Agenda 06/14/2022 Item #16D4 (SHIP Program Budget Amendment)06/14/2022 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment to allow continuous operation of the State Housing Initiatives Partnership Program (SHIP) with an anticipated award in the amount of $3,678,139 for SFY 2022/2023 and to authorize an extension of SFY 2019/2020 funding from June 30, 2022, to December 31, 2022. (SHIP Grant Fund 791) OBJECTIVE: To support housing affordability in Collier County. CONSIDERATIONS: The State Housing Initiatives Partnership (SHIP) Program, created by the passage of the 1992 William E. Sadowski Affordable Housing Act, provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the SHIP Local Housing Assistance Plan (LHAP) eligible strategies serve as a guideline for the use of all SHIP funds. Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation (FHFC) to undertake eligible strategies. Historically, the Community and Human Services Division (CHS) receives the funding award from FHFC during the month of June for the upcoming state fiscal year. To avoid disruption in services, and ensure compliance with the grant service agreement requirements, the upcoming funding has been estimated based on the amount approved during the state FY 2022 legislative session. Collier County is estimated to be awarded a total of $3,678,139 in SHIP funding. These funds will be used to implement SHIP Program strategies outlined in the 2022/2025 Local Housing Assistance Plan (LHAP) that was approved by the Board of County Commissioners ("Board") on April 26, 2022 (Agenda Item #16D3) and have an expenditure deadline of June 30, 2025. When the final award allocation is received, any necessary Budget Amendments needed to reflect an increase from the estimated amount will be presented to the Board. Any decrease will be processed administratively. The following table provides a detailed breakdown of the award amount: Source Estimated Program Funds Estimated Admin Funds Total Allocation from FHFC $3,310,325.10 $367,813.90 $3,678,139 On April 26, 2022, FHFC approved the CHS Division’s request to continue to expend FY 2019/2020 funds through December 30, 2022. FHFC does not require the Board Chairman to sign a document for the extension to effect. FHFC’s approval is attached as a backup to this Item. FISCAL IMPACT: The Budget Amendment recognizes estimated grant revenue of $3,678,139 that will be available from the Florida Housing Finance Corporation (of which ten percent (10%) will be used as administrative funds). All funds will be available in SHIP Grant Fund (791), Project 33807. The proposed action does not have an impact on the General Fund. Good Morning all: Florida Housing is in receipt of your request for an expenditure extension for SHIP funds for the fiscal year 19/20. Based on the information provided in the request, we find that the request is reasonable and meets the standard required in 67-37.005 (1)(f). The new expenditure deadline is December 31, 2022. This extension does not relieve the requirement to submit the annual report on September 15. _____________________________________________________________________________________________ ________ 67-37.005 (1) (f) The funds deposited to the local housing assistance trust fund must be spent within twenty-four months from the end of the applicable State fiscal year. Exceptions to this time frame must be approved by the Corporation SHIP Program Administrator on a case-by-case basis. Exceptions will only be granted for good cause. Examples of good cause are natural disasters, requirements of other State agencies, adverse market conditions, and unavoidable development delays. Adequate explanation of the reasons for the requested extension as well as a timeline for completing the expenditure of funds must be submitted to the Corporation before an extension will be approved, e.g., project status, work plan and completion schedule, commitment of funds, etc. The Corporation may require a local government requesting an expenditure extension to receive technical assistance through the Catalyst program to evaluate the need for an extension.
