EXECUTIVE SUMMARY
Recommendation to approve a Transportation Commitment Extension Request for the
ROCKEDGE Residential Planned Unit Development (RPUD) to provide more time to fulfill the
Transit Bus Stop Improvement Commitment.
OBJECTIVE: To obtain needed bus stop improvements for the transit system impacted by
development.
CONSIDERATIONS: ROCKEDGE is a Residential Planned Unit Development (RPUD) allowing the
development of 266 dwelling units on property located near the Northeast corner of Sabal Palm Roa d and
Collier Boulevard. There are several development commitments contained in the development agreement,
including the requirement to make improvements to benefit the impacts on the Transit system.
Specifically, the Developer is required to install Collier Area Transit bus stop improvements with shelter
and associated access pathways at a location to be determined during the site development plan review
process. All improvements are to be completed prior to the first Certificate of Occupancy issuance.
The proposed location of the bus stop is adjacent to a canal and requires coordination with multiple
agencies, including the South Florida Water Management District (SFWMD). Additional time is being
requested to fulfill this commitment due the coordination required. Staff is agreeable to providing
additional time to meet this commitment provided the improvements are completed no later than eight (8)
months after the issuance of the first Certification of Completion or by November 30, 2022, whichever is
sooner. Should the commitment not be satisfied by this time period, the issuance of any further COs will
be suspended until the commitment is satisfied.
The Developer has committed to meeting this modified timeframe and has signed the attached letter to
show that commitment. Staff is at this time requesting the Board’s approval of the extension.
FISCAL IMPACT: The Developer will be responsible for making the improvement at no cost to the
County, therefore there is no fiscal impact associated with this Executive Summary.
GROWTH MANAGEMENT IMPACT: This Item furthers the Growth Management Plan Objective
12 to encourage the efficient use of transit services now and in the future.
LEGAL CONSIDERATIONS: This item was reviewed by the County Attorney, is approved as to form
and legality and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners approve the Transportation
Commitment Extension Request for the ROCKEDGE Residential Planned Unit Development (RPUD) to
provide more time to fulfill the Transit Bus Stop Improvement Commitment.

Dear Mr. Gallander:
Thank you for your coordination with the Public Transit & Neighborhood Enhancement (PTNE) Division
regarding the Transportation Commitment requiring the installation of bus stop improvements with
shelter within the vicinity of the intersection of Sabal Palm Road and Collier Boulevard.
According to the commitment item, the improvements shall be completed prior to the first Certification
of Completion (CO) within the Tamarindo development. We understand additional time is needed to
conduct the necessary coordination with the South Florida Water Management District (SFWMD) as the
location in question is adjacent to the canal along Collier Blvd.
The County is agreeable to providing additional time to meet this commitment provided the
improvements are completed no later than eight (8) months after the issuance of the first Certification of
Completion or by November 30, 2022, whichever is sooner. Should the commitment not be satisfied by
this time period, the issuance of any further COs will be suspended until the commitment is satisfied.
Please obtain the property owner’s signature below as acceptance of this extension. After receipt of the
signed letter, we will place the extension on a future Board of County Commissioner’s agenda for their
approval.
