EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments totaling $200,000 transferring reserves of
$150,000 within Domestic Animal Services Donation Fund (180) and reserves of $50,000 within
Domestic Animal Services Neutering Fund (610) for veterinarian fees related to neuter/spay and
medical treatment.
OBJECTIVE: To provide for the medical treatment and legally required neutering of animals in the care
of DAS.
CONSIDERATIONS: Collier County Domestic Animal Services' mission is to ensure compliance with
local and State animal -related laws; to return strays to their owners and promote the adoption of homeless
animals to new families, and to work toward ending the community problem of pet overpopulation via
enhanced spay and neuter programs. Collier County DAS plays a significant role to manage and maintain
public health and safety while meeting the needs of domestic animals in our community that are stray or
injured. DAS is Collier County's only open -admission public animal shelter and is the only facility legally
allowed to accept stray animals. Animals are neutered prior to adoption to limit pet overpopulation.
Collier County accepts donations under Resolution #06-26 in order to preserve the quality of life in
Collier County for the domestic and farm animals in DAS custody. The donations given to DAS by
generous donors in our community greatly help to ensure that our mission is achieved. When there is a
Shelter Veterinarian on staff at DAS, most medical treatments, as well as spay/neuter services, are
handled in-house and donation funds are used only when the volume of animals exceeds DAS' capacity
for care. DAS works with private veterinarians through public -private partnerships to assist with
neutering when demand exceeds staffing levels. Staff is actively working to hire quality candidates for the
vacant Veterinarian and Veterinarian Technician positions.
The purpose of Fund (180) Domestic Animal Services Donations and Fund (610) Domestic Animal
Services Neutering is to fund animal welfare -related expenses. Funds are available within the Domestic
Animal Services Donations and Domestic Animal Services Neutering account reserves to meet this
increased expense.
FISCAL IMPACT: Budget Amendments are required from DAS Donation Fund (180) reserves and
Domestic Animal Services Neutering Fund (610) reserves in the total amount of $200,000.
Fund (180) reserves will be reduced by $150,000 to support a $150,000 increase in veterinarian services
(180-155414-631980). Similarly, Fund (610) reserves will be reduced by $50,000 to support a $50,000
increase in veterinarian services (610-155413-631980).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This action is consistent with the Growth Management Plan.
RECOMMENDATION: To authorize Budget Amendments totaling $200,000 transferring funds
reserves of $150,000 within Domestic Animal Services Donation Fund (180) and reserves of $50,000
within Domestic Animal Services Neutering Fund (610) for veterinarian fees related to neuter/spay and
medical treatment.
