HAPB Minutes 06/17/2022June I /, 2022 MINUTES OF THE MEETING OF THE COLLIER COUNTY HISTORIC/ARCHAEOLOGICAL PRESERVATION BOARD June 17, 2022 LET IT BE REMEMBERED, the Collier County Historic/Archaeological Preservation Board in and for the County of Collier, having conducted business herein, met on this date at 9930 A.M. in REGULAR SESSION at the Collier County Growth Management Division —Planning and Regulation, Conference Room #610, 2800 Horseshoe Drive North, Naples, Florida, with the following members present: CHAIRMAN: Eugene Erj avec Elizabeth "Betsy" Perdichizzi (excused) Barry O'Brien Patricia Sherry (excused) George Thompson Austin Bell ALSO PRESENT: Andy Youngblood, Operations Analyst Sean Kingston, Senior Planner Timothy Finn, Principal Planner Maranda Kles, VP, Archaeological Consultants Inc. Roll CalUAttendance: Chairman Erjavec called the meeting to order at 99.31 a.m. Roll call was taken and a quorum of four was established. 2. Additions to Agenda None 3. Approval of Agenda Mr. Thompson moved to approve the agenda. Second by Mr. Bell. The motion passed unanimously, 44. 4. Approval of Minutes: May 20, 2022 Chairman Erjavec noted that on page 6, on the third paragraph's first and second sentences, the word "centimeters" should be "meters." Chairman Erjavec moved to approve the May 20, 2022, minutes, as amended. Second by Mr. Thompson. The motion passed unanimously, 44. 5. Old Business A. Interlocal Agreement with the City of Marco Island Mr. Finn reported that he spoke with Dan Smith, who said the City is undergoing a lot of staffing issues. They're in the middle of hiring an environmental planner who will be in charge of the Interlocal Agreement. Right now, the City is in flux. Chairman Erjavec said there's hope. He's looking forward to that. Let's just hope it continues forward slowly, but hopefully the day will come. Personally, he's not a believer. B. Rosemary Cemetery (Plot V� historic designation Mr. Kingston said that Museums Director Amanda Townsend will not be present at the meeting and has nothing new to report. C. Vacancy status Chairman Erjavec asked about the application submitted by Ms. Rivera last month. Mr. Finn said that her application was declined last after the County Attorney's Office reviewed the application and found an issue. This Wednesday, the County Attorney's Office forwarded an email from another applicant, Debra Braselton. They still need to process it, but he will forward it to the Committee for consideration and, hopefully, by the July 15 meeting, we will have something. Chairman Erjavec noted that the position has been open for a while and asked if it was still being advertised. Jr. Finn said it was still being advertised. 2 June 17, 2022 6. New Business A. Waiver Request from Historical and Archaeological Survey and Assessment of Estates at Rock Creek RPUD Chairman Erjavec said the aerial photos were very inspirational. He sees no reason not to approve it. He'd like to attach one condition. If any cultural materials or remains turn up near the riverbank, they must contact an archaeologist because it's so close to the creek and waterway. The aerial photos show there have been many disturbances. If they don't find anything, there's no problem. Chairman Erjavec made a motion to approve the Waiver Request from Historical and Archaeological Survey and Assessment of Estates at Rock Creek RPUD on the condition that if any cultural materials or remains are found during the excavation process, the developer must contact an archeologist. Second by O'Brien. The motion passed unanimously, 44. B. Cultural Resource Assessment Survey of Collier Rod and Gun Club at the Preserve — encompassing companion petitions PL20210002776 —Collier Rod and Gun Club at The Preserve Stewardship Receiving Area (SRA) and PL20210002843 — Collier Sporting Club Conditional Use Ms. Kles (by phone) introduced herself and said she's here to participate, if necessary. Chairman Erjavec asked if everybody reviewed the report. He thought it was well done, a very good report. They listed and documented any activity that was out there, including the oil wells. He asked about a photograph of a berm that showed some hardwoods on it. He asked where the berm with citrus in a hammock was located. Mr. Fruth said pages 2-3 show the photo of the berm. It's adjacent to the old bat-n along State Route 29. Chairman Erjavec said it looks like a typical site in the middle of these large vast areas. It would be typical for hardwoods to grow up there, in that elevation. The report was well done. If you look at the shovel -test map, it's adequate. They pinpointed some areas. They stayed out of the swamp and dug on the high grounds and you could see around some of the sites where they concentrated their shovel tests. They really attempted to look at it. The report is very thorough and well written. He sees no issues with accepting this report. Does anyone else want to comment? Mr. Bell agreed. It was unfortunate that parts of the oil park were removed at one time, but there is a neighboring public park and historic marker that's not mentioned in the report, on the adjacent property, he believes, and that sort of stands as a monument to Florida's oil industry, so at least we have that. The report looks really good and, unless there are other comments, he'd make a motion to approve and accept the results of the survey and move forward. 3 June 17, 2022 Mr. Thompson seconded it. Chairman Erjavec said we have accepted this report as satisfactory, so it'll move on to the next phase. The photographs showed the area was destroyed. Historically, it's not very valuable, but at least they documented it and it's on the map. The engineer rep confirmed his suspicion that the berm was located near the road. That was just a concern that the hardwood hammocks, particularly the citrus, is known to be on some sites, but if you make any disturbance and leave a high elevation on a property, it doesn't take long in Florida for a seed to turn into a tree. He noted that the motion had been approved and seconded. Mr. Thompson said it was a wonderful report. Are we going on to say it's approving the conditional -use request? Mr. Bell said that's what he meant. He amended his prior motion. Mr. Bell moved to accept the conditional -use and companion petitions and recommended that the Planning Commission approve the Cultural Resource Assessment Survey of Collier Rod and Gun Club at the Preserve. Second by Mr. Thompson. The motion was carried unanimously, 4-0. 7. Review of Project and Activity Log The Board reviewed the Collier County Historic and Archaeologic Pr^esef^vation B007^d Project &Activity Tracking Log (Revised on 6/6/2022). " Interlocal Agreement Chairman Erjavec noted that they discussed it earlier. Rosemary Cemetery Chairman Erjavec noted that Ms. Townsend reported nothing new. Vacancy Chairman Erjavec noted that one application was denied and a new one will be considered. Indian Hill Site No report/update 8. Public Comments: None 9. HAPB Comments June I /, 2022 10. Adjournment The next HAPB meeting will be held on July 15, 2022, at 9a30 a.m. Mr. Thompson made a motion to adjourn the meeting. Second by Chairman Erjavec. The motion was carried unanimously, 4.0.
