EXECUTIVE SUMMARY
Recommendation to approve a change order to Agreement No. 20-7810, North County Water
Reclamation Facility Return Mixed Liquor Pump System Improvements. (Fund 414, Project
Number 70148)
OBJECTIVE: To meet demand, stay in compliance, and serve customers efficiently and effectively by
providing a compliant and reliable water reclamation system to Collier County Water -Sewer District
customers.
CONSIDERATIONS: On January 26, 2021, the Board approved Project No. 70148, North County
Water Reclamation Facility (“NCWRF”) Return Mixed Liquor Pump (“RML”) System Improvements
(Agenda Item 16.C.2), awarding the work to Quality Enterprises USA, Inc. During construction, two
work directives were necessary to accommodate unforeseen conditions that surfaced.
When the original aeration basins were constructed, there were structural provisions made for the
installation of stop logs to stop flows and isolate each individual pass for maintenance, cleaning, and/or
repairs. Since the basins are now several years into operation, it has become necessary to purchase the
stop logs to stop and isolate flows so that the necessary cleaning and repairs can be accomplished as a part
of this project and future maintenance.
During the course of construction, the contractor discovered motor-operated valve wiring that is
deteriorated and/or damaged and in need of replacement. This only became evident during construction
when the wiring was uncovered and was to be utilized for the new installation of the variable frequency
drives. This is necessary to have a properly reliable operating system for the treatment processing of
incoming flows.
The original Board-approved allowance for the contract was $93,000.00. Work Directive No. 1 utilized
$73,080.00 and Work Directive No. 2 utilized the remaining $19,920.00. Therefore, this change order
adds funds in the amount of $107,833.37 and ninety-one (91) days to the contract. Approval of this
change order is necessary to successfully conclude this project. The project is anticipated to be completed
by late summer 2022 due to the addition of this work from uncovering unforeseen conditions.
Work Directive No. 1, in the amount of $73,080.00, includes installing stop logs to isolate flows for
current and future maintenance work and cleaning operations. Work Directive No. 2, in the amount of
$127,753.37, includes the installation of additional conduit and wiring for a compliant and reliable
working system. It also includes the removal and replacement of existing damaged motor -operated valve
wiring. Together, both work directives also increase the contract time by ninety-one (91) days.
FISCAL IMPACT: Funds are available in Project 70148 for the Change Order. The source of funding is
Wastewater User Fees, Fund (414). Construction of this project is not anticipated to have a measurable
impact on operations and maintenance costs.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.-SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
