this matter without need of refiling the interpleader complaint, and I think we can
accomplish this goal. Per paragraph “b” of the wherefore clause in the County’s answer, the county will forgive the liens
if proof of Ronnie Delaford’s death can be provided. Attached, please find a copy of Mr. Delaford’s death certificate.
Could you please advise if the county intends to forgive this lien and/or forego its rights in the Tax Deed Surplus Funds
which were the subject of the interpleader? Upon that release, a simple email will suffice, the available funds will likely
be disbursed to the Hillsborough County Hospital Authority, who also held a lien upon the Subject Property.
