EXECUTIVE SUMMARY
Recommendation to approve a budget amendment in the amount of $100,000 transferring funds
from General Fund (001) reserves to the Domestic Animal Services operating budget to fund
shortfalls in temporary labor, animal supplies, and routine medical supplies.
OBJECTIVE: To provide additional funding for the Domestic Animal Services (DAS) Division of the
Public Services Department to support necessary expenses to maintain current operations.
CONSIDERATIONS: Collier County Domestic Animal Services' mission is to ensure compliance with
local and State animal -related laws; to return strays to their owners and promote the adoption of homeless
animals to new families, and to work toward ending the community problem of pet overpopulation via
enhanced spay and neuter programs. Collier County DAS plays a significant role to manage and maintain
public health and safety while meeting the needs of domestic animals in our community that are stray or
injured. DAS is Collier County's only open -admission public animal shelter and is the only facility legally
allowed to accept stray animals. Animals are neutered prior to adoption to limit pet overpopulation
Two major factors have converged to create budget shortfalls in DAS. First, during the pandemic, the
Sheriffs inmate labor program was discontinued. As a result of this loss, temporary staffing is needed to
provide baseline sanitation services seven days per week that was previously provided at no charge by the
sheriff.
Second, adopted animals are not released to their new homes until surgery can be completed and the DAS
shelter veterinarian position has been vacant since March of 2022. Without a veterinarian in house, the
daily surgery load must be sent to out -of -house veterinarians, if they have room on their schedules. As a
result, animals are being held longer before release. Increasing the shelter population and the average
length of stay of each animal creates the need for additional food and supplies, such as cat litter, flea and
tick preventative, routine medical items, and dewormer.
The staff of the Public Services Department will develop plans and proposals to align the operational
spending and maintenance commitments for FY23 with the level of service and funding as approved by
the Board of County Commissioners (Board) of Collier County.
FISCAL IMPACT: A budget amendment is required to transfer $100,000 from General Fund (001)
reserves to Domestic Animal Services (001) operating.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for approval. -JAK
