Call to order: Jeff called the meeting to order at 5:31 p.m 2. Approval of current agenda: Jeff asked if there were any questions or changes regarding the agenda, there were none. Jeff asked for a motion to approve the agenda as submitted. Jessica made a motion to approve the agenda as submitted, Annette seconded the motion, Jeffcalled for the vote and all were in favor. 3. Approval of the Meeting Minutes from December 13, 2021: Jeff asked if there were any questions or changes to the Minutes as submitted, there were none. Jeffasked for a motion to approve the Minutes as submitted. Annette made a motion to approve the Minutes as submitted. Jessica seconded the motion. Jeffcalled for the vote. and all were in favor. 4. Approval of Treasurer's Report: Michael passed out a copy of the Treasurer's Report which showed the available cash balance of $1,533.264.56 The considerable increase was due to the sale of the parcels to Transportation for the Vanderbilt Beach Road Extension Project which totaled $681,000. Jeff asked if there were any questions regarding the Treasurer's Report, there were none. Jeff asked for a motion to approve the Treasurer's Report as submitted and Jessica made a motion to approve the Treasurer's Report as submitted, Jefl seconded the motion, Jeffcalled for the vote. and all were in favor. 5. Interview Sarah Huffman for vacant seat: Jeff asked if there were any questions regarding Sarah's application, there were none. Jeff asked Sarah to provide a briel statement for her desire to be on the Committee. Jeff asked if there were any questions, there were none, and Jeff catled for the vote, and all were in favor to deny the recommendation to Board. Jeff said that the Committee is an advisory Board and Michael agreed and stated that the Board has the final decision to approve or deny. 7. There was no discussion. Jeff called for a motion and Jessica made a motion to deny the appraisal submitted, Annette seconded the motion. Jeff asked if there were any questions, there were none, and Jeff called for the vote, and all were in favor to deny the recommendation to Board. 8. Jeff called for a motion and Annette made a motion to deny the appraisal submitted, Jessica seconded the motion. Jeff asked if there were any questions, there were none, and Jeffcalled for the vote, and all were in favor to deny the recommendation to Board. 9. Jeff called for a motion and Jeff made a motion to deny the appraisal submitted, Jessica seconded the motion. Jeff asked if there were any questions, there were none, and Jeff called for the vote, and all were in favor to deny the recommendation to Board. 11. Property Sale Appraisal Approval for Gus Saadeh 58th Ave NE Parcel ID 38840040001 Unit 4l , Tract 1 Phase III, Parcel 20 7.38 +/- Acres Property Appraiser's Value: $93,9 1 5 Appraiser's Value: $177,000: Jessica stated that she felt the appraisal was low and made a motion to deny to approval of the submitted appraisal. Annette said that the property is a canal lot and should be $33,000 per acre. Michael stated that Annette and other Committee Members should provide evidence of recent sales within the immediate area so that he could have the Appraiser review the data. Jeff called for a motion and Jessica made a motion to deny the appraisal submitted, Annette seconded the motion. Jeff asked if there were any questions, there were none, and Jeff called for the vote, and all were in favor to deny the recommendalion to Board. 12. Property Sale Appraisal Approval for Sam Saadeh 2nd Ave NE Parcel ID 40752400002 Unit 78, Tract 158 Phase II, Parcel 48 6.13+/- Acres Property Appraiser's Value: $134,860 Appraiser's Value: $135,000: Annette stated that property is adjacent to Rural Lands West and should be 'withheld' for future sale. Michael stated that if the Committee wishes to withhold the property for sale, it will require Board approval. Jessica made a motion to deny the approval of the submitted appraisal and to withhold the property for future release, Jeff seconded the motion, Jeff called for discussion, there was none, Jeff called for the vote, all were in favor to deny the approval of the appraisal and to withhold the property for future release. 13. This is two properties under one Parcel ID number. The Property Appraiser assessed property as 2.34 since this is the fotio with two parcels assigned to it. If assessed value is divided by 2, Property Appraiser's value should be $23.920: Michael stated that this is the sister parcel to the one approved in December for Mr. Harrington for the same amount. Annette approved the appraisal as submitted, Jessica seconded the motion, Jeffcalled for any discussion, there was none. Jeff asked ifthere was any discussion, there was none, Jeffcalled lor the vote, all were in favor to accept the appraisal as submitted. 14. Property Sale Appraisal Approval for Sam Saadeh 2615 681h Ave NE Parcel ID 39145640008 Unit 47,Tract 52 Phase IV, Parcel 45 1.59 +/- Acres Property Appraiser's Value: $25,838 Appraiser's Value: $44,500: Annette made a motion to approve the appraisal as submitted. There was some minor discussion that the value seemed low. Jeff called for a second. there was not one, Jeff said the motion failed. Jeff called for a new motion and Jessica made a motion to deny the appraisal as submitted, Jeff seconded the motion, Jeff called for any discussion, there was none, Jeflcalled for the vote, and all were in favor. 16. RECONSIDERATION Property Sale Appraisal Approval for Saadeh Parcel ID 37289560004 Until 14. Tract 127 Phase I, Parcel 8 5.77 acres Property Appraiser's Value: $ 129,105 Appraiser's Value: $163,000: Annette made a motion to approve the appraisal as submitted. There was some minor discussion that the value seemed low. Jeff called for a second, there was not one, Jelf said the motion failed. RECONSIDERATION Property Sale Appraisal Approval for Saadeh Parcel ID 39271840002 All of Tract 126, Golden Gate Estates, Unit No. 49 Phase I, Parcel 54 5.61 +/- acres Property Appraiser's Value: $ 131,860 Appraiser's Value: $185,000: Annette made a motion to approve the appraisal as submitted. There was some minor discussion that the value seemed low. Jeff called for a second, there was not one, Jeff said the motion failed. Jeff called for a new motion and Jessica made a motion to deny the appraisal as submitted, Jeff seconded the motion, Jeff called for any discussion, there was none, Jeffcalled for the vote, and all were in favor. 18. Randall Curve Sale Proceeds: Michael provided a follow-up to an earlier meeting inquiry and reported that the proceeds from the Randall Curve sale have not been deposited into the GAC Land Trust account. The Executive Summary stated that the funds would be deposited into a 'restricted General Fund reserve account for future consideration by the Board.' The Committee asked what type of account that was, and Michael said it was a holding account for the Board to decide where to use the money. Jeff asked how the funds could be deposited into the GAC Land Trust and Michael said he has spoke to his Interim Director and will continue investigating and will report findings to the Committee. 19.
