Agenda 09/13/2022 Item #16A38 (FY22 FTA Program of Projects)09/13/2022 EXECUTIVE SUMMARY Recommendation to approve the FY22 Program of Projects and authorize submittal of the Federal Transit Administration 49 U.S.C. 5307/ 5339 FY22 grant application to support the transit system capital and operating costs in the amount of $4,805,353 through the Transit Award Management System, accept the award, and authorize any necessary budget amendments. OBJECTIVE: To obtain grant funds for the operations and management of the Collier Area Transit (CAT) System including capital projects. CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division receives federal grant funds for the management of the CAT system under Urbanized Area Formula Grant Programs (49 U.S.C. 5307/5339) to be used predominately for transit capital projects as defined by the Federal Transit Administration (FTA). FTA published the annual apportionment formula on April 6th, 2022. Collier County is located within the Bonita Springs/Naples Census Urbanized Area; therefore, a portion of the 5307 funding is shared with Lee County. The amount of 5307 funds allocated to the Bonita Springs/Naples Urbanized Area is $4,305,952. The 5307 apportionment designated for CAT is $3,864,850 and $441,102 for Lee County Transit. The 5339 apportionment is $352,333 and is not shared with Lee County. Staff prepared the proposed Program of Projects based on Collier’s total allocation for 5307 and 5339 funding $4,217,183. The Program of Projects has gone through the Public Involvement Process, which concluded on August 4th, 2022. Proposed projects include: 1. Transit enhancement projects which include the rehabilitation of bus stops 2. Safety and security enhancement that include the replacement of vehicular and pedestrian gates 3. Provision of Americans with Disabilities Act (ADA) paratransit services 4. Electrification/Zero-Emissions Transition Plan, a requirement of the Bipartisan infrastructure Law to be eligible for competitive grants under the Buses and Bus Facilities Competitive Program (49 U.S.C. § 5339(b)) and the Low or No Emission Program (49 U.S.C. § 5339(c)) 5. Preventative Maintenance of Rolling Stock 6. Construction funding for the replacement of CAT’s Operations and Maintenance facility * Specific project information will be presented to the Board for direction at a future meeting. 7. The application has been prepared and attached for the Board of County Commissioners' (Board) consideration. The grant requires a twenty percent (20%) match. Collier County has requested approval from the Florida Department of Transportation (FDOT) for the use of $907,246 transportation development credits as a soft match for the grant. In addition, the grant requires a fifty percent (50%) match for FTA defined operating assistance. After review and approval by FTA, the grant award is electronically executed in TrAMS by the Transportation Management Services Department Head, who serves as the Board-appointed designee. The electronic system is also used to manage the award and submit all required reports. As noted in the attachment, staff is requesting pre-award authority from the Board to create the required budget appropriations for the new fiscal year as it is essential for funds to be budgeted in time for the beginning of FY23. FISCAL IMPACT: A budget amendment is required in FY22 to recognize grant revenue within CAT Grant Fund (424) in the amount of $3,864,850 for Project 33833 (Section 5307) and $352,333 (Section 5339) for Project 33832. Collier County has requested approval from FDOT for the use of Transportation Development Credits in the amount of $907,246 as a soft match for the twenty percent (20%) capital match requirement. A cash match of fifty percent (50%) is required for the operating assistance portion of the award and is available within CAT Match Fund (425) Reserves in FY23 supported by an annual transfer of General Fund (001) Revenue. A Budget Amendment in FY23 is required within CAT Match Fund (425), Project 33833 in the amount of $588,200. GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the Transportation Element of the Growth Management Plan. The Collier County portion of the FY22 apportionment is $3,864,850 and the remaining amount of $441,102 is allocated to Lee County. The Collier portion of the FY22 apportionment is identied as STIP number 410146-1 for capital projects and 410146-2 for operating assistance. STIP pages are attached to this application. The purpose of this award is to provide 1 year of preventive maintenance, 1 year of operating assistance, and 1 year of ADA paratransit services. In addition, reconstruction of transit maintenance building; replacement vehicular and pedestrian gates; Zero-Emissions Transition Plan, and bus shelter rehab. during the period of 10/01/2021 to 3/30/2026. Funds will be used to cover all eligible preventive maintenance and operating expenses; the hiring of a 3rd Party Vendor to develop a Zero-Emissions transition plan. Funding will also be utilized towards the reconstruction of transit maintenance building; purchasing and installing replacement vehicular and pedestrian gates that have met their useful life and transit enhancements by way of bus shelter rehab. Funding will permit Collier County to meet preventive maintenance standards, continue to provide operations, and keep our Maintenance facility and bus shelters in a state of good repair. In addition, improve safety and security with the replacements of facility gates. Collier County and the riders that rely on its service will benet from continued services, permitting workers to get to work and other destinations. This application also requests the section 5339 The total FY 22 Bus and Bus Facilities Formula funds have been made available to the Bonita Springs/Naples UZA. The total amount of the FY 22 apportionment is $352,333 and is identied as STIP number 434030-1. STIP page is attached to this application. These funds will be utilized to contribute to the construction of a new transit operations and maintenance facility. Transportation Development Credits in the amount of $907,246 will be utilized as the soft match for the capital grant projects in this grant. The overall start and end dates are 10/1/2022-03/30/2027.
