Agenda 06/28/2022 Item #16G 2 (Contract #21-7937 Immokalee Regional Airport Hangar/Commercial Aeronautical Development - Parcel D w/Matecumbe Flying Service, Inc.)06/28/2022 EXECUTIVE SUMMARY Recommendation that the Board, acting as the Airport Authority, award Solicitation No. 21-7937 “Immokalee Regional Airport Hangar/Commercial Aeronautical Development- Parcel D” and authorize the Chairman to execute the attached Collier County Airport Authority Standard Form Long-Term Ground Lease Agreement with Matecumbe Flying Service, Inc., for aeronautical land use at the Immokalee Regional Airport. OBJECTIVE: To generate revenue by leasing aeronautical use office land to provide general aviation maintenance and services at the Immokalee Regional Airport (IMM). CONSIDERATIONS: On October 5, 2021, the Procurement Services Division sent notices of Invitation to Negotiate 21-7937 to sixteen thousand three hundred twenty-nine (16,329) vendors for the “Immokalee Regional Airport Hangar/Commercial Aeronautical Development” project for the lease of Parcels A and D. Ninety-three (93) vendors viewed the solicitation information. Two proposals were received from Matecumbe Flying Service, Inc., and O’Brien Helicopters, Inc. for Parcel D. One proposal was received from Global Flight Training Solutions, Inc., for Parcel A. Staff reviewed the proposals submitted and found all three (3) to be responsive/responsible. The Selection Committee convened to evaluate the proposals on December 16, 2021. The Selection Committee unanimously agreed to invite all three (3) proposers back for oral presentations. On January 20, 2022 the Selection Committee reconvened for oral presentations and ranked the firms as shown in the table below. Lehigh Acres Lee FL 3 Yes/Yes Staff recommended negotiations with the top two ranked firms: Matecumbe Flying Service, Inc. for Parcel D and Global Flight Training Solutions, Inc., for Parcel A. At this time, negotiations have been finalized for Parcel D. Matecumbe Flying Service, Inc., desires to utilize the Parcel’s existing infrastructure to provide maintenance, repair, and overhaul services for light sport aircraft, general aviation aircraft, corporate turbine aircraft and agricultural aircraft. The proposed business operation promises to enhance IMM’s service offering by filling a need for a full-service general aviation maintenance facility onsite. Owner, Rick Merrill, has 25 years of experience in aviation and has been a tenant in good standing at the Immokalee Regional Airport since October 2016. Though the negotiation process, staff determined that the proposed terms with Matecumbe Flying Service, Inc., are beneficial to the Authority. A forty (40) year lease term for 114,563 square feet of the Parcel. The initial lease rate is $1,121.63 per month, including applicable taxes of 7%, in accordance with the currently approved rates and charges. The rent shall increase annually on January 1st based on the Consumer Price Index (CPI) throughout the life of the agreem ent. In addition to the month lease rate, the tenant will pay the Authority an annual Commercial Operating Fee of $200 plus applicable sales tax. 16.G.2 Packet Pg. 1663 06/28/2022 Upon lease termination, Tenant agrees that all right and title to any alterations, additions and improvements made to the Premises during the Lease term shall vest in the Authority. FISCAL IMPACT: Monthly rent in the amount of $1,121.63, including applicable sales tax of 7%, shall be deposited in Authority operating Fund (495), Immokalee Airport Cost Center (192330) upon collection. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. (- RTT ) RECOMMENDATION: That the Board, acting as the Airport Authority, authorize its Chairman to execute the attached Collier County Airport Authority Standard Form Long-Term Ground Lease Agreement with Matecumbe Flying Service, Inc., for aeronautical land use at the Immokalee Regional Airport.
