Backup Document 06/14/2022 Item # 4A 4A PROCLAMATION WHEREAS, President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863, which declared the slaves to be free. Each year thereafter we commemorate the emancipation of enslaved African-Americans. Juneteenth is a federal holiday in the United States celebrating the African- American culture; and WHEREAS, the signing of the Emancipation Proclamation was delayed nearly two and one half years, to June 19, 1865, when the President pressed border states to outlaw slavery and promoted the Thirteenth Amendment to the United States Constitution, which upon its ratification abolished slavery; and WHEREAS, Emancipation Day observations are held on different days in different states in the South, Southwest, and in other parts of the country; and WHEREAS, the National Association for the Advancement of Colored People (NAACP) will help us remember that freedom is solidified in the Constitution of the United States of America. The NAACP of Collier County continues to take action to ensure equal rights for all; and WHEREAS, June 19th has a special meaning to African Americans, is called "JUNETEENTH" combining the words June and Nineteenth, and has been celebrated for more than 156 years; and WHEREAS, a Juneteenth celebration in Collier County will take place at the River Park Community Center on June 18, 2022; NOW THEREFORE, be it proclaimed by the Board of County Commissioners of Collier County, Florida, that June 19, 2022, be designated as JUNETEENTH DAY IN COLLIER COUNTY DONE AND ORDERED THIS 14th Day of June 2022. 7------- BOARD OF C• NTY COMMISSIONE'S �% \ COLLIER LORID 1111110 / I -- :.�...�.. �� ; ,_,,.
