EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners accept an update regarding the County
Manager recruitment and provide staff with additional direction on the interview process.
OBJECTIVE: To review the progress made since April 26, 2022, on background screening for County
Manager candidates and seek direction from the Board regarding the interview process.
CONSIDERATIONS: During the April 12, 2022, BCC meeting, the Commissioners selected seven (7)
of forty (40) applicants to move forward with the next phase of the hiring process for the position of
County Manager. One candidate subsequently withdrew from consideration. The six remaining
candidates are currently working with a third -party vendor contracted by Collier County to complete the
background screening process, and results from the screenings are anticipated by Friday, May 13, 2022.
Candidates who successfully complete the background screening step have been authorized by the Board
to participate in interviews. Decisions are needed from the Commissioners on the desired interview dates
and process. Options for consideration are provided below:
• Commissioners conduct personal candidate interviews, to be self -scheduled by each candidate
through the respective Executive Coordinator for each Board member, in a range of dates
during May and/or June 2022.
• The Board sets a single date for interviews in May or June 2022, and will talk with all six
candidates individually on that date, in a rotational format.
The Board schedules a publicly noticed, special meeting (recommended for the morning of
Wednesday, June 8, 2022, or Thursday, June 9, 2022) and interviews all six County Manager
candidates in a panel -style format. Commissioners could determine finalists, who could return
to give a presentation regarding their candidacy at the June 14, 2022, BCC meeting; could
make a hiring decision at the end of the special meeting; or could discuss the candidates and
make a hiring decision at the June 14, 2022, BCC meeting without further presentations. This
provides candidates living outside of the area approximately one month to schedule travel for
the special meeting, as well as time between the special meeting and Board meeting to explore
Collier County on their own.
Direction is also requested on coordination and payment of candidate travel for the three individuals
living outside of the state of Florida.
FISCAL IMPACT: If the Board approves travel for finalist candidates residing outside of the state of
Florida, the costs are estimated not to exceed $10,000.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for Board action. -JAK
RECOMMENDATION: That the Board review and discuss the progress made since April 26, 2022, to
recruit candidates to fill the position of County Manager and provide direction on the interview process.
