Item 10E to be heard no sooner than 1:00 PM: Consider Board support of draft language to reconstitute and rebrand the Southwest Florida Regional Planning Council (SWFRPC). 7/19/2022 3:05 PM 06/28/2022 EXECUTIVE SUMMARY Recommendation to award Request for Proposals (RFP) No. 22-7946, “Purchase of Ski Boat,” to Nautiques of Orlando, LLC, for the purchase of a ski boat in the amount of $94,204 from Project 80418 Regional Parks off-road vehicles and equipment. OBJECTIVE: To procure a new ski boat for the Parks & Recreation Division for Sugden Regional Park. CONSIDERATIONS: Collier County Parks and Recreation provides the only freshwater waterskiing program in Southwest Florida. Parks and Recreation utilizes a ski boat with specialized amenities that allow it to offer the County’s waterskiing educational program in a safe and enjoyable manner. The amenities as requested in the solicitation include specific features that allow the boat to be used for a variety of watersports programs, functionality to assist beginning skiers, safety features, and an inboard motor that will be less expensive to maintain that the existing outboard motors. The acquisition of a new ski boat to replace the existing 2007 ski boat will significantly reduce maintenance expenses related to repairs and minimize the associated downtime where the program is unavailable due to the inoperability of the current ski boat. For ongoing operational purposes, the current ski boat has reache d the end of its useful life and ongoing repair costs for a less capable and reliable ski boat are expected to approach the replacement cost. The solicitation included criteria to ensure that the replacement ski boat would meet the County’s educational programming needs, could be operated safely within Sugden Regional Park, and be serviced/transported by the Parks and Recreation existing infrastructure. The responsive bidder, Nautique Orlando proposed a waterski boat that is designed and configured to serve the many varieties of disciplines we offer and meet the needs of the County. The ability to provide variable levels of performance that are conducive to all skiers (not just slalom or show skiing), expands program inclusiveness to the entire community. The scope provided for the County to negotiate a trade-in offer to trade-in the current ski boat or independently auction the boat. During the negotiation process staff determined it was in the County’s best interest to sell the current boat at auction due to the fact it was still being utilized at the ski program and the new boat’s production date isn’t scheduled to finish until June 30, 2022 The Parks & Recreation is seeking to replace the 2007 Ski Boat that currently operates at Sugden Regional Park. The new replacement boat will be used by the water ski program, which has been offered to patrons of Sugden Park since 2006. The ski program serves a variety of individuals by teaching kids, teens, adults, seniors, and individuals with disabilities how to water ski. In the last six years (2016-2022), the ski program has enriched the quality of life of 1,080 participants by improving balance and coordination skills, increasing core strength, providing stress relief, and allowing individuals with disabilities to enjoy the water in a fun and safe environment. The solicitation included criteria for the boat to ensure it would meet the County’s needs. Collier County operates the only freshwater programs in the region, and we require the boats to be conducive for water skiing, made of fiberglass, 20 feet in length, a minimum of 400 horsepower, have a navigation system and appropriate seating, among other criteria. The scope also provided for the County to negotiate a trade -in offer to dispose of the current ski boat. During the negotiation process staff determined it was in the County’s best interest to sell the current boat at auction due to the fact it was still being utilized at the ski program and the new boat’s production date isn’t scheduled to finish until June 30, 2022. On November 22, 2021, the Procurement Services Division issued RFP No. 22-7946, Purchase of Ski Boat for Parks & Recreation, and sent out 2,305 notices, resulting in twenty -six (26) interested vendors 16.D.8 Packet Pg. 1232 06/28/2022 viewing the RFP solicitation. The County extended the submission deadline twice for an additional two weeks to encourage broader vendor interest, with staff performing additional vendor outreach. Regardless, the County only received one responsive proposal by the January 20, 2022, submission deadline. Staff reviewed the proposal submitted by Nautiques of Orlando, LLC and found it responsive and responsible. If the Board approves this item, this purchase will be the County’s first acquisition from Nautiques of Orlando, LLC. The County has experience with this brand of sk i boat, and have found the boats to outlast other brands, have an excellent safety record, durability and lifespan, and an effective warranty. Perhaps most important to our operation, the configuration and design of this boat is conducive to all skiers (not just slalom or show skiing, for example). If approved, a purchase order with the County’s standard terms and conditions will be issued and serve as the contract for this award. FISCAL IMPACT: The Parks & Recreation Division budget for this expenditure is available in the Parks and Recreation Capital Fund (306) within Regional Parks off-road vehicles and equipment (Project No. 80418) in the amount of $94,204. TERM OF CONTRACT The contract term, if an award is made is intended to be for current needs only. Prices shall remain firm for the initial term of this contract. Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing structure. The County Manager, or designee, may, at his discretion, extend the Agreement under all of the terms and conditions contained in this Agreement for up to one hundred eighty (180) days. The County Manager, or designee, shall give the Contractor written notice of the County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in effect. REQUEST FOR PROPOSAL (RFP) PROCESS 1.1 The Proposers will submit a qualifications proposal which will be scored based on the criteria in Evaluation Criteria for Development of Shortlist, which will be the basis for short-listing firms. The Proposers will need to meet the minimum requirements outlined herein in order for their proposal to be evaluated and scored by the COUNTY. The COUNTY will then score and rank the firms and enter into negotiations with the top ranked firm to establish cost for the services needed. The COUNTY reserves the right to issue an invitation for oral presentations to obtain additional information after scoring and before the final ranking. With successful negotiations, a contract will be developed with the selected firm, based on the negotiated price and scope of services and submitted for approval by the Board of County Commissioners. 1.2 The COUNTY will use a Selection Committee in the Request for Proposal selection process. 1.3 The intent of the scoring of the proposal is for respondents to indicate their interest, relevant experience, financial capability, staffing and organizational structure. 1.4 The intent of the oral presentations, if deemed necessary, is to provide the vendors with a venue where they can conduct discussions with the Selection Committee to clarify questions and concerns before providing a final rank. 1.5 Based upon a review of these proposals, the COUNTY will rank the Proposers based on the discussion and clarifying questions on their approach and related criteria, and then negotiate in good faith an Agreement with the top ranked Proposer. 1.6 If, in the sole judgment of the COUNTY, a contract cannot be successfully negotiated with the top-ranked firm, negotiations with that firm will be formally terminated and negotiations shall begin with the firm ranked second. If a contract cannot be successfully negotiated with the firm ranked second, negotiations with that firm will be formally terminated and negotiations shall begin with the third ranked firm, and so on. The COUNTY reserves the right to negotiate any element of the proposals in the best interest of the COUNTY. RESPONSE FORMAT AND EVALUATION CRITERIA FOR DEVELOPMENT OF SHORTLIST: 1.7 For the development of a shortlist, this evaluation criterion will be utilized by the COUNTY’S Selection Committee to score each proposal. Proposers are encouraged to keep their submittals concise and to include a minimum of marketing materials. Proposals must address the following criteria: Evaluation Criteria Maximum Points 1. Volume of work shall be calculated based upon total dollars paid to the proposer in the twenty-four (24) months prior to the RFP submittal deadline. Payment information will be retrieved from the County’s financial system of record. The tie breaking procedure is only applied in the final ranking step of the selection process and is invoked by the Procurement Services Division Director or designee.
