Agenda 06/14/2022 Item #16A19 (Resolution - Amendment #7 to FDOT Contract ARX56)06/14/2022 EXECUTIVE SUMMARY Recommendation to approve a Resolution memorializing the approval of Amendment No. 7 to the State Highway Traffic Signal, Maintenance and Compensation Agreement (Contract No. ARX56, Financial Project 41266618801) with the Florida Department of Transportation and authorizing the Chief Engineer of Traffic Operations to approve amendments consisting of such ministerial annual updates to the agreement. _____________________________________________________________________________________ OBJECTIVE: To approve a Resolution memorializing the approval of Amendment No. 7 to the State Highway Traffic Signal, Maintenance and Compensation Agreement (Contract No. ARX56, the “Agreement”) with the Florida Department of Transportation, and authorizing the Chief Engineer of Traffic Operations to approve such amendments consisting of ministerial annual updates to the Agreement. CONSIDERATIONS: The Board approved the Agreement on June 9, 2015 (Agenda Item 16.A.21), which designated the County as the maintaining agency of FDOT owned traffic signal systems and compensates the County for serving in that capacity. Historically, the Chief Engineer has performed the ministerial task of approving ministerial amendments to the Agreement, as previously directed by the Board at its July 14, 2020 meeting (Agenda Item 16.A.21), which primarily consists of making annual updates to the Exhibit List to the Agreement. The Exhibit List to the Agreement identifies intersection locations of the various FDOT traffic signals that are maintained by the County. The Exhibit List is often updated annually to reflect any new additions or subtractions of identified traffic signals under the Agreement. FDOT is requesting a Resolution memorializing the Board’s express grant of au thority that the Chief Engineer of Traffic Operations may approve the annual ministerial updates to the Agreement. The attached proposed Resolution merely memorializes the approval of Amendment No. 7 and the Board’s express grant of authority that the Chief Engineer of Traffic Operations approve the annual ministerial updates to the Exhibit List to the Agreement. FISCAL IMPACT: The FDOT State Highway Traffic Signal, Maintenance and Compensation Agreement compensates maintaining agencies for this work. Collier County Traffic Operations will receive $323,427.00 annually for existing FDOT roadway traffic signal maintenance. Revenues are budgeted in Transportation Operating Fund (101), Traffic Operations Cost Center 163630. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.- SRT RECOMMENDATION: To approve a Resolution memorializing Amendment No. 7 to Contract No. ARX56 with FDOT for Collier County Traffic Operations’ maintenance of FDOT owned traffic signal systems, which also grants authority to the Chief Engineer of Traffic Operations to sign off on such ministerial annual updates concerning the Exhibit List to the Agreement. The requested signature authority will be for acceptance of maintenance only for traffic signal equipment. Prepared By: Leandro A.
