(Wastewater User Fee Fund (414), Project No. 70278) OBJECTIVE: Obtain professional services for replacement of the Main Switchboard for Electrical Service Number One at the North County Water Reclamation Facility, which has reached the end of useful life. CONSIDERATIONS: Much of the power distribution system equipment at the North County Water Reclamation Facility has been in use for twenty (20) years or more. This project will replace, in its entirety, the Main Switchboard for Electrical Service Number One. The replacement may include room for expansion or multiple feed capabilities where not currently available. All other facility/equipment improvements and/or replacements necessary to replace the Main Switchboard are included in this project. On January 25, 2022, the Procurement Services Division advertised RPS No. 22-7952, "North County Water Reclamation Facility - Electrical Services Number One Upgrade Project," and received four responsive and responsible proposals by the March 4, 2022, deadline. A selection committee met on March 29, 2022, scored each of the four proposals, and shortlisted the top three firms. On April 29, 2022, the selection committee reconvened for presentations and ranked the firms as follows: Firm Names Final Ranking Johnson Engineering, Inc. 1 CDM Smith 2 Hole Montes, Inc. 3 Johnson Engineering, Inc. has provided consulting services to Collier County Utilities for more than 30 years. Subject to Board approval of the above recommendation, staff will begin contract negotiations in accordance with the Consultant's Competitive Negotiation Act, Florida Statutes § 287.055, with the top ranked firm, Johnson Engineering, Inc., so that a proposed agreement can be brought back for the Board's consideration at a future meeting. If staff is unable to reach an agreement with the number one ranked firm, staff will continue negotiating with the remaining firms in ranked order. FISCAL IMPACT: There is no fiscal impact associated with this action. Funding for the subsequent contract is programmed within the FY2023 Capital Budget. The source of funding will be the Wastewater User Fee Capital Fund (414). LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.-SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. Analysis of Electrical 16.C.3.d Number One has been included as part of broader facility studies, other plant projects and/or was independently studied. All or parts of the recommendations that may have been a result of these prior activities are not being pursued. This solicitation calls for responding consultants to independently evaluate the existing conditions and present their recommendations in accordance with the project objectives detailed in this solicitation. A collection of relevant documents, such as prior studies, plans, manuals and technical memorandums, will be disclosed and provided to all consultants wishing to submit on this RPS. In accordance with FL Statute Section 119.071(3)(b) (Exempt Documents ) and FL Statute Section 119.071(3)(a) (Security System Plan), these prior documents are protected. TERM OF CONTRACT County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment. Prices shall remain firm for the term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK The CONSULTANT shall prepare construction documents including plans, specifications, supporting engineering analysis, calculations and other technical documents in accordance with COUNTY policy, procedures, standards and requirements. These construction documents will be used for bidding purposes by the COUNTY, and by the contractor(s) to build the project and test the project components. These construction documents will also be used by the COUNTY and/or its Construction Engineering Inspection (CEI) representatives for inspection and final acceptance of the project. The CONSULTANT shall ensure that all required design and specification components necessary to build the project are included in the construction documents. The CONSULTANT shall demonstrate good project management practices while working on this project. These include, but are not limited to, communication with the COUNTY and others as necessary, and management of documentation, time and resources. CONSULTANT's are expected to know the laws and rules governing their professions and are expected to provide services in accordance with current regulations, codes and ordinances, and recognized standards applicable to such professional services. The CONSULTANT shall provide qualified technical and professional personnel to perform the duties and responsibilities assigned under the terms of this agreement. PROJECT OBJECTIVES This project will require the CONSULTANT to develop creative and innovative solutions to challenging operational and physical boundaries: The project must be designed for limited to no North County Water Reclamation Facility (NCWRF) operational downtime. Some features of the NCWRF must remain operational throughout the duration of the project and must have available backup power options should the temporary power solution implemented during construction fail. The CONSULTANT will be Packet Pg. 794 expected to coordinate with COUNTY staff to develop an approved construction phasing and implementation pl 16.C.3.d construction documents developed by the CONSULTANT shall include all features necessary to assure the contractor can and will follow the approved construction phasing and implementation plan. 2. The CONSULTANT shall determine the safest and most cost-effective solution for replacing the Electrical Service Number One Main Switchboard (Switchgear) while meeting all applicable code requirements and minimizing the amount of time required for the replacement. 3. The new Main Switchboard shall be located in the existing Electrical Service Number One Building, preferably in the position of the existing Main Switchboard. Additions or modifications to the existing building shall be limited to what is necessary to meet applicable code and safety requirements. 4. The CONSULTANT shall coordinate with the COUNTY throughout the project to assure that all new electrical facilities and/or equipment to be modified or replaced during this project have enough capacity to facilitate the latest projected needs of the NCWRF. 5. Prior to starting any design work, the CONSULTANT must: a. Evaluate/inspect the existing structure to determine what building repairs/improvements, if any, will be necessary to address any deficiencies and conform to the latest building codes. b. Develop a recommendation report including any/all necessary building repairs and/or improvements necessary and submit the report to the COUNTY for review and approval prior to starting and design work. c. As approved by the COUNTY, include all necessary building repairs and/improvements in the design documents as part of the overall project. 6. The COUNTY anticipates the new Main Switchboard will consist of and/or include the following features, as appropriate: a. Double ended switchgear style equipment. b. Two feeds terminating in an "A" main and a `B" main breaker. c. A normally open tie breaker allowing for maintenance and redundancy at the switchgear. d. Zone selective interlocking to reduce arc flash energy and increase safety. e. Internal barriers between the main bus and feeder compartments to minimize the potential for a fault and limit damage in the event of a fault. f. Supervisory Control and Data Acquisition System (SCADA) and Florida Power and Light (FPL) load shed integration. This list of features is not intended to replace or supersede applicable code and safety requirements. It is the CONSULTANT's responsibility to assure the equipment selected and the overall project design meets all applicable code and safety requirements. The provided list of features is subject to change if approved by the COUNTY. The CONSULTANT shall coordinate with the COUNTY during design to select the appropriate equipment and/or features for this project. The automatic transfer switch (ATS) shall be replaced as part of the Main Switchboard replacement. A new ATS shall be included in the design. The existing generators will not be replaced during this project but shall be incorporated into the new Main Switchboard design and configuration. All other facility/equipment improvements and/or replacements necessary to achieve the primary objective of replacing the Main Switchboard for Electrical Service Number One shall be included in the design and incorporated into the construction documents. B. GENERAL PROJECT ACTIVITIES The CONSULTANT shall perform all general activities required for and applicable to the project, such as but not limited to: 1. After the Notice to Proceed is issued, the CONSULTANT shall evaluate/inspect the Electrical Service Number One Building per objective A.5 and provide a recommendation report to the COUNTY for approval prior to beginning any design activities. Then the CONSULTANT shall develop and provide an estimated design schedule for COUNTY review for anticipated 30%, 60%, 100% and Final design submittals. The proposed schedule shall include an estimated (2) two weeks for COUNTY submittal reviews and meet the latest COUNTY production dates. 2. Budgetary construction cost estimate with the 30% submittal. 3. Construction cost estimates with each submittal, starting with the 60% submittal. 4. Preparation of all Specifications, Technical Special Provisions, Supplemental Terms and Conditions, and any other similar documents necessary for the project. All documents shall be signed and sealed in accordance with applicable Florida Statutes. 5. Field Reviews of the project site as required to obtain necessary data for all elements of the project. 6. Quality Assurance/Quality Control. Including all work furnished by or services provided by the CONSULTANT a subconsultant(s). The CONSULTANT shall, without additional compensation, correct all errors or deficiencies in the designs, maps, drawings, specifications and/or other products and services. 8. Supervise all technical design activities. 9. Coordinate with all disciplines of the project to produce a final set of construction documents. 10. The CONSULTANT shall coordinate with all relevant adjacent and integral projects to effectively complete plans and specifications for the project described herein. 11. Develop and incorporate all necessary design variations, design exceptions, and any other similar documentation as needed. 12. Communicate to all interested persons, utilities, groups and government organizations information regarding the development of the project. 13. Attend relevant meetings with local governing authorities, as necessary. 14. Develop meeting agendas and minutes. o 15. Practice selective clearing and grubbing to ensure preservation and protection of existing vegetation, as necessary. a Relocation of existing vegetation may be necessary in some cases. 16. Prepare and include in the construction documents all plan sheets, notes and details necessary to convey the intent and scope of the project for the purposes of construction. 17. Contract maintenance, project management, and delivery of final documents, reports, calculations and other deliverables c created during the project. All deliverables shall be signed and sealed in accordance with applicable Florida Statutes. O 18. Deliver final construction plans and documents in digital format. The final construction plans, and documents shall be digitally signed and sealed files delivered to the COUNTY on acceptable electronic media, as determined by the COUNTY. E 19. The CONSULTANT shall submit final Computer Aided Drafting and Design (CADD) system documents and files to the Z COUNTY, as requested. 20. Comply with the requirements of Title 14 of the Code of Federal Regulations Part 77 (14 CFR Part 77). and determine if it is necessary to file a Notice of Proposed Construction or Alteration (FAA Form 7460-1) with the Federal Aviation co Administration (FAA). 0 21. As needed technical assistance for procurement of necessary project related items, such as but not limited to, Construction .L Engineering & Inspection (CEI) services, equipment and materials. C. ANTICIPATED DESIGN ACTIVITIES The CONSULTANT shall develop all construction documents and perform all necessary design activities applicable to the project, such as but not limited to: 1. PAVEMENT DESIGN 2. PROTECTION OF EXISTING STRUCTURES The CONSULTANT shall perform field observations to visually identify existing structures within the project limits which may require settlement, vibration or groundwater monitoring by the contractor during construction. The CONSULTANT shall identify pay items to be included in the construction documents to monitor existing structures if determined necessary. 3. EXISTING UTILITY VERIFICATION AND SUBSURFACE UTILITY ENGINEERING (SUE) 4. DRAINAGE DESIGN The CONSULTANT shall analyze and document drainage activities in accordance with all applicable manuals, guidelines, standards, handbooks, procedures and current design memorandums. The CONSULTANT shall be responsible for designing and permitting all drainage and stormwater management systems. All design work shall comply with the requirements of the appropriate regulatory agencies. The CONSULTANT shall coordinate fully with the appropriate permitting agencies and the COUNTY's staff. The work will include, but is not limited to, the engineering analyses for any or all necessary drainage features. UTILITY COORDINATION The CONSULTANT shall identify utility facilities within and adjacent to the project limits that may be impacted by the project. The CONSULTANT shall conduct meetings as necessary, and secure agreements, utility work schedules and plans from the Utility Agency Owners (UAO) ensuring all conflicts that exist between utility facilities and the COUNTY's construction project are addressed. This may include follow up, interpreting plans and assisting the UAOs with completion of their work schedules and agreements. May also include phone calls, face-to-face meetings or any other form of communication needed, to motivate and ensure the UAO(s) complete and return the required documents in accordance with the project schedule. The CONSULTANT shall ensure all known conflicts have been resolved, all utility negotiations have been completed and that arrangements have been made for utility work to be undertaken. c g c� .2 0 N LO 0 ti N N c m E z c� Q The CONSULTANT shall coordinate with the electrical utility all activities necessary to commission Packet Pg. 796 connections and decommission the old service connections. 16.C.3.d 6. PERMITS and EASEMENTS The CONSULTANT shall be responsible for identifying any site features that may require action or permitting. The CONSULTANT shall apply for and obtain all (federal, state and local) permits and easements required for the project. All activities required to obtain necessary permits and easements shall be the responsibility of the CONSULTANT. In coordination with the COUNTY, the CONSULTANT shall prepare and submit each permit application in accordance with the rules and/or regulations of the regulatory agency responsible for issuing a specific permit and/or authorization to perform work. The permit application packages must be approved by the COUNTY prior to submittal to regulatory agencies. The CONSULTANT shall notify the COUNTY Project Manager and other appropriate COUNTY personnel in advance of all scheduled meetings with the regulatory agencies to allow a COUNTY representative to attend. The CONSULTANT shall copy in the COUNTY Project Manager on all permit related correspondence and meetings. The CONSULTANT shall use current regulatory guidelines and policies for all permits required. The COUNTY will provide permit application signatures as required for the project. The COUNTY will pay permit application fee payments directly to the appropriate agency as required for the project. The COUNTY is responsible for payment of permit fees. All applicable permit and easement information shall be shown on the construction documents, as appropriate. ENVIRONMENTAL PERMITS and ENVIRONMENTAL CLEARANCES The CONSULTANT shall be responsible conducting research and visiting the project site to determine what permits, environmental clearances and easements need to be acquired or modified for the project. The CONSULTANT shall research restrictions that may exist both within and adjacent to the proposed project boundary. The CONSULTANT shall be responsible for identifying any site features that may require action or permitting, such as but not limited to: a. Protected wildlife species. b. Protected habitats. c. Wetlands. d. Surface waters. e. Sovereign Submerged Lands. f. Archaeological and Historical Resources. g. Potential contamination sources. h. Asbestos. The CONSULTANT shall apply for and obtain (or modify as applicable), all (federal, state and local) permits, environmental clearances and easements required for the project. All activities required to obtain or modify necessary permits, environmental clearances and easements shall be the responsibility of the CONSULTANT. If impacts cannot be avoided, the CONSULTANT shall prepare a mitigation plan to be included as a part of the application(s). The CONSULTANT shall coordinate the mitigation plan and all other application activities with the COUNTY. In coordination with the COUNTY, the CONSULTANT shall prepare and submit each permit application in accordance with the rules and/or regulations of the regulatory agency responsible for issuing a specific permit and/or authorization to perform work. The permit application packages must be approved by the COUNTY prior to submittal to regulatory agencies. The CONSULTANT shall notify the COUNTY Project Manager and other appropriate COUNTY personnel in advance of all scheduled meetings with the regulatory agencies to allow a COUNTY representative to attend. The CONSULTANT shall copy in the COUNTY Project Manager on all permit related correspondence and meetings. The CONSULTANT shall use current regulatory guidelines and policies for all permits required. The COUNTY will provide permit application signatures as required for the project. The COUNTY will pay permit application fee payments directly to the appropriate agency as required for the project. The COUNTY is responsible for payment of permit fees. Any applicable permit, environmental clearance and easement information shall be shown on the construction documents, as appropriate. CITY OF NAPLES WTP Switchgear, MCCs, Generators Replacement, and New Electrical Room Johnson Engineering undertook an extensive modernization of the electrical power and control systems at the City of Naples Water Treatment Plant located inconspicuously just across the street from the Coastland Center Mall in Naples Florida, which provides all of the potable water for the city. With some electrical equipment dating back as far as the 1950s, plant staff recognized the pressing need for replacement of the existing electrical systems due to the deteriorating condition of the equipment.The major types of equipment to be replaced were switchgear, motor control centers (MCCs), control panels, distribution panelboards, transformers, wiring, and raceways.There were several primary project objectives that were identified for this upgrade: Replace two large existing generators with a new set of modern generators that could all work collectively to provide standby backup power to the plant in case of loss of utility power.The new generators were designed to utilize integral fuel tanks that allowed for a much more robust and straightforward standby power arrangement as well as the elimination of old environmentally increasingly troublesome diesel lines and diesel tanks within the plant. Replace the existing major electrical and control equipment that was currently located throughout the plant floor in various locations and instead create a modern dedicated temperature -controlled electrical room to house most of the new major electrical and control equipment. This not only provided a much better working environment for the electrical equipment, but freed up valuable floor and wall space in the plant which could be used for other purposes as well as eliminate some obsolete equipment and associated components. Replace several electrical distribution panelboards that were obsolete and lacked expansion capability. Provide the related programming and startup services to optimize and better integrate the equipment design with the intended equipment functionality while each piece of equipment was gradually replaced. Upgrade the power quality and motor control equipment to yield much more data and greatly improve the ability of plant operators to monitor and control the various systems involved in the water treatment processes for the plant. Despite the many construction and schedule challenges entailed by an extreme makeover of the water treatment plant electrical systems, all work was completed without any interruption of service to the city. Based on the findings outlined in the TM, it was determined that the existing generator systems have reached end -of -life. As the WRF is considered critical infrastructure, it was deemed necessary to proactively replace the existing generator systems to alleviate issues with cooling systems, exhaust systems, diesel fuel delivery to the generator, the potential for diesel fuel leakage and the resultant environmental impact and leverage modern advances in paralleling generator controls technology, power capacity flexibility, the opportunity to re -purpose existing space, and the relatively favorable capital, operating, and maintenance costs for outdoor systems. BUDGET ISSUES & SOLUTIONS FOR SUCCESSFUL PROJECTS We proactively try to anticipate potential problems so we may be ready to respond with solutions. . DESIGN ENHANCEMENTS A prior engineering analysis of the Electrical Room # I switchgear determined that the physical space footprint allocated forthe existing switchgearwould not be sufficient forthe new proposed switchgear. However, the County stated project objective is for the new switchgear to be placed in roughly the same location as the existing switchgear. Our initial review of the Electrical Room I building and associated loads in combination with an innovative and multi -faceted design approach leads us to believe that the physical space available in the existing electrical room will be more than adequate for the new switchgear.The ability to utilize the existing electrical room will greatly reduce the project cost and construction duration and serve to meet the County's objective. As one example, see the attached exhibit from the past Naples WRF switchgear replacement project. Using an innovative design approach, this project showed a reduction in length for the new switchgear compared to the old switchgear from 199.5" to 132", or a reduction of approximately 50% in length. Despite the greatly decreased overall length, three additional branch circuit breakers were added. Utilizing an innovative design approach, we have developed a preliminary single line diagram and elevation forthe replacement switchgear for Electrical Room # 1.Our proposed design includes several enhancements which will reduce the size, complexity, and cost of the switchgear while increasing functionality and maintainability, specifically. Add paralleling controls to th�g generators. Modern genset technology a�lthe generM paralleling controls to be incorporated fairly easily into the existing generators. This greatly reduces the size, complexity, and cost of the switchgear and allows the switchgear manufacturer to directly provide the switchgear rather than a custom build from the generator manufacturer. UtilizeAllen-BradleyCompactlogix PLC control panel system UPS, switchgear interface, and generator transfer and re -transfer functionality. This will allow for a standard PLC located external to the switchgear in lieu 2. of a 3rd party PLC located internal to the switchgear. This will greatly reduce the size, complexity and cost of the switchgear, as well as improve maintainability for the plant. And Johnson Engineering intends to perform the integration as part of optional construction services for a seamless hand-off from design through commissioning. Again, this allows the switchgear manufacturerto directly provide the switchgear ratherthan a custom build from the generator manufacturer. Relocate existing disconnects 200 amps and below to a separate 480V distribution panelboard. This greatly 3. reduces the size, complexity, and cost of the switchgear, as the panelboard format cost for smaller disconnects is much less than a switchgear format. Configure the Main, Tie, and Generator circuit breakers as shown on the single -line diagram for optimal simplicity and reliability. Re-evaluate the switchgear buss and circuit breaker ampacity rating based on actual historical usage. This may greatly reduce the size, complexity, and cost of the switchgear. Reverse the front -facing side of the switchgear compared to the existing switchgear to improve operations. Specify power monitors that support ethernet/IP communications protocol. This will facilitate integration 7. efforts and thus reduce design and commissioning costs and greatly increase the amount of SCADA diagnostic data available for operations and maintenance. BUDGET 2. LACK OF EXISTING DOCUMENTATION Often, there is a lack of available reliable and complete documentation on the existing electrical systems on older systems. Though somewhat time-consuming, we believe this challenge can be substantially overcome by thorough field research and utilizing what information is extant. Equally important will be County staff interviews to gather further information that may not be documented at all or documented fully. 3. IMPACT OF CONSTRUCTION ON THE FACILITY A particular challenge relating to this project is demolishing and replacing the existing equipment, with limited physical space, without incurring downtime to the facility processes.To address this challenge, we will work with the operations staff to develop a thorough understanding of how the facility operates, and then carefully devise construction staging plans that will greatly minimize power interruptions during construction activities. 4. SCHEDULE We appreciate the County's sense of urgency related to this project and are aware that the County needs to expedite this project if at all possible. Due to supply chain issues greatly extending equipment lead times, we believe it is imperative to procure the switchgear as soon as possible. Therefore, we propose to complete the specifications for switchgear within two weeks of receipt of the NTP so that the County can directly procure the switchgear as an Owner -Direct -Purchase (ODP) rather than wait for a complete engineering design package. We believe that an ODP of the switchgear will greatly reduce the project schedule as well as avoid sales tax on this costly equipment. S. FAILURE TO COMPLY WITH THE ELECTRICAL SYSTEMS ANALYSIS It is common for engineers to perform an electrical systems analysis after the equipment design is complete which may lead to over -engineering, and simply serves as a validation and provides settings when it may be very difficult to ultimately correct identified deficiencies. We believe it is not only beneficial, but essential, to perform the electrical systems design as part of the initial equipment design to ensure ultimate validation of the equipment while design changes can be made easily based on the analysis. G. ELECTRIC UTILITY COORDINATION DELAYS Close coordination with the local electric utility will be necessary for successfully constructing the project. We are familiar with the local utility representatives and plan to leverage those existing relationships to ensure a close coordination during design and construction activities. 7. BUDGET Historically, the following solutions have resulted in the successful completion of projects. POST DESIGN SERVICES We propose to provide various post design services to stay fully involved with the project from design through completion to help ensure a successful project. CEI - We propose to conduct regular and focused site visits during construction to avoid the possibility of non-conformance with the plans. This will help ensure the project stays on track and reduce confusion or the issuance of change orders to correct deficiencies or misunderstandings. Integration -We propose to self -perform the PLC programming and manage the HMI SCADA upgrade programming to provide a seamless transition from design through construction activities and reduce the number of shareholders and need for increased communications. Commissioning and Startup - We anticipate the new switchgear will be highly networked and that the County will want to leverage all the technology of the new switchgear that is unavailable in the existing switchgear. We will provide onsite services to help set up the switchgear, validate the communications and programming code. Documentation -We will document all design changes by incorporating red -lines and other field modifications into the final as -built plans so that the County can maintain the equipment properly. Safety - Rather than rely on a third party contractor to prepare arc flash labels, we propose to design the equipment to reduce the potential for arc flash where possible and run an arc flash study to provide the arc flash labels to assist in safely maintaining the equipment. Rely on similar projects for prior design elements The ability to leverage the engineering design and experiences from other very similar projects is critical and results in significantly reduced engineering costs, shorter project design duration, and the benefits of the incorporation of lessons learned. Leverage In-house capabilities The ability to perform all functions in-house, such as design services, survey, permitting, electrical systems analysis and subsequent construction administration services, construction engineering inspection services, etc. should result in a reduction of total stakeholders to strengthen, streamline and simplify the design and construction process assuring responsiveness by utilizing a completely integrated design team. Leverage local presence: Since all ofthe design team is local,we believe that there will be a much greater level of communication. In addition, site research, interactions with County staff, and construction observation will be greatly facilitated. MANAGING COST Construction Costs Over Budget and Change Orders Total project cost is always a challenge due to limited budgets.We plan to consider value engineering and other measures to reduce costs. We will also work to develop sufficiently detailed plans and specifications to reduce or eliminate change orders.
