EXECUTIVE SUMMARY
Recommendation to approve a Budget Amendment to (1) increase the FY 2021 -2022 allocation by
$81,723 and (2) recognize $15,241.19 in program income for the State Housing Initiatives
Partnership Program. (SHIP Grant Fund 791)
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the State Housing Initiatives Partnership (SHIP) Program.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act to provide additional funding to local communities to promote and advance
affordable housing initiatives. Funds are generated through documentary stamp tax on real estate
transactions. Under the SHIP program, Collier County and the City of Napl es receive funds from the
State of Florida through the Florida Housing Finance Corporation to undertake eligible homeownership
and rental-related activities.
The estimated allocation for the SHIP fiscal year 2021-2022 funding of $2,561,427 was approved by the
Board on June 8, 2021 (Agenda Item #16D11). The actual award was $6,905 higher than the estimate and
was approved by the board on December 14, 2021 (Agenda Item #16D12). An additional award in the
amount of $81,723 was received on June 29, 2022 due to unallocated disaster funding received from the
State; a Budget Amendment is required to recognize the additional funds received. All funds are used in
accordance with the Local Housing Assistance Plan and the associated housing strategies.
FISCAL IMPACT: The Budget Amendment recognizes additional grant revenue of $81,723 that will be
available from the Florida Housing Finance Corporation of which ten percent (10%) will be used as
Administrative funds. This brings the total award amount to $2,650,055. Pro gram income in the amount
of $15,241.19 was received from interest and SHIP loan repayments of which five percent (5%) will be
used as Administrative funds. Funds are available in SHIP Grant Fund (791), Project 33759. The
proposed action does not have an impact on the General Fund.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. -DDP
GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
