So EXECUTIVE SUMMARY
Recommendation to approve collaboration with partners, Waste Management Inc., of Florida
(WMIF) and The Recycling Partnership for two grant funded recycling pilot studies at no cost to
the County, valued at $293,000
OBJECTIVE: To receive approval to allow County staff to participate and coordinate with Franchisee,
WMIF, and their vendor, The Recycling Partnership, in two grant funded recycling pilot programs,
retained by WMIF.
CONSIDERATIONS: County Franchisee, WMIF, received grant funding of $293,000 aimed to
increase recycling rates in single and multi-family homes. WMIF invited Collier County to be one of only
three municipalities selected across North America to participate in two pilots to increase recycling
participation and tonnage from single-family (grant funds allocated - $183,000) and multi-family homes
(grant funds allocated - $110,000). The recycling pilot, aligned with the Board approved Integrated
Waste Management Strategy's Enduring Guiding Principles, will be implemented by WMIF and The
Recycling Partnership (TRP), a widely respected and experienced expert non -government organization
specializing in behavior change and recycling. Collier County is the only municipal partner invited to
participate in a pilot focused on multi-family recycling.
The two pilots endeavor to increase inbound recycling, with a focus on increasing plastics recycling by
20%. Plastics are also a focus for this pilot due to increased public awareness of plastics in the
environment and waste stream. Though the pilots focus on increasing plastics recycling, WMIF and TRP
anticipate overall recycling tonnage to increase.
Benefits to the County include:
• Results of the market research survey, which will provide metrics and insights into
behaviors and motivators related to the recycling program, as well as residents'
knowledge level of plastic recycling.
• Material composition audit information.
• Professionally designed collateral that can be used beyond the pilots will also be provided
to the County.
• Financial and in-kind technical assistance to implement pilots.
Recycling Pilot Summary and Schedule:
Week 1: Collaborate regarding pilot study areas and control group.
In each of the five Commissioner Districts select approximately 4,000 residential homes
(20,000 total) and 250 multifamily units for participation in the pilot study.
Week 2: A market research survey will be conducted amongst residents of Collier County.
Week 3: Using the findings of the survey, develop outreach materials for County staff approval prior to
the dissemination of messaging. Messaging will include door-to-door outreach, door hangers,
and in-home bins for multifamily.
Week 4: Train County staff on deployment of messaging in order to respond to any inquiries.
Weeks 5-15: Initiate deployment of messaging
Weeks 16-20: Conduct a post-messaging audit at the WMIF facility to determine effective messaging,
develop metrics, and measure behavioral changes.

FISCAL IMPACT: There will be no fiscal impact as all expenses related to any materials, marketing,
and labor will be covered by grant recipient, WMIF, one of the County’s Franchisee haulers. The source
of the funding comes from TRP to WMIF, Collier County’s community partner and waste/recycling
services provider. The total pilot funding received by WMIF is approximately $293,000. In addition,
while County staff assistance and input will be welcomed and appreciated, there is no staff time required
for this pilot. WMIF and TRP will work together to do the bulk of the work to implement these pilots.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
participation in this program.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and requires majority vote for approval. Typically, a grant in this amount would be
memorialized in writing. I am advised that WMIF does not see the need for this. -JAK
RECOMMENDATION: To approve collaboration with partners, WMIF and TRP for two grant-funded
recycling pilot studies at no cost to the County valued at $293,000.
