EXECUTIVE SUMMARY
Recommendation the Board of County Commissioners approve the issuance of a Right-of-Way
(ROW) Permit for the purpose of the installation of three ground signs and associated features for
the Vanderbilt Beach Parking Garage within County road right-of-way in accordance with Permit
Application Number PRROW20220310339.
OBJECTIVE: That the Board of County Commissioners ("Board") approve three ground signs and
associated features along Vanderbilt Beach Road consistent with ROW permit PRROW20220310339, for
beach parking garage signage enhancements along Vanderbilt Beach Road.
CONSIDERATIONS: The One Naples PUD was approved in March 2021; approval of the PUD
(Ordinance 21-09) included the following Developer Commitment: “Design and installation of enhanced
technology for the Collier County parking garage, including signage upgrades for notification to public of
garage parking availability along Vanderbilt Beach Road and at or near the entrance to the parking
garage, and an automated system for ‘park and pay’ or ‘pay as you leave,’ subject to design approval by
Collier County Transportation and Parks and Recreation.” This requirement was included in the PUD
Ordinance in an effort to reduce traffic issues related to beach parking garage access. The signs are meant
to divert traffic from the area, through the use of appropriate signage, prior to vehicles approaching the
parking garage.
The consultants for the One Naples project coordinated with Collier County Transportation Services and
Collier County Parks and Recreation and propose to install three signs to include LED lights to notify the
public of available parking at the Collier County parking structure located at 100 Vanderbilt Beach Road.
The use of LED lights was directed by Collier County staff as the most effective method to transmit real-
time data concerning available parking. The Permit requires approval by the Board because the Right -of-
Way Handbook subjects non-MUTCD signs to Land Development Code (LDC) requirements. This type
of sign is prohibited by LDC section 5.06.06 but may be authorized by government order under
5.06.05.A.
The garage mount sign (Sign #1) is located at the entrance to the parking garage (see attached Location
Map). The first roadside sign (Sign #2) is located approximately 730 feet east of the intersection of
Vanderbilt Drive and Vanderbilt Beach Road. The second roadside sign (Sign #3) is located just east of
the Fifth-Third Bank building located at the intersection of US 41 and Vanderbilt Beach Road.
Subsequent separate sign permits will address the ownership and maintenance of the signs.
FISCAL IMPACT: The County will realize revenues as follows:
