ADVISORY COMMITTEE MEETING

LET IT BE REMEMBERED, the Conservation Collier Land Acquisition Advisory
Committee in and for the County of Collier, having conducted business herein, met on this
date at 1:00 P.M. in REGULAR SESSION at Administrative Building “F”, 3rd Floor,
Collier County Government Complex Naples, Florida with the following members

1. Roll Call
Chairman Poteet called the meeting to order at 1:00P.M. Roll call was taken and a quorum was
established with 7 Members present in the Boardroom.
A. Approval of CCLAAC Members attending the meeting remotely
Ms. Lenhard moved to allow Mr. Corban to participate in the meeting via Zoom due to an
extraordinary circumstance. Second by Ms. Patterson-Weber. Carried unanimously 7 – 0.
2. Approval of Agenda
Ms. Patterson-Weber moved to approve the Agenda. Second by Mr. Seef. Carried unanimously 8 –
0.
Ms. Belpedio addressed the Committee reporting she is now a Staff Member of Real Property
Management and Sally Ashkar will be the County Attorney’s representative for the Committee.
3. Approval of February March 2, 2022 minutes
Mr. Seef moved to approve the minutes of the March 2, 2022 as presented. Second by Ms. Lenhard.
Carried unanimously 8 – 0.
4. Old Business
A. Acquisition Cycle 10 Update Status of Active Acquisition List
Ms. Araque provided the “Cycle 10 Active Acquisition List approved by BCC January 25, 2022 -
updated 3-29-22” noting Staff continues to process the applications including addressing any
potential issues with the acquisitions and obtaining property appraisals. A few owners have
withdrawn their applications.
Discussion occurred on whether the owner provides a rationale for their decision to withdraw
application for consideration.
Staff noted the policy is not to inquire as to the reason for the withdrawal. A consistent message is
outlined by Staff including the County will pay fair market value for the property.
Committee Members noted, reasons may include an owners concern they may get more money on
the private market or the timeline for the process is too long given the active real estate market in
the region. It may be beneficial to send a letter to the applicant who withdrew and request
voluntary feedback on their decision.
Ms. Araque noted Staff will develop a survey for applicants which may help provide feedback
on the rationale for their decision. She will report back on their findings at a future meeting.
Multi parcel project update
Ms. Araque reported 23.5 acres of property in Red Maple Swamp and Winchester Head over the
last year.
5. New Business
A. 2021 Conservation Collier Annual Report
Ms. Araque presented the “Conservation Collier Annual Report 2021-April 6, 2022” for
consideration. She provided an overview of the Report which included land management

activities, financial status of the program, information on mitigation, updates on volunteer
participation, identifying Eagle Scout projects, objectives for 2022, etc.
Chairman Poteet recommended where possible, the blank spaces on pages be filled with
photographs related to the program.
Mr. Seef moved to recommend the Board of County Commissioners approve the Conservation
Collier 2021 Annual Report as presented by Staff. Second by Ms. Lenhard. Carried
unanimously 8 – 0.
Ms. Araque reported the item will be heard by the Board of County Commissioners at their April
26th meeting and Members may attend but should not discuss any business between themselves
related to the Conservation Collier.
B. Acquisition Cycle 11 Updates
Ms. Araque reported 62 properties were nominated around the Robert H. Gore, III Preserve and 3
individual applications have been submitted by owners. The deadline for applications is July 31,
2022 and Initial Screening Reports will be presented to the Committee beginning in May or June.
6. Coordinator Communications
A. BCC Items
Ms. Araque reported the contract for acquisition of the Rudnick Parcel being donated to the
County in the Gore expanded preserve area and a 1.50-acre lot in Winchester Head was heard by
the BCC on March 23rd.
On April 26th, the 2022 Annual Report will be presented to the BCC for consideration.
B. Miscellaneous Items
Ms. Araque presented the following updates:
Pepper Ranch Preserve
• A family campout was held with 11 families and 44 individuals participating in the event
which consisted of camping, hiking, games, outdoor movies, etc.
• Students from Palmetto Ridge High School held a class tour and hike on the property.
Red Maple Swamp and Winchester Head
Invasive plants were treated on the sites.
Sunshine Law
An online presentation of the Sunshine Law prepared by the County Attorney’s office is available
for Members. If they have any questions on the requirements of the law, they should contact
Staff.

participating in events at Cambier Park on April 23rd.
Mr. Seef noted an article on Conservation Collier was published in the Florida Wildlife Federation’s
Winter 2022 Edition of the “Florida Fish and Wildlife News.”

Conservation Collier Land Acquisition Program Initial Screening Criteria Form
Location Description: The Starnes parcel is in the northwest portion of Collier County, FL in Section 19, Township
46, Range 28 and commission district 5. This parcel is accessed via Corkscrew Road and is adjacent to the
Caracara Prairie Preserve and within the Caracara Prairie Target Protection Mailing Area for Acquisition Cycle 11.
Property Description: The Starnes parcel is comprised of 4.54 acres adjacent to the Conservation Collier Caracara
Prairie Preserve and the SFWMD CREW Cypress Dome Trails. The Property is primarily scrubby flatwood/mesic
pine flatwood. The dominant canopy trees are Florida slash pine and Southern live oak. The midstory is comprised
of cabbage palm, saw palmetto, Florida slash pine, wax myrtle. The understory is dominated by grasses and
grapevine. This property was historically used to facilitate cattle management and utilized past grazing for
vegetation management. Aging infrastructure in the form of cattle fencing and cattle pens exist on the property.
The parcel currently has an apiary lease and has temporary beekeeping structures visible within the western
boundary of the property. The overall condition of the plant community within the parcel is good with an
estimated exotic plant coverage of 15-35%. The dominant exotic noted was downy rosemyrtle (Rhodomyrtus
tomentosa). A barbed wire boundary fence surrounds the perimeter of the property and is rated in poor condition
along 25% of the boundary.

Scrubby Pine Flatwood plant community is the dominant vegetative cover throughout the majority of this parcel
with the south portion transitioning to Shrub/Brushland along a drainage canal that separates the parcel boundary
from the Caracara Prairie Preserve.
2. Does the property offer significant human social values, such as equitable geographic distribution,
appropriate access for nature-based recreation, and enhancement of the aesthetic setting of Collier
County? Ord. 2002-63, Sec. 10 (1)(b)

This parcel is directly adjacent to the CREW Cypress Dome Trails, a multi-mile trail system that provides
year-round access to approximately 15,000 visitors per year. Acquisition of this parcel has the potential
to facilitate public access opportunities to the Caracara Prairie Preserve by providing a trail connection
point between the CREW Cypress Dome Green Trail and the Caracara Prairie Preserve red trail via a bridge
over the seasonally filled canal currently separating the two. The parcel is visible from Corkscrew Road
and would provide protection of the green-space aesthetic views along this major roadway. The lands
adjacent to this parcel are currently incorporated in the Florida Fish and Wildlife Conservation Commission
(FWC) CREW Wildlife Environmental Area (WEA) and provide limited quote hunting and fishing
opportunities to the public. There is future potential to incorporate this parcel into the WEA to enhance
hunting and fishing opportunities to the public within the WEA.
3. Does the property offer opportunities for protection of water resource values, including aquifer
recharge, water quality enhancement, protection of wetland dependent species habitat, and flood
control? Ord. 2002-63, Sec. 10 (1)(c)

This parcel provides moderate recharge of the surficial aquifer. Opportunities exist to enhance the water
quality to the greater CREW system through restoration of the water management canal along the south
end of the property which ultimately provides outflow to the 5,000-acre freshwater CREW Marsh. This
parcel provides protection of habitat utilized by wetland dependent species such as listed wading birds
like the little blue heron and wood stork.
4. Does the property offer significant biological values, including biodiversity, listed species habitat,
connectivity, restoration potential and ecological quality? Ord. 2002-63, Sec. 10 (1)(d)
Yes No (If yes, briefly describe how parcel meets the above criteria):
This parcel enhances regional connectivity within the existing wildlife corridor throughout the Corkscrew
Regional Ecosystem Watershed. Acquisition of this parcel and subsequent restoration would reduce the
seed-source threat of invasive species to the adjacent conservation lands managed by the SFWMD and
Conservation Collier.
Wildlife Observations: This parcel provides habitat for state-threated Florida gopher tortoise with
burrows observed within the parcel. The scrubby pine flatwoods on site provide habitat for other listed
species such as the endangered Florida panther (Puma concolor coryi). Florida Panther Telemetry data
provides an historic observation point within 500ft of the parcel boundary. Historically the endangered
Eastern indigo snake (Drymarchon couperi) has been recorded utilizing the adjacent conservation lands in
the last fifteen years, however no recent observations of this species have been made at this site. This site
provides nesting habitat for the migratory swallow-tailed kite, bobwhite quail, wild turkey, and
endangered crested caracara, among a diversity of other resident breeding bird species.
Plant Observations: Listed plant species known to exist within the parcel include the Catesby’s Lily (Lilium
catesbaei)- state threatened and saw palmetto (Serenoa repens)- commercially exploited. Other species
observed include: Chapman’s blazing star (Liatris chapmanii), Leavenworth’s tickseed (Coreopsis
leavenworthii), blackroot (Pterocaulon pycnostachyum), marsh pink (Sabatia stellaris), Florida slash pine
(Pinus elliottii), Southern live oak (Quercus virginiana), hog plum (Ximenia americana

Project Area, Florida Panther National Wildlife Refuge and more.
