You can -- folks, you can tell that this is an uncomfortable spot
for us. I think Commissioner Saunders summed it up on Tuesday
after we had gone through the interviews and the questioning and so
on and so forth. We're in the unenviable position of having to mlake
a decision, but we really cannot make a wrong one. All of try
candidates that came through, did their interviews, are cert

qualified. Pition.
So having said that, this is an extremely difficultIThis
is a very arduous process for us. For those who d 't now, we're
barely allowed to say hello to one another wh thi cameras are
not on and Terri's not down here typing down y misspoken
words. We're not allowed to have discus ' ns about how we're
feeling and what we're thinking outs_id e chambers in an open
advertised public meeting. So y ' . 'ng to & get to hear, hopefully,
what we are thinking. And I, for e first time, am going to get to
hear what my colleagues are t g.

want to have some sort of a procedure to go forward, or do you just

want to entertain a motion? Because I'm prepared to make a motion,
but I'm happy to hear some discussion of the candidates in advance of
that.
COMMISSIONER LoCASTRO: Do you want to say
anything?
COMMISSIONER SOLIS: Go ahead. I'm not sure. I'd be
open to a procedure, but -- '�
CHAIRMAN McDANIEL: This is the procedure O
COMMISSIONER SOLIS: I don't know how vAe uld make
this better.
CHAIRMAN McDANIEL: And, Comn 1 r aylor, we
don't have the ability to see you raising your h or hitting your
button to let us know you wish to speak. you do, please -- please
interject at some stage. A 5
I am -- Commissioner LoCas look like you're ready to
say something, and then I'll follo a as well.
COMMISSIONER LoC O: Okay. I'll open it by saying
I think everybody up here a difficult decisions before. So I
don't take anything away from what the Chair has said, that this is a
difficult decision, but that's why we run for office. That's why we've
all run big comp 'es. That's why we've hired and fired hundreds,
maybe thous o eople over our careers.
So I 1 ok his as an opportunity, certainly one that I'm
disappoint that we're doing so quickly, but such is the nature of
busines ople move on. People move themselves on. They do
al dwf things. So I'm encouraged that today is an exciting day
to Ve forward.
And I agree, I interviewed all six candidates for well over an
hour, some maybe even longer than that, and was impressed with
everybody for different reasons. You can make a case for bringing
in an outside person who, you know, they were all very impressive

and, you know, some new blood with two solid deputies and putting
together a team.
I don't know that I'm ready to -- I do want to hear what my
colleagues think and, you know, as the newest commissioner here,
I've worked the least with the internal candidates but -- as far as
seniority, but I feel like I know them both -- or all three of
them -- Dr. George, are you in the back there -- so all three ou,
you know, personally, and have watched your excellenc , know,
over my time in the seat.
But I think this should be a -- and it is -- a po v y, ay to move
forward to lock in, you know, somebody and e everybody
fall in lockstep. And, you know, we heard th tat gic ideas of all
the candidates, and in some cases they mi vicre each other and in
some they were different.
So I think we've got a great of 4�ity here to move forward
with someone. All six candidat s e remely professional. One of
the questions I asked all six c tes is -- and I did it last time, too,
when we interviewed, yo v, a little bit over a year ago -- if you
were not hired to be the county manager and a deputy position was
opened, would you be interested in applying?
And what nted to hear was a resounding "yes," because
something th r al resonates positive with me is a person who
says, I jus wa be part of the county team. So it's not county
manager oNYWing. I want someone that says, hey, if you think I'd
be a boputy or you've got somebody more qualified than
-- ii&I was impressed that all six candidates basically said I'd be
ho r d, you know, to be the deputy to whoever is picked if I wasn't
selected, and I think that says a lot about our six candidates, that they
want to join the team, they see the opportunities in Collier County,
and to be part of the decision process.
And so I think we're in a good position to hire somebody very

strong and then to immediately look and see, do we have a hole in the
deputy position. If we don't because an outsider got the position or,
you know, maybe Dr. George did, then we're in an even better
position.
I just think -- in summary, the takeaway is the lessons that
think I've learned in this seat since being elected in Novembe
is you can never have too deep of a bench. And, you kno , en
we had people that exited here unexpectedly -- and sour (De
e
disappointed by that, even concerned and worried -- ould
concern us that we don't have a deep bench. We have people
fighting for these positions, you know.
On any given day somebody can get struc b lightning, hit by a
car, offered abetter job, comedown with NY D, all kinds of things,
and the organization can't crash and�b umble or even take a
huge hit. And I'm not saying we dlne those things, but I think
what we've learned here is we've t make sure we build a deep
bench, continuously train and r folks to replace, you know,
those who exit.
It sounded like you- a re prepared to make a motion. I wanted
to -- maybe Commissioner olis -- or I wanted to give my colleagues
a chance to all s k, but I think this is a -- is a great opportunity, and
we should le e er and -- you know, nobody's coming in second
place after tod selection, but we've got to continue to build a deep
bench. A ope whoever is selected, that is one of their
num. - riorities is to find talent. And sometimes talent isn't
th r-two person. Sometimes the best person in a department
is the umber six person doing all the heavy lifting, and the top five
people are all coasting because that person is doing the bulk of the
work. And we need to find those diamonds in the rough and pull
them forward to make our county stronger.
And I believe whoever we pick today as a deputy has that ability

to do that, all six of them do, and I hope that is a main focus of
whoever we select today.
CHAIRMAN McDANIEL: And with our leadership, that
bench depth will be a priority from this board as a direction. I don't
think any of us can disagree with that -- with that process or that N
necessity for our community at large. We went through wha 4zw
went through a year ago, and that was duly largely to mana ent
decisions that were made along the way. So I don't wa - don't
want to do that twice, and so I absolutely concur wit.1, ench
strength.
COMMISSIONER SOLIS: Yeah. I th' t s -- I think
that's been identified as probably one of our bi t urdles. And,
you know, I think it -- for me, personally, hin it is -- it is a
difficult decision. I mean, I think I;ve d my mind several
times just weighing the different f t s Commissioner LoCastro
said. And that -- having been h r a ost six years, I mean, I'm
friends with everybody, and -so 's very difficult decision. I mean,
I'm ready to make a mot' ell. And I think that it is a tough
decision.
CHAIRMAN McDA IEL: It is. Well -- and, you know, just
to chide [sic] in Attle bit.
COMMISSIONER SOLIS: It's everybody's ball.
CHAIRMAN McDANIEL: There are no losers here today.
Someone's going to be chosen. We're not mad at anybody. I
actu and everyone who's stepped out and actually put
t *�Isup for this position. There are no losers here.
MMISSIONER SOLIS: Yeah.
CHAIRMAN McDANIEL: And we're all grownups. I
believe -- and I asked similar questions to what was asked of the
candidates on Tuesday. I asked similar questions to what
Commissioner LoCastro asked with regard to what happens if you

don't get chosen as a county manager. How are you going to go?
And so I feel certain that -- for the sake of repeating it for the last
time, maybe, we are going to go forward here.

COMMISSIONER SAUNDERS: Thank you, Mr. Chairm
I said this on Tuesday, and I'll repeat it. We had six go
candidates. We're in the great position of not being able t ke a
bad decision here, but we want to make what is, in my the best
decision for the county.

Commissioner Taylor, I'm onto go to you first since you're
not out there with a button to nd accusing me of not calling you
on. So do you have any say with regard to that?
COMMISSIONER LOR: No, I support this nomination.
I think that Amy P tter�on gives a breadth of experience. Clearly,
she's a proven Ix
r in our government, and I would support that
nomination.
CHA McDANIEL: Commissioner LoCastro.
COM IONER LoCASTRO: Before we vote, I just wanted
to sa ng I was most impressed with, especially with our two
de nd Dr. George as well, but the two deputies are in a very
un position of they're already working together, is I asked both of
them, if you were picked and your colleague wasn't, how do you
think you would work together? And the folks in this room would
be so impressed with the answers from both of them saying, you
know, we truly do have a team there, so you could -- if they were the

two finalists, say -- and I'm not saying they are. But for the sake of
argument, if, you know, Mr. Rodriguez was No. 1 and Amy was
No. 2 and going to stay the deputy, I can tell you, their answers were
so impressive in my office alone.
So if you would have -- if you were to hear each other's ans rs,
you should really be commended that -- hearing that from eac +
you shows how well you actually are working behind of sc and
in front of the scenes together. O
I mean, you know, to summarize, Dan basically about
how much he respects working for you, Amy, and ng with you
and how much you all have done as a team a a o 're a more
integral part than maybe had happened in the p st, and I think you
even said in your interviews, when one o u's not here, the other
person isn't wondering what you wele nd it was vice versa.
And Amy said the exact sam , you know, Mr. Rodriguez,
you know. She said, you know I d be the best deputy that, you
know, Dan ever had, you kno o many words, and I think that
really speaks volumes.
I think it's important e that the person that we select has a
mandate from all five ofius -- and I could sit up here and make an
argument and a erent motion and all that, but I don't have any
qualms at all i t motion, and I think it speaks volumes when all
five of us I& y ow, 14 minutes, 16 minutes unanimously say that
the team o Patterson as our county manager and Mr. Rodriguez
as o county manager -- I truly think we have a 1 A and a 1 B,
and'%& how you build a bench.
So I concur with the motion as well, and I think it speaks
volumes that in record time all five of us unanimously concur.
CHAIRMAN McDANIEL: Just one quick correction, and it's
not -- we're not picking the deputy today. That is --
COMMISSIONER LoCASTRO: Oh, absolutely.

CHAIRMAN McDANIEL: -- the duty of the county manager,
the new county manager. So be that as it may.
COMMISSIONER LoCASTRO: It didn't sound like Amy was
going to fire anybody at the deputy position.
CHAIRMAN McDANIEL: I don't think she's got
that -- Commissioner Solis did have a comment, and then we' 1�1
for the vote.
COMMISSIONER SOLIS: Yeah, and it's -- I me have to
have a manager. It's -- I wish there was a way to have iSmanagers,
you know, because I think, really, the three people t
position -- the manager and the two deputies i -- ean, it really is
such a close-knit team that it has to be, that I

COMMISSIONER SOLIS: -;y , it -- I wish there was
a way to have co -managers, but w&� e setup that we have, so...
CHAIRMAN McDANIEL: �ht. Not today.

CO I NER TAYLOR: Oh, thank you. Thank you
very much. d just a point of order, we cannot, with a capital C
and a N, interfere or persuade our county manager to pick his
st at is the purview of the county manager, whoever he or she
is,"to at's just a comment. And now I'll listen to you,
Commissioner Saunders.
CHAIRMAN McDANIEL: Thank you. Commissioner
Taylor, we had -- maybe you missed that. We discussed that after
Commissioner LoCastro brought it up, but I appreciate you --

COMMISSIONER SAUNDERS: Yeah. I was just goin
to -- as part of an add -on to that motion to direct the County y
to work out the contract, assuming this motion passes, and t ing
that back as quickly as possible. 0

COMMISSIONER SAUNDERS: Certainly P atever you
need from the Commission.
CHAIRMAN McDANIEL: Yeah. Tha s e process that
we used before. I'd be happy to go througS that and then bring it
back. I think we can -- depending ho It she is, we can whip
it out before our next meeting and havtaken care of, so...
COMMISSIONER SAUNDFjU: And I'll just make just one
quick comment as part of my 'o le for nominating Amy
Patterson. We have to look the future of the county, and I think
that with her past experience -- and I know that she is going to be
here for a long tim , s000t's not like we're selecting a manager today
and then 12 mo from now we're going to be looking for another
new manager 'm onfident she'll be here for a long time.
Whe she kes presentations -- and this is not disparaging any
of the othe idates, because I think everyone that we spoke with
is ve - ways very up -front with us. But I know when I listen
to terson making presentations, I know that she's telling us
w ally is the case even if it's something that we don't want to
hear, necessarily. And that's what we need. We need someone in
that position who is totally honest, is willing to tell us what we want
to hear, and then tell us what we don't want to hear when it's the
wrong thing. So that's very important to me.

I know her working relationship with staff, especially with the
Clerk, has been phenomenal. We haven't always had good working
relationships with the Clerk's Office. We have for the last six years,
but I know with Amy running that relationship, that that will be
continuing to be a good relationship for the county.
I'm confident that she'll do a great job, and that was my
rationale. I'm confident that all of the candidates would haone a
great job. But I think for the future of the county, this A&e best
choice, so that's why I made that motion.

COMMISSIONER LoCASTRO: I was ' t n to say
briefly, I think every single person in this roo ows how the
selection works for the county manager a how the deputies work,
so I definitely didn't need a remindel, S.
But having said that, Amy, it4o� e you're going to get a 5-0
vote here quickly. My last partin.lords to you is, the minute we do
that, take charge. Take char y. We've had enough
shenanigans here with di re tikings and whatnot. You and I had a
really deep discussion on t we could do to move forward, and
even I had it with some of tr
other candidates who are now at your
disposal -- I wqA expect would stay at your disposal. Take charge.
Take charge.
CHA McDANIEL: Well said.

AN McDANIEL: My parting comments before I call
