The meeting was called to order by David Turrubiartez Jr., MSTU Chair at 8:32 A.M. B.Pledge of Allegiance and Moment of Silence. Commissioner William “Bill” McDaniel led the Pledge of Allegiance and asked for a moment of silence in honor of the victims affected by Russia’s ongoing invasion of Ukraine. C.Roll Call and Announcement of a Quorum. Christie Betancourt opened roll call. A quorum was announced. MSTU Advisory Committee Members Present: Bernardo Barnhart (8:36 a.m.), Andrea Halman, Cherryle Thomas, and David Turrubiartez Jr. MSTU Advisory Committee Members Present via Zoom: Ana Estrella MSTU Advisory Committee Members Absent/Excused: Norma Garcia and Christina Guerrero. Ms. Cherryle Thomas seconded the motion and it passed by unanimous vote. 5-0. G. Announcements. 1. Public Comments speaker slips CRA Staff reiterated the public 3-minute speaker slip policy. The board will give more time if they feel it necessary. 2. Communications Folder Staff reviewed the communications folder with the board and members of the public. The folder contained the public notice for this meeting and community event flyers for upcoming events. H. Old Business. 1. Contractor Maintenance Report i. A & M Property Maintenance Report & Schedule (Enclosure 4) Staff provided board with a copy of enclosure 4 which is a copy of the upcoming landscape maintenance schedule for remaining January and upcoming month, backup for the last couple of months services is also provided. A & M Property Maintenance provided two estimates for the installation of plants for the Immokalee MSTU Roadway Landscape Maintenance Incidental for the Triangle. The estimate (estimate #1286) with a 150 Vinca’s or small colorful plants and 10 Flax Lilly’s or grassy type plants was $1,050 and the estimate (estimate #1287) with 50 trinette or bromeliad plants was $700. Both of these estimates include labor in the total cost. Mr. Armando Yzaguirre suggests a combination of 80 or 90 plants to fill the area. After discussion board agreed to install plants at the triangle area for not to exceed amount of $900. A new estimate will be provided by A&M. Action Ms. Andrea Halman made a motion to approve installation of planting at the triangle area for a not to exceed amount of $900. Mr. Bernardo Barnhart seconded the motion and it passed by unanimous vote. 4-0. I. New Business. No new business. J. Staff Reports. 1. Project Manager Observation Field Report (Enclosure 5) Staff provided board a copy of enclosure 5 which is the Project Manager Observation field report for the MSTU beautification area. Staff discussed in detail key areas which include Zocalo Plaza, banners on Main Street, the Historical Cemetery on Main Street, and the plantings at the Welcome sign at the Triangle area. Ms. Yvonne Blair explained that the bird of paradise logo located on the stage at the Zocalo Plaza was damaged on November 30, 2021, staff noticed the logo sign was damaged over the Thanksgiving weekend and contacted Lykins Signtek for a quote for the repair. Lykins Sign Tech is moving forward with getting it fixed. 23.A.3 Packet Pg. 427 Attachment: MSTU Meeting Minutes - February 23, 2022 (21793 : Immokalee MSTU Advisory Board - March 23, 2022) Enclosure 2 3 Staff explained the Welcome Sign in the Triangle area needs a treatment due to insects damaging by creating holes throughout the entire sign. Lykins Sign Tech quoted $480 for a treatment to b e sprayed inside the sign, fix the holes that have been created, and apply touch-up paint for the paint that has been damaged. 2.Project Manager Report (Enclosure 6) Ms. Yvonne Blair reviewed the project managers report as shown in enclosure 6. Staff briefly discussed the Carver Street & South 5th Street Project, the Eustis Avenue & West Delaware Avenue Phase III Project, Trash Cans and Garbage Pickup, the Main Street Improvements and Lighting, Main Street Corridor Streetscape Design Plan, and the Zocalo Plaza improvement project. The damaged grates on Main Street have been repaired. Staff updated that the Carver Street Project is now completed and are now coordinating with Road & Bridge to fit their paving overlay project in FY 2022, when they do their secondary roadway improvements. The target date for the design completion of the Immokalee Sidewalk Project, Eustis Avenue & West Delaware Sidewalk Phase III is June of 2022. Staff announced they moved forward with an application for a grant funding the design for First Street Corridor. The application was submitted. Property owners of residential property can purchase bear proof cans at a grant subsidized price of $115, where it is typically $325. Staff continues to keep the cleanup efforts for weekends on Main Street using the Weekend Warriors and the Maintenance contractor picks up trash during the week. The bamboos located at the Zocalo Plaza were too tall for Parks & Recreation to safely trim and staff needed to bid out the work, 10 requests for quotes were sent out on December 10, 2021. After three quotes were received and a minimum of three were required to be received by January 26, staff moved forward with giving the work to the lowest bidder which was Papaney & Sons Landscaping. The work was completed in the beginning of February for the price of $800. The bamboo trees were taller than the wall at the Zocalo Plaza before being trimmed. 3.Operations Manager Report (Enclosure 7) Staff provided the Operations Manager Report for review in Enclosure 7. Staff also provided brief updates on the Housing Development Projects in Immokalee. The projects discussed were the Immokalee Foundation Learning Lab 18 home subdivision, the Immokalee Fair Housing Alliance proposed housing development, the Habitat for Humanity of Collier County Kaicasa housing development, Casa Amigos, and the Casa San Juan Diego Multi -Family housing development. The Immokalee Foundation’s Learning Lab sold their first home in December. They are moving forward with their 18-home subdivision that is servicing the students as a learning experience while working with BCB Homes, their general contractor. 23.A.3 Packet Pg. 428 Attachment: MSTU Meeting Minutes - February 23, 2022 (21793 : Immokalee MSTU Advisory Board - March 23, 2022) Enclosure 2 4 The Immokalee Fair Housing Alliance has moved forward with infrastructure for their housing which are planned to be 8 buildings with 16 apartments each. Their land clearing started in September and construction is now underway. Habitat for Humanity have moved forward with Phase 1 of their Kaicasa Housing Development, they are moving forward with phase 2 and 3 of clearing the land but only with Phase 1 of Infrastructure. K.Other Agencies 1.Code Enforcement No updates. 2.FDOT updates Ms. Victoria Peters discussed Panther Crossing and gave a brief update on Westclox. 3.Collier EDO/Immokalee Culinary Accelerator No updates. They were divided into priority of Priority A and B. One of the pieces of land was off school rd. and Bethune rd., which is optimal for stormwater easement or catchment area. It was reported that there was a contaminant that came up in a test of the ground water that was a problem. Commissioner Penny Taylor said this was a real issue that would prevent them from investing in this property. They were supposed to get more info from Pollution Control. What should residents be aware of with this and what can we expect? As we know Immokalee's water sources are in a shallow shelf which creates real concerns about any pollution that can affect and does affect our water quality.
