OBJECTIVE: To save and re-purpose existing mature right-of-way landscaping by approving and authorizing
the Chairman to sign a letter requesting grant funding from the Florida Department of Transportation (FOOT)
for a Landscape and Irrigation Beautification Relocation Project from Pine Ridge Road and I-75 to the Golden
Gate Parkway Interchange and Parkway.
CONSIDERATIONS: The Pine Ridge Corridor Improvement Project (Project No. 60201) will destroy the existing
mature landscaping along Pine Ridge Road and within I-75 Pine Ridge Interchange. This Capital construction project
includes a continuous flow intersection at Livingston Rd. and the I-75 Diverging Diamond. In late 2024, or early 2025,
design-build construction of the Pine Ridge corridor will begin.
Collier County seeks FDOT grant funding to relocate mature landscaping from the Pine Ridge Corridor to the Golden
Gate Parkway Interchange and Parkway. Collier County's Landscape Section aims to complete the relocation project
(called the "Pine Ridge Interchange Landscape and Irrigation Relocation Project") before the Pine Ridge Corridor
Improvement Project begins.
There is a unique opportunity to preserve mature landscaping (including trees and palms) by relocating the specimen
material to the Golden Gate Parkway Interchange and Parkway. This proposed joint effort would enhance the right-of-way
and improve the community character of the neighborhood and gateway into Collier County. Staff is seeking$390,000 in
FDOT Fiscal Year 2024 that, if approved by the Board of County Commissioners and by FDOT, could be made available
for this project on July 1,2023.
Should FDOT approve and award the requested grant funding, the Board will review and approve FDOT's proposed Joint
Participation Agreement(JPA)and other relevant grant materials.

FISCAL IMPACT: If awarded,grant funds in the amount of$390,000 would he appropriated in Growth Management
Grant Fund(711)to fund the construction phase of the project. Local funds are estimated at$306,691 consisting of
landscape architectural design($44,025), engineering design($15,426),the estimated balance of installation($100,000)
and maintenance costs($147,240), available within Landscape Operations(Fund 112,Project 31112).
Utilizing the current annual maintenance cost per mile of$73,620 the estimated annual maintenance cost of this existing
2.0-mile segment is$147,240.Should the Board be awarded and accept grant funds for the landscape installation,
maintenance funding would be budgeted annually within Landscape Capital Fund(112),Operating Project 31112.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board

Collier County is seeking a Joint Participation Agreement with the Florida Department of Transportation
(FDOT)for a Landscape and Irrigation Beautification Project on Pine Ridge Road and 175 and Golden Gate
Parkway and 175. As part of the Collier County Landscape Beautification Master Plan, Collier County has
invested in the beautification improvements on Pine Ridge and 1-75 Interchange and Golden Gate Parkway
and 175 Interchange.

corridor and FDOT Interchange to the Golden Gate Parkway Interchange and Parkway. Our goal is to
complete our relocation project before the two road projects begin- the FDOT Divergent Diamond and
Collier County's Partial Continuous Flow Intersection Improvements.
There is a unique opportunity to preserve mature trees and palms by relocating the specimen material to
the Golden Gate interchange. The additional plantings will complement the FDOT Bold Landscape
Initiative planned for the 951 Interchange.This joint effort enhances the right-of-way and improves the
community character of the neighborhood and gateways into Naples.This improvement will reduce the
Florida Department of Transportation's future maintenance responsibilities if the State should enter into
this agreement.
For this Interchange relocation project,we would like to request$390,000 to relocate plant material from
Pine Ridge Road and Interchange to Golden Gate Parkway and Interchange for construction only to be
made available in FY 2024. FDOT's historic installation cost for similar interstate relocation projects is
comparable to our estimate.

funds in the amount of$390,000 for FDOT's fiscal year 2024 has been administratively
approved and will be added into the new tentative work program development cycle,
subject to balancing the program, and subject to the Governor's approval.
Agreements associated with this JPA must be executed within fiscal year 2024 to meet
program requirements. Failure to execute required agreements may result in the JPA
funding being withdrawn.
Mr. Darryl Richard, RLA, our District Landscape Architect, is available to assist with plan
reviews and coordination. Mr. Richard has already communicated with Collier County
Landscape Program Manager Pam Lulich, RLA, regarding the JPA project associated
with 1-75 at Pine Ridge Road Interchange.
