I live in the Davis Triangle, 2536 Lee Street Naples, FL 34112. I want to petition the
Commission about The Bayshore Gateway CRA. There are conflicting reports and statements
regarding a piece of land, 2372 Francis Avenue and the attached parcels, that the county has
purchased. The CRA keeps saying the land is for future stormwater projects. However the CRA
has repeatedly made comments about it being a park. I the latest CRA Annual Report, they show
the area as a public space/open area/park. I also will have a letter from a neighbor who was told
by the stormwater people when they were on site that they have no intentions of enlarging the
lake with the land and at the same time the CRA folks who were on site at the same meeting,
kept asking her about what she thought of a park. We do not want a public space. Our
neighborhood has a large number of transients and homeless passing through. We do not want a
legal place for them to spend the day. Homeless rights would afford them that if it were indeed a
public park or space. Our neighborhood has fought the CRA on this before with regards to the
bordering lake. When it was planned they intended for it to be a park. With the help of Dona
Fiala we were able to stop that. Now the CRA is back at it.
We want the Commission to stop the CRA from creating a public space in our neighborhood.

This is the simple proof
of the plans ofa park.
This plan clearly details the intent of the CRA to create a
park out of the retention pond and purchased land next to it
It still has a floating bridge and what is labeled as
infrastructure all around it. I have been told by Cristina
Tiberia the plans are for stormwater retention, however this
is completely different. This is a full-fledged park by design.
I have yet to meet one person in our neighborhood who
thinks this is a good idea.

The lots on the corner of
Francis and Pineland looking
from the south-west
As can be seen in these following pictures,
the vacant land owned by the county has
never been properly maintained. The
crumbling portion chain link fence mixed
with garbage, stumps and until recently
overgrown vegetation is a blight in our
neighborhood. Anywhere else in Collier
County this would not be considered
acceptable.

Pile of garbage left on county
owned lots, mostly alcohol
containers.
On any given day on our walks we will
come across booze bottles, drug
paraphernalia bags of unwanted donated
clothes, bedding and anything else you
could imagine.

These are two pictures of people in the act of drinking
and doing drugs on or next to the county owned
vacant land. When we call the Sheriff's office on these
kinds of things, generally they are never able to catch
them “in the act”.Kids partying at end of

The area highlighted in
blue was purchased by
the CRA originally to be
part of the original park.
The yellow area is the new
acquisition. The yellow
area had an inhabited
duplex on it at the time
the county bought it. I
know of two people in the
neighborhood who were
interested in purchasing it,
to clean up and continue
renting them out to
working class folks. Now
it is jus a vacant piece of
land

Dead end view facing west on Francis, vacant lots to left,
retention pond and then the unobstructed “new” view
of the industrial park.
Not uncommon to come home from work to find
complete strangers making themselves comfortable in
front of your house. This is the view looking northeast
from my driveway. Note how overgrown the county
owned lot was only a couple of months ago. It was
not until we really started complaining that the CRA
began cleaning it up. They owned it for over ten years.

Here are two pictures mirroring different, current views of thecounty lots.
A gate to nowhere, no fence left, only the crumbling one in the background
or foreground when looking at the lift station. It does look better trimmed.
And there have been fewer people hiding on it.

Unmaintained

easement across the
street from lots. If we
can’t keep this up, how
will we keep a park up?
Most people in the neighborhood have a very hard time maintaining
the very steep ditches the CRA and stormwater put in.
