EXECUTIVE SUMMARY
Recommendation to approve the State Housing Initiatives Partnership Program Annual Report
and authorize the Chairman to sign the Local Housing Incentive Certification for the closeout of
Fiscal Year 2019/2020, interim for Fiscal Year 2020/2021 and authorize the electronic submission to
Florida Housing Finance Corporation to ensure compliance with program requirements. (SHIP
Grant Fund 791)
OBJECTIVE: To comply with State Housing Initiatives Partnership Program (SHIP) annual report
submission requirements.
CONSIDERATIONS: Section 420.9075(10), Florida Statutes requires participants in the SHIP program
to submit an annual report signed by the county’s chief elected official, or his or her designee, to certify
that the local housing incentive strategies and the local housing incentive plan have been implemented or
are in the process of being implemented.
The SHIP fiscal year runs from July 1 to June 30. Local governments have three (3) years to expend
program funds. The County must submit a “closeout” report outlining its affordable housing program and
accomplishments to the Florida Housing Finance Corporation (FHFC) by September 15, after the end of
the third (3rd) year, or when all funds for fiscal year allocation are spent (whichever occurs first).
The Board of County Commissioners (Board) recognized the Fiscal Year 2019/2020 on June 11, 2019
(Agenda Item #16D8). The Fiscal Year 2019/2020 report is being presented as a closeout report. On April
26, 2022, FHFC approved Community and Human Services (CHS) Division’s request to continue to
expend FY 2019/2020 funds through December 31, 2022. FHFC does not require the Board Chairman to
sign a document for the extension to take effect. FHFC’s approval is attached as backup to this Item. The
2019/2020 report will be resubmitted once the closeout is complete on or before December 31, 2022.
Therefore, Fiscal Year 2020/2021 report is being presented as interim reports.
The annual reports and certification forms are due to FHFC via the Internet by September 15, 2022. Once
the annual report and certification form is executed and submitted to the FHFC, Collier County will be in
compliance with the reporting requirements of the SHIP program.
FISCAL IMPACT: The annual reports have no new Fiscal impact. The funding source for this grant is
Florida Housing Finance Corporation. Funds are budgeted in the SHIP Fund (791) Projects 33613, 33686,
and 33759. Execution of this certification will ensure that Collier County continues to participate in and
receive future funding for the SHIP Program.
GROWTH MANAGEMENT: Execution of this certification and continued participation in the SHIP
Program will allow Collier County to enhance the development of affordable workforce housing in
accordance with the Housing Element of the Growth Management Plan of Collier County.
LEGAL CONSIDERATIONS: The certification is a form document provided and required by Florida
Housing Finance Corporation. This item is approved for form and legality and requires a majority vote for
Board action. -DDP

Good Morning all:
Florida Housing is in receipt of your request for an expenditure extension for SHIP funds for the fiscal year 19/20.
Based on the information provided in the request, we find that the request is reasonable and meets the standard
required in 67-37.005 (1)(f). The new expenditure deadline is December 31, 2022. This extension does not relieve
the requirement to submit the annual report on September 15.

67-37.005 (1) (f) The funds deposited to the local housing assistance trust fund must be spent within twenty-four
months from the end of the applicable State fiscal year. Exceptions to this time frame must be approved by the
Corporation SHIP Program Administrator on a case-by-case basis. Exceptions will only be granted for good cause.
Examples of good cause are natural disasters, requirements of other State agencies, adverse market conditions, and
unavoidable development delays. Adequate explanation of the reasons for the requested extension as well as a
timeline for completing the expenditure of funds must be submitted to the Corporation before an extension will be
approved, e.g., project status, work plan and completion schedule, commitment of funds, etc. The Corporation may
require a local government requesting an expenditure extension to receive technical assistance through the Catalyst
program to evaluate the need for an extension.
