EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendments to reflect the estimated funding
for the Community Care for the Elderly, Alzheimer’s Disease Initiative, and Home Care for the
Elderly programs in the amount of $1,526,338; $28,802 in co-payment contributions and the
estimated cash match of $30,000. (Fiscal Impact $1,585,140, Human Services Grant Fund 707)
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors (CCSS)
frail, elderly clients through the Community for the Elderly (CCE), Alzheimer’s Disease Initiative (ADI),
and Home Care for the Elderly (HCE) Grant programs.
CONSIDERATIONS: CCSS has provided support services to qualified seniors for over forty (40) years
through CCE, ADI, and HCE Grants. These grants are funded by the Florida Department of Elder Affairs
(FDOEA), through the Area Agency on Aging for Southwest Florida, Inc. (AAASWFL).
The current service funding awards for CCE, ADI, and HCE were approved “After -the-Fact” on
September 14, 2021 (Agenda Item #16D2). Current funding awards for these programs end on June 30,
2022. Historically, CCSS receives the continuation funding award from the grantor agency during the
latter part of June for the upcoming grant cycle. To avoid disruption in services, and ensure compliance
with the grant service agreement requirements, the upcoming funding has been estimated based on the
FY21 allocation. When final agreements are received, any necessary Budget Amendments to reflect
variations in the final allocations will be presented to the Board of County Commissioners (Board).
CCSS is also responsible for the collection of client co-payments for the CCE and ADI Grants. Budget
Amendments include estimated co-payment goals for CCE and ADI based on prior State Revenue goals,
used to support the programs. The CCE co-payments are used to offset the local matching requirements.
Approval of this Item will appropriate a budget to reflect estimated grant funding for FY22 in the amount
of $1,526,338. The CCE Grant has a local match requirement of ten percent (10%) in the amount of
$111,221.44, which will be partially met through the co-payments received ($16,262) and local vendor
match contribution ($64,959.44) requiring local cash match in the amount of ($3 0,000). ADI has an
estimated Co-Pay budget of ($12,540), but neither ADI nor HCE have matching requirements. The total
Co-Pay Estimated budget for CCE and ADI is $28,802.

*CCE 10% Match is Award divided by .9, multiplied by .1, per grantor requirements for a total of
$111,221.44. The match is reduced by co-payment of $16,262 budget and vendor match contribution of
$64,959.44.

***The estimated HCE Basic Subsidy of $34,450 is to be retained by the grantor agency and therefore is
not included within Collier County’s budget.
FISCAL IMPACT: Budget Amendments are required to recognize the estimated grant revenue of
$1,526,338 for the FY22 CCE, ADI, and HCE Grant programs funded by the DOEA. Budget
Amendments are required for CCE co-payments in the amount of $16,262 and ADI co-payments in the
amount of $12,540. Funding will reside in Human Services Grant Fund (707) Projects 33817 (CCE),
33815 (ADI), 33818 (HCE), 33627 (CCE Co-Pays), and 33625 (ADI Co-Pays).
The CCE Grant has a local match requirement of ten percent (10%) in the amount of $111,221,.44 which
will be partially met through the co-payments received $16,262 and local vendor match contribution of
$64,959.44 requiring local cash match in the amount of $30,000. The ADI estimated Co-Pay Budget is
$12,540, neither ADI nor HCE have matching requirements. Local cash match in the amount of $30,000
is available through carry-forward Reserves in Human Services Grant Fund (707) supported by excess
program revenues.
GROWTH MANAGEMENT: There is no Growth Management impact from this recommendation.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board approval. -DDP
