07/12/2022 EXECUTIVE SUMMARY Recommendation to approve Agreement Number 21-7831, Professional Engineering Design Services for "Pine Ridge Road Corridor Improvements," with Jacobs Engineering Group, Inc., which includes a possible two-phase design consisting of Phase 1 in the amount of $2,622,681 for a Design -Build delivery only, and Phase 2 to proceed from the Phase 1 design plans to final biddable design plans for an additional amount of $2,371,811, for a potential total Project cost (if both Phases proceed) of $4,994,492, and authorize the Chairman to sign the attached Agreement, and approve all necessary budget amendments (Project Number 60201). OBJECTIVE: To secure a consulting firm to provide design and related services for the Pine Ridge Road Corridor Improvements project. CONSIDERATIONS: On September 14, 2021, the Board approved the final ranking of Request for Professional Services No. 21-7831, for the Pine Ridge Road Improvements Project (the Project) and directed staff to initiate negotiations with the top ranked firm, Jacobs Engineering Group, Inc. (Jacobs). Negotiations with Jacobs commenced on October 19, 2021, starting with a scope meeting with County staff. The Project includes proposed modifications to the interchange at I-75 and Pine Ridge Road to a Diverging Diamond Interchange (DDI) configuration within the limits of the Florida Department of Transportation (FDOT) interchange area, modifications to the Pine Ridge Road at Livingston Road intersection in the form of a Continuous Flow Intersection (CFI) and a Restricted Crossing U-Turn (R- CUT) at the Pine Ridge Road and Whippoorwill Lane intersection. FDOT is currently working on completing a Project Development & Environmental (PD&E) Study for the future I-75 DDI and will provide 30% conceptual plans and approved environmental permits. Therefore, the FDOT is a key stakeholder and partner with the County and will provide funding towards the construction phase of the Project. Under Phase 1, Jacobs will complete the design for the CFI and R-CUT to 60% phase plans and permits. This will then be combined with the conceptual DDI from FDOT so that the project can be solicited as a Design -Build construction project. The cost of Phase 1 is shown in the table below as Tasks 1, 2, and 3. With this option, the Design -Build contractor will then complete the design and construct the improvements. If all conditions conducive to proceeding with a Design -Build are present (the then cost of proceeding is economically reasonable and permits can be timely obtained, etc.), the cost of the Agreement will not exceed the identified Phase 1 tasks, and the Agreement would terminate. If market conditions make the cost of delivering the Project economically unreasonable at that time, the permits cannot be approved in time for solicitation of a Design -Build contractor, or other factors out of the control of the County, the County has negotiated Phase 2 with Jacobs, which would be initiated under a separately issued Notice to Proceed. If Phase 2 is triggered at the County's direction, Jacobs will be tasked to complete the designs of the DDI, CFI and R-CUT so that a traditional design -bid -build solicitation for the cost identified as Tasks, 4, 5, and 6 in the below table. Under this scenario the final engineering plans are completed by Jacobs and then an Invitation to Bid solicitation seeking the lowest bid qualified contractor is issued. By proceeding in this manner, the costs for the potential Phase 2 scenario are negotiated now rather than in the future and delays normally associated with the continuing to final design plans is avoided. Jacobs originally presented a proposal for Phases 1 and 2 in the amount of $6,332,061, which following a series of negotiations, was negotiated down to $4,994,492. Staff recommends that the Board approves the Packet Pg. 444 07/12/2022 attached Agreement with Jacobs Engineering Group, Inc., in the total negotiated amount of $4,994,492 (for both Phases 1 and 2), to provide the detailed scope of engineering services set forth therein for the Pine Ridge Road Corridor Improvements Project, from west of Livingston Road to east of I-75 Interchange (Project No. 60201). Jacobs Engineering Group Inc. has been in business since 1990 and has provided engineering services to Collier County for over 20 years. Exhibit A in Ordinance 2018-21 lists all the applicable projects which can be funded from this sales tax. The improvements for the Pine Ridge Road corridor/Livingston Road Project in Collier County is specifically included in Exhibit A under the Transportation Projects category. On May 01, 2019, Agenda Item 8A.1., the infrastructure Sales Tax Committee validated this project in the amount of $23 million. FISCAL IMPACT: A budget amendment is needed to move $23,000,000 from Fund (318) Infrastructure Sales Tax reserves. This funding will be utilized for design and planned construction cost. Budget amendments will be needed for Collier County Water Sewer District (CCWSD) share of expenses for Phase 1 ($145,311.50) and Phase II Optional Services ($239,588.00). The funding source for CCWSD will be from Water User Fees Fund (412) and Wastewater User Fees Fund (414). Approval of this item will not have an impact on operational and maintenance costs; however, the completed project can be expected to have the following operational and maintenance impacts: minimal to no maintenance costs are expected to be incurred within the first 5 to 7 years of service for the new section of road, while future costs will be absorbed into the regular maintenance schedule thereafter. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
