Ranking Procedure
Cycle 9
December 9, 2021
The Active Acquisitions List will consist of three lists, the A, B, and C properties.
a. The A properties are those that the staff will actively pursue and are
to given a priority ranking on the suggested rankings of High (1),
Medium (2), and Low (3).
b. The B list properties are those that are of interest to the program, but
will not be actively pursued. They will be automatically re -ranked and
considered again during the next cycle, unless the owners remove
them or they are sold to a new owner.
c. The C list properties are those that the committee will not pursue, but
which can be re -nominated by owners in future cycles.
Ranking
1. Staff will provide any relevant updated information and property summaries
for each parcel in order of the Cycle 10 property list provided.
2. Directly following the updates by Staff, there will be public input. Public will
be able to comment on any or all of properties on the property list. This will
be immediately followed with CLAAC's deliberation and discussion. At the
conclusion of deliberation and discussion, the committee will agree by motion
and straw vote whether each submitted property will be on the A, B, or C
list. Members with conflicts may deliberate and discuss on all properties, but
not vote in the straw vote on properties they have conflicts with.
3. Once a ranked "straw" list is developed, the committee will have a overall
motion and vote to accept (or change) and to recommend a final developed
list of all ranked properties to the BCC for their approval. Those members
with conflicts may not vote on the final list.
4. Properties on the A list will then divided into three categories indicating a
priority of purchase recommendation. Highest is 1. Moderate is 2, and
Lowest is 3. The committee will then vote on the priority ranking for each of
the properties within the A list. The approved priority list will also be part of
the recommendation to the BCC. Those members with conflicts may not vote
on the priority ranking or the final list.
