Agenda 04/12/2022 Item #16K 2 (Resolution - Appointing Members to TDC)04/12/2022 EXECUTIVE SUMMARY Recommendation to appoint three members to the Tourist Development Council. OBJECTIVE: To appoint a member to the Tourist Development Council to replace Naples City Councilman Michael McCabe, to fill the remainder of his term which e xpires on April 21, 2024, and to reappoint two current members. CONSIDERATIONS: The Tourist Development Council (TDC) is a 9 member council created on March 23, 1992 by Ord. No. 92-18 to make recommendations to the Board of County Commissioners regarding a proposed plan of uses for tourist development tax revenues, for the effective operation of the special projects or uses of the tourist development tax revenues, and to review all expenditures of revenues from the tourist development trust fund. Member ship consists of the Chairman of the BCC, 3 owner/operators, 3 non-owner/operators and 2 elected municipal officials. Terms are 4 years. A list of the current membership is included in the backup. At its regular meeting on February 16, 2022, under item 12A, the Naples City Council voted to recommend that the below-named incoming Council member be recommended for appointment to the TDC, to fill the remainder of the term currently held by Michael McCabe: APPLICANT CATEGORY DIST. Susan Becker * Non-owner/operator 4 Yes Tourist Development Council (2002-present) Edward “Ski” Olesky * Owner/operator 4 Yes Tourist Development Council (2006-present); Parks & Recreation Advisory Board (1998-present); Immokalee Local Redevelopment Advisory Board (2009- present); and others (past) *reapplying ATTENDANCE: During the past two years Ms. Becker has had one excused absence, and Mr. Olesky has had two excused absences. Attendance records are included in the backup. COMMITTEE RECOMMENDATION: At its meeting on March 28, 2022, the TDC reviewed the above applications and voted unanimously to recommend that Ms. Becker and Mr. Olesky be reappointed to their respective seats on the committee, to four-year terms expiring on April 21, 2026. A recommendation memo from the TDC is included in the backup. An email and agenda item from the City of Naples requesting that Beth Petrunoff be appointed as their representative to the TDC to fill the remainder of Councilman McCabe’s term is also included in the backup. 16.K.2 Packet Pg. 1851 04/12/2022 FISCAL IMPACT: None. RESOLUTION NO. 2022 - _____ A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, APPOINTING BETH PETRUNOFF AND REAPPOINTING SUSAN BECKER AND EDWARD OLESKY TO THE TOURIST DEVELOPMENT COUNCIL. WHEREAS, Collier County Ordinance No. 92-18 established the Tourist Development Council (TDC) to advise the Board of County Commissioners (Board) regarding proposed uses of tourist development tax revenues, effective operation of the special projects or uses of the tourist development reviews, and to review all expenditures of revenues from the tourist development trust fund; and WHEREAS, Ordinance No. 92-18, as amended, provides that the TDC shall consist of nine (9) members including the Chairman or designated representative of the Board of County Commissioners, three (3) municipal representatives, and other individuals involved in the tourist industry as specified in the Ordinance; and WHEREAS, the City of Naples wishes to replace its current representative; and WHEREAS, there are also two seats on the TDC which will expire on April 21, 2022; and WHEREAS, the Board previously provided public notice soliciting applications from interested parties; and WHEREAS, the Naples City Council and the TDC have provided the Board with their recommendations for appointment and reappointment. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that BETH PETRUNOFF (elected official – City of Naples) is hereby appointed to the Tourist Development Council, to serve the remainder of a term currently held by Michael McCabe, which shall expire on April 21, 2024; and BE IT FURTHER RESOLVED that SUSAN BECKER (a non-owner/operator) and EDWARD OLESKY (an owner/operator) are hereby reappointed to their respective seats on the Tourist Development Council, to four-year terms expiring on April 21, 2026.
