EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment transferring funds in the amount of $960,000
from Mandatory Trash Collection Fund reserves (Fund 473) to Trash and Garbage expense (Fund
473) to cover additional expenses incurred as a result of increased volume of residential waste
disposal.
OBJECTIVE: To provide funding for additional expenses incurred due to increased volume of
residential waste disposal.
CONSIDERATIONS: During the fiscal year 2021 residential waste generation increased significantly,
(27% compared to FY2020) due to what is believed to be continued work from home and extended
occupancies (e.g. COVID-19 impacts). As a result, a budget amendment was required to cover the
disposal costs of this excess waste generation.
At the time the fiscal year 2022 budget was developed, reviewed, and approved there was considerable
uncertainty about the continuing nature and duration of any impacts associated with COVID-19’s higher
waste generation volumes. At that time, it was anticipated residential waste volumes would gradually
return to traditionally observed volumes. The nature and magnitude of COVID-19’s impact on Collier
County Solid & Hazardous Waste Management Division has subsequently become apparent and the
residential waste volumes have not re-aligned with the traditional volume levels and are expected to be
154,700 tons in FY2022 (still up 17% compared to FY2020).
Similar to fiscal year 2021, COVID-19 continues to increase waste volumes as a result of:
• Increased residential solid waste generation due to higher effective occupancy (early return/later
departure of seasonal residents and increased year-round occupancy),
• People spending more time at home including working from home,
• Increased residential real estate activity (robust pre-owned and new build sales),
• More home renovations, and
• Shifts in consumer retail spending which have generated higher volumes of bulky waste.
Funds are needed to pay for the increased disposal costs incurred due to the additional 21,100 tons of
waste. Based on trends experienced thus far this fiscal year and expected for the balance of the year, the
attached budget amendment will allow normal Solid Waste service levels to continue in a fiscally sound
manner.
FISCAL IMPACT: A budget amendment is required to transfer $960,000 from reserves to Trash and
Garbage expense in the Mandatory Trash Collection Fund (473) to pay landfill disposal fees for waste
volume that exceeds budgeted levels.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for approval. -JAK
