Agenda 07/12/2022 Item #16A18 (Amendment #2 of the FY 20-21 Florida Developmental Disabilities Council Transportation Voucher Project)07/12/2022 EXECUTIVE SUMMARY Recommendation to accept amendment #2 of the FY20-21 Florida Developmental Disabilities Council (FDDQ Transportation Voucher Project to extend the contract to June 30, 2023, and to allow same day transportation vouchers for people with disabilities. OBJECTIVE: To enhance transportation service for people with disabilities in Collier County. CONSIDERATIONS: On October 27, 2020, the Board of County Commissioners (Board) approved Agenda item 16D20 Contract #I 045TRP20 from the FDDC to take part in a 12-month pilot transportation voucher project using grant funding in the amount of $150,000. The transportation voucher project is designed to provide greater transportation options for residents with intellectual and developmental disabilities. This project will address the transportation needs that are currently not being met through Collier Area Transit's (CAT) paratransit system. A similar pilot program has been funded and successfully implemented in Hillsborough County and the City of Jacksonville. Funding is available to support this program in up to eight additional counties and areas of Florida. On June 22, 2021, the Board approved Agenda item 16DI2, amending the Contract with FDDC to extend the expiration date and increase the award funding amount to $300,000. The voucher project is expected to serve all 3,260 passengers currently actively using the County's ADA paratransit system and is expected to provide an additional 8,000 annual trips. The existing paratransit system provides approximately 79,000 annual trips. With the implementation of the voucher program, an increase of 9% in the annual trip volume is expected. At the June 28, 2022, Board meeting, Agenda item 16.A.17 the Request for Proposal ("RFP") No. 21- 7942, CAT Paratransit Passenger Choice Program was approved, and Collier County entered into a contract with HBSS Connect Corp., to provide the transportation services for this pilot project. The selected providers will provide a safe and convenient on -demand shared rides service to compliment the CAT paratransit system with the grant being utilized to subsidize the cost of the trip. FDDC has submitted amendment #2 to extend the contract until June 30, 2023, which is attached to this item for the Board's consideration. FISCAL IMPACT: This action allows the County to retain funding in the amount of $300,000 within CAT Grant Fund 424 Project 33726. There is no match required for this grant program. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact. Stat. (hereinafter referred to as the "COUNCIL") and Collier County Board of Commissioners, Collier Area Transit (hereinafter referred to as the "PROVIDER"), amends contract # 1045TRP20. BOTH PARTIES AGREE� The purpose of this amendment is to extend the Collier Area Transportation Voucher contract until June 30, 2023. Due to the many challenges in securing a vendor to provide the transportation services of this project, the intent of this amendment is to provide an additional nine months of time for service provision to occur leading to seamless implementation of the transportation voucher program as well as development of sustainability efforts. This additional time is necessary as the vendor contract wasn't able to be signed until June 2022, with July 2022 being the anticipated start date for service provision. With the previous end date of September 30, 2022, this would have resulted in a very short three-month pilot which would not have allowed for robust sustainability efforts and could likely have resulted in the interruption of services. The contract is being amended as follows: 1 . The end date of the contract is hereby changed from September 30, 2022 to June 30, 2023. Note that the total amount of Council funds for this contract remains the same, $300,000. Since $2,485.24 has been expended from the total amount to date, as of Deliverable #14, $297,514.76 remains to be utilized for this project moving forward. 2. Section 3 "Payment Schedule" is hereby amended. Deliverables 1 - 14 have been processed for payment, and the new "Payment Schedule" begins with Deliverable 15, amended as follows: a. Deliverables 17-20 are added. i. Note: Deliverable 15 remains due July 11, 2022 and Deliverable 16 remains due September 12, 2022. ii. Note-. There is a grace period of 45 business days for invoicing after the June 30, 2023, contract end date (September 1, 2023). 3. Each deliverable must include the following� a.
