EXECUTIVE SUMMARY
Recommendation to adopt a resolution approving and authorizing the execution of a Public Transit
Grant Agreement (PTGA) between Collier County and the Florida Department of Transportation
(FDOT) to accept Federal Transit Administration (FTA) Section 5339 Bus and Bus Facilities funds
in the amount of $222,355, for the necessary improvements to bus stops in accordance with the
Americans with Disabilities Act (ADA) in the rural service area and authorizing the necessary
budget amendments. (Transit Grant Fund 424)
OBJECTIVE: To improve accessibility to bus stops within the rural area as it relates to the ADA.
CONSIDERATIONS: The Federal Transit Administration (FTA) Section 5339 Bus and Bus Facilities
Program is a grant program administered by the Florida Department of Transportation (FDOT), and is
authorized by 49 U.S.C. 5339. The Program provides capital funding to replace, rehabilitate, and
purchase buses, vans, and related equipment, and to construct bus-related facilities in the non-urbanized
areas.
On December 8, 2020 (Agenda item 16.D.15), the Board authorized staff to submit an application for
improvements to bus stops in the rural area. On April 27, 2021, FDOT notified county staff of its
intention to award grant funding. The attached Public Transit Grant Agreement (PTGA) includes the
grant award of $222,355, which is 100% of the total project cost.
The Public Transit & Neighborhood Enhancement (PTNE) Division has developed a list of bus stops
which need improvements. Each location will be evaluated, and potential improvements will be designed
by a professional engineer. The grant funding will be used for design and construction improvements to
the selected bus stops in the rural area. To the extent that grant funding is available, shelters and
amenities may be included to expend all grant dollars fully.
FISCAL IMPACT: This PTGA provides for total funding in the amount of $222,355, which is 100%
federal funds. A budget amendment will be required to recognize grant revenue to CAT Grant Fund 424
Project 33803.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. -DDP
