EXECUTIVE SUMMARY
Recommendation to accept a project update for the Vanderbilt Beach Road Extension Project
(Project No. 60168).
OBJECTIVE: To keep the Board informed on major capital improvement projects.
CONSIDERATIONS: This project is to expand Vanderbilt Beach Road (CR862) from Collier
Boulevard (CR951) to 16th Street NE. Among other improvements it includes reconstruction of the
existing two-lane Massey Street, new roadway intersections with new signalization at Wilson Boulevard,
8th Street NE and 16th Street NE, canal relocation to the south of the new roadway from 31st Street NW
to 15th Street NW, three new canal bridges with wildlife shelves for crossing, and stormwater
management ponds along the entire new corridor.
On July 12, 2022, the Board awarded Invitation to Bid No. 22-7976, “Project 60168-Construction
Services for Vanderbilt Beach Road Extension,” to Sacyr Construction USA, LLC (“Sacyr”), in the
amount of $152,999,999.91.
Shortly thereafter, the Division sent notices to impacted property owners along the corridor to inform
them of the pending start of construction. Meetings with the Vanderbilt County Club Homeowner’s
Association followed, and the construction company committed to starting the project with the
improvements on Massey Street.
A pre-construction meeting with the construction company and all impacted utility owners took place on
August 25, 2022, to ensure a smooth start to the project and to provide appropriate notice for moving
utilities as required.
Staff issued Sacyr the “Construction Notice to Proceed” to commence on September 12, 2022, which
marks the official start of the construction phase for this project.
A “Kick-off of Construction” Public Information Meeting is set for September 15, 2022, where various
displays will allow the interested public to see the final plans for the project and the related “Maintenance
of Traffic.” Representatives of the construction company as well as the County’s Transportation
Engineering Team (including Design and Right-of-Way Requisition) will be available to answer any of
the public’s questions.
A groundbreaking ceremony will be held on September 20, 2022, at the St. Agnes Church.
The contractor’s schedule shows construction activities on Massey Street will begin in October 2022
along with clear and grub operations for Vanderbilt Beach Road on the east side of the project at 16 th St.
NE.
FISCAL IMPACT: Funds for Project No. 60168 are being provided by Infrastructure Surtax, Impact
Fees, Gas Tax and Commercial Paper.
GROWTH MANAGEMENT IMPACT: The Project is in conformance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item does not present a legal issue.
RECOMMENDATION: To accept a project update for the Vanderbilt Beach Road Extension Project
(Project No. 60168).
