EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners confirm Dan Rodriguez as
Deputy County Manager and Ed Finn as Interim Deputy County Manager, to take effect
immediately, and approve all necessary budget amendments.
OBJECTIVE: For the Board to confirm new a Deputy County Manager and Interim Deputy
County Manager.
CONSIDERATIONS: On June 28, 2022, the Board of County Commissioners (Board) entered
into a contract with Amy Patterson as County Manager. Under Ordinance 2013-40, the Collier
County Administrator's Ordinance, the County Manager is responsible for the administration of
all departments that are responsible to the Board, including the responsibility to select, employ,
and supervise all personnel and fill all vacancies under the Board's jurisdiction, except that the
employment of a Deputy County Manager or Department Director requires confirmation by the
Board.
My assuming the role of County Manager created a vacancy in my former role of Deputy County
Manager.
Ordinance 2013-40 requires that the Board confirm the County Manager's appointment of a
Deputy County Manager. I would like to make the following appointments:
• Dan Rodriguez, as Deputy County Manager
• Edward Finn, as Interim Deputy County Manager
On February 8, 2022, the Board confirmed Dan Rodriguez as an Interim Deputy County
Manager, until such time that a new County Manager was selected, thereby giving the new
County Manager the latitude in selecting his/her senior leadership team. This action will elevate
Mr. Rodriguez from Interim to Deputy County Manager.
My second request is to confirm the appointment of Edward Finn as an Interim Deputy County
Manager. Mr. Finn is the Director of the Office of Management and Budget and is also serving
as the Interim Director of Facilities Management. In his capacity as Interim Deputy County
Manager, Mr. Finn will continue to oversee these areas, mentor the existing staff and participate
in the recruitment for several key agency vacancies. Mr. Finn will assume my former
assignments related to management of the County -wide capital programs and initiatives.
Both Mr. Rodriguez and Mr. Finn have diverse and varied skill sets, extensive government
management experience, proven leadership skills, and knowledge of this County's government
which make them uniquely qualified to serve in the recommended capacities. With the addition
of Mr. Finn, the senior leadership team, in coordination with the Human Resources Department,
will review the opportunities for the remaining strategic organizational realignments, including
consistency with the full implementation of the Evergreen Study and provide information and
recommendations to the Board in the fall. Further, as part of the County Manager's Year 1
initiatives, this team and other members of senior leadership will be focusing on several high
priority issues including an update to the County's Strategic Plan, continued planning for the

management and maintenance of critical assets and inventory, short, mid and long-term
Affordable Housing policies and initiatives, and enhanced public outreach and engagement.
FISCAL IMPACT: Consistent with current compensation, each Deputy County Manager will
earn a salary of $190,000 annually. Personal services budgets will be reviewed for any necessary
budget amendments.
GROWTH MANAGEMENT IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners confirm Dan Rodriguez as
Deputy County Manager and Ed Finn as Interim Deputy County Manager, to take effect
immediately, and approve all necessary budget amendments.
