EXECUTIVE SUMMARY
Recommendation to approve the submittal of the attached Federal Aviation Administration (FAA)
Airport Improvement Program (AIP) grant application to request eligible funds in the amount of
$190,222 for the Marco Island Executive Airport (MKY) Bulk Hangar- Design Phase and designate
the County Manager as the authorized representative to submit the application and accept the
award electronically.
OBJECTIVE: To submit a grant application to the Federal Aviation Administration (FAA) to request
eligible entitlement funds for the Marco Island Executive Airport Bulk Hangar Design Services.
CONSIDERATIONS: The demand for aircraft hangar units far exceed the supply. The Airport Authority
currently has fifty-one (51) people on the waiting list for hangar units at the Marco Island Executive
Airport (MKY). The proposed 12,000 sq/ft bulk hangar facility at MKY will greatly benefit the General
Aviation community and increase the financial sustainability of the Airport.
Pre-grant applications for Marco Island Executive Airport (MKY) projects were submitted in December
2021 to the FAA. It was determined that FY21 and FY22 entitlement funds designated for the MKY
Apron project would not be utilized and would become available for the Bulk Hangar Design once the
Apron project was closed out.
On March 10, 2022 the Collier County Airport Authority received from the FAA the final closeout
documents for the MKY Apron project, releasing FY 21 and FY 22 entitlement funds totaling $300,000
for use on future projects. The FAA requires the grant application submittal no later than April 29, 2022.
If awarded, the FAA requires electronic acceptance. Due to the short turnaround, standard procedure of
Board approval prior to agreement execution may not be possible. By authorizing the County Manager to
accept the award the Board will ensure meeting the execution deadline. Once executed, the award will be
presented to the Board along with corresponding budget amendments to appropriate funding.
FISCAL IMPACT: There is no fiscal impact associated with this item at this time. Should the grant be
awarded, the County anticipates receiving FAA funding in an estimated amount of $171,200 with a
required local ten percent (10%) match of $19,022 available within Airport Capital Fund (496) Reserves.
The required local match may be offset by approximately fifty percent (50%) or $9,511 should FDOT
participate in funding 5% of the project award.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with the
Board’s approval to submit this grant application.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and requires majority vote for approval. -JAK

(FAA) Airport Improvement Program (AIP) grant application to request eligible funds in the amount of

The Marco Island Executive Airport is an extremely valuable asset in the Naples/Marco Island
area, and demand for hangar units far exceed supply. The Airport Authority currently has fifty-
one (51) individuals on an active, paid waiting list for hangar units at MKY. This facility will
benefit to the General Aviation community while having a positive impact on the financial
sustainability of the Airport Authority.
Following completion of the ongoing apron modification and obstruction removal project, all
immediate airside needs of MKY will have been met. Accordingly, the Airport Authority is
requesting the use of Entitlement Funds for this project, as all other pavement/AOA needs at
MKY have been fulfilled.
Project Justification:
Design, permit, and bid aircraft hangar. The scope of this project includes, but is not limited to,
consultant and design fees, survey and geotechnical costs and permitting fees necessary to
construct a 12,000 sq/ft bulk hangar facility at MKY.
The Airport Authority anticipates using future Entitlements of $450,000 (FY23-25) for
construction.

to issue its policy or policies of title insurance, as identified in Schedule A, in favor of the proposed Insured named in
Schedule A, as owner or mortgagee of the estate or interest in the Land described or referred to in Schedule A, upon
payment of the premiums and charges and compliance with the Requirements; all subject to the provisions of Schedules
A and B and to the Conditions of this Commitment.
This Commitment shall be effective only when the identity of the proposed Insured and the amount of the policy or policies
committed for have been inserted in Schedule A hereof by the Company.
All liability and obligation under this Commitment shall cease and terminate six (6) months after the Effective Date or
when the policy or policies committed for shall issue, whichever first occurs, provided that the failure to issue the policy or
policies is not the fault of the Company.

CONDITIONS
1.The term mortgage, when used herein, shall include deed of trust, trust deed, or other security instrument.
2.If the proposed Insured has or acquired actual knowledge of any defect, lien, encumbrance, adverse claim or other matter affecting
the estate or interest or mortgage thereon covered by this Commitment other than those shown in Schedule B hereof, and shall fail
to disclose such knowledge to the Company in writing, the Company shall be relieved from liability for any loss or damage resulting
from any act of reliance hereon to the extent the Company is prejudiced by failure to so disclose such knowledge. If the proposed
Insured shall disclose such knowledge to the Company, or if the Company otherwise acquires actual knowledge of any such
defect, lien, encumbrance, adverse claim or other matter, the Company at its option may amend Schedule B of this Commitment
accordingly, but such amendment shall not relieve the Company from liability previously incurred pursuant to paragraph 3 of these
Conditions.
3.Liability of the Company under this Commitment shall be only to the named proposed Insured and such parties included under the
definition of Insured in the form of policy or policies committed for and only for actual loss incurred in reliance hereon in undertaking
in good faith (a) to comply with the requirements hereof, or (b) to eliminate exceptions shown in Schedule B, or (c) to acquire or
create the estate or interest or mortgage thereon covered by this Commitment. In no event shall such liability exceed the amount
stated in Schedule A for the policy or policies committed for and such liability is subject to the insuring provisions and Conditions
and the Exclusions from Coverage of the form of policy or policies committed for in favor of the proposed Insured which are hereby
incorporated by reference and are made a part of this Commitment except as expressly modified herein.
4.This Commitment is a contract to issue one or more title insurance policies and is not an abstract of title or a report of the condition
of title. Any action or actions or rights of action that the proposed Insured may have or may bring against the Company whether or
not based on negligence arising out of the status of the title to the estate or interest or the status of the mortgage thereon covered
by this Commitment must be based on and are subject to the provisions of this Commitment.
5.The policy to be issued will contain the following arbitration clause: Unless prohibited by applicable law, arbitration pursuant to the
Title Insurance Arbitration Rules of the American Arbitration Association may be demanded if agreed to by both the Company and
the Insured at the time of the controversy or claim. Arbitrable matters may include, but are not limited to, any controversy or claim
between the Company and the Insured arising out of or relating to this policy, and service of the Company in connection with its
issuance or the breach of a policy provision or other obligation. Arbitration pursuant to this policy and under the Rules in effect on
the date the demand for arbitration is made or, at the option of the Insured, the Rules in effect at Date of Policy shall be binding
upon the parties. The award may include attorneys' fees only if the laws of the state in which the land is located permit a court to
award attorneys' fees to a prevailing party. Judgment upon the award rendered by the Arbitrator(s) may be entered in any court
having jurisdiction thereof.
The law of the situs of the land shall apply to an arbitration under the Title Insurance Arbitration Rules.
A copy of the Rules may be obtain from the Company upon request.

1 Objective
The objective shall be the timely delivery and successful completion by the CONSULTANT of
project management, design and design-related services necessary to initiate construction of
elements associated with the Bulk Hangar Design at Marco Island Executive Airport (MKY) for
Collier County Airport Authority (CCAA). The overriding objective of the CONSULTANT is to
keep this project on schedule, under budget and fully coordinated with all parties.
2 Description
The scope of this project is to provide preliminary and final design services for the development
of a Bulk Hangar at MKY.
The hangar shall have a maximum square footage of 12,000 sq.ft. with a maximum door height
of 28 feet with no office space or restrooms.
Through the authorization of this scope of services, the CONSULTANT is assumed to be an
expert in the field of airport general aviation hangar development with the experience of
numerous Federal Aviation Administration (FAA) and Florida Department of Transportation
(FDOT) funded projects of similar nature and; as such, is solely responsible for designing a safe
and efficient project in compliance with regulations and requirements.
3 Scope of Basic Services
The CONSULTANT will provide design documents outlined in the attached Scope of Services
so that the project can be constructed within the parameters of the Airport Authority’s budget or
recommend the necessary scope changes to keep the project within the budget. The
CONSULTANT’S Final Bid Estimate submittals will serve as the CONSULTANT’S estimate
for the bid to be awarded for the project.
3.1 General Consultation and Coordination
The general design guidelines outlined below have been prepared to help facilitate effective and
efficient coordination of the design. These guidelines are intended to utilize the expertise of
airport staff during the design effort while progressing with the design in a cost effective and
expeditious manner.
▪ CONSULTANT is responsible for keeping Airport Authority projects on schedule, under
budget and fully coordinated. The CONSULTANT shall serve as an extension of Airport
Authority staff and is responsible for managing the design phase of a project. It is the
responsibility of the CONSULTANT to communicate and coordinate the project with

necessary parties effectively and expertly. The Airport Authority shall be advised and
consulted before any coordination with the FAA and/or FDOT.
▪ The CONSULTANT and the Airport Authority will establish a Project Working Group.
The Project Working Group will include only those individuals that need to be involved
with all substantive decisions related to the project. The Project Working Group will be
chaired by the CONSULTANT. The CONSULTANT will be responsible for scheduling
meetings, distributing meeting notices, confirming attendees, documenting sign-in sheets,
taking meeting minutes, giving task assignments, providing meeting follow-up,
coordinating action items, etc. The CONSULTANT is responsible and encouraged to
document meetings and design decisions to adequately document the progress of the
project.
3.2 Project Management
The CONSULTANT will administer and manage all aspects of the project design. This will
include, but not be limited to, meeting coordination, oversight of sub consultants, critical path
prioritization, listing of action items, assignment of action items, follow-up on action items,
recommendations, presentations, coordination between CCAA staff and design experts,
coordination with agencies, and any other services necessary to successfully complete this
project. The CONSULTANT recognizes its role as leader for design phase activities including
basic architectural/engineering services and coordinating the services of specialty
CONSULTANT and sub consultants. The CONSULTANT'S design team goal will be to
produce a safe operationally efficient cost feasible design.
The CONSULTANT shall prepare a Total Project Schedule identifying the major milestones of
the project. This schedule indicates, in summary form, the milestones, activities and dates that
will be used to plan and monitor project performance and completion of critical path items. This
schedule will be kept up to date throughout the project.
The CONSULTANT is responsible for obtaining appropriate and required agency approvals.
The CONSULTANT will coordinate with the FAA and FDOT and provide analyses related to
airspace, ground traffic and movement, etc. to ensure federal and state regulations and clearances
(permanent and temporary) are met. No temporary or permanent component of the project shall
be designed or constructed which would require any waivers to standards, conflicts, etc. unless
specifically authorized in writing by the CCAA. Airspace analyses and studies shall be prepared
and submitted by the CONSULTANT in a timely manner and should include any proposed water
management systems that are to be added to any Airport Authority property.
The CONSULTANT will secure necessary permits and related approvals to successfully
complete the project on schedule and under budget. The permits and approvals shall include, but
not be limited to FAA, FDOT, SFWMD, FDEP and Collier County. This effort includes
analysis, presentations and sufficiency reviews and responses to secure needed permits to initiate
and complete the project.

3.3 Boundary Determination, Topographic Surveying
The CONSULTANT shall preform a topographic survey of the project site to establish a basis of
design and prepare a sketch and legal of the site.
3.4 Geotechnical Survey
The CONSULTANT will establish and implement a site and subsurface investigation program
which provides a) compilation of available data, b) field and laboratory investigations c)
characterization of site stratigraphy and soil properties, d) engineering analyses, and e)
formulation of design/construction criteria and/or engineering evaluations.
This program should provide field exploration activities and limited laboratory testing to obtain
specific stratigraphic data and groundwater conditions in order to evaluate the geotechnical
conditions as they relate to the proposed hangar and apron expansion project.
3.5 Civil Design
The civil design includes any site preparation, utilities, clearing, grading, drainage structures,
landscaping, and any other facilities needed to support the development of the hangar, including
but not limited to:
Site Preparation/Erosion Control – The CONSULTANT shall provide design plans to
prepare the site for the proposed hangar improvements. Clearing and grubbing limits,
wetland protection measures, construction access, and limited earthwork parameters are to
be identified with the intent to provide a limited fill design. Erosion control measures are to
be included with the site preparation plans that are consistent with the NPDES permit and
Storm Water Pollution Prevention Plan. The site preparation plans shall include measures
to address unsuitable materials identified in the Geotechnical Report.
Underground Utilities – The CONSULTANT shall provide design plans for the relocation
of any utility lines due to the proposed improvements. Relocations may include hot taps.
CONSULTANT shall provide design plans for connection to existing sewer and water
utilities. Design and construction of FP&L new or relocated facilities to be provided by
FP&L – however estimates of probable costs shall be included in project budget estimates
and projections. CONSULTANT to coordinate service points, line routes, easement
requirements.
Base Plan Preparation – The CONSULTANT will prepare base plans plotted to scale for
design purposes. Contours will be plotted at two-tenths of one-foot intervals for paved
areas and half-foot intervals for grass areas.
Pavement – All pavement designs will adhere to FAA criteria as outlined in Advisory
Circular 150/5320-6G, as amended “Airport Pavement Design and Evaluation.”

Site Grading and Drainage – The CONSULTANT will analyze existing conditions and
recommend an addition of inlets and pipes as needed for the hangar and apron facilities.
Site Access, Staging Area and Construction Sequencing – A specific project staging area
will be selected based on ease of access, security, and CCAA recommendations. Various
contractors working in the same area warrant a sequencing plan. The plan will outline a
program for the contractor to follow to avoid conflict with other construction activities and
to provide minimal inconvenience to airport operations.
Structural Design – Airfield drainage structures, if required, will be required to support
aircraft loads. The CONSULTANT will design the drainage inlets and manholes within the
apron area to accommodate the expected loads.
3.6 Hangar Design
The hangar design intent is to provide a facility that meets the requirements of Collier County
Airport Authority. The hangar design analysis and plans will include the systems necessary to
build, operate and maintain the hangar.
Site Stabilization – The CONSULTANT will prepare specifications for site stabilization
based on the Geotechnical Report and recommendations
Utilities – The CONSULTANT will design underground utilities serving the hangar
building to connect to the overall airside and landside utilities.
Foundation, Structural, M-E-P & Architectural – The CONSULTANT will provide full
architectural, structural, mechanical, electrical, plumbing, security and fire protection
services for the hangar. The foundation will be designed considering geotechnical
engineering data and the building structures shall consider NEHRP design references to
meet FEMA recommendations.
Fire Alarm/Suppression – The Fire Alarm System and Fire Suppression System will be
provided throughout the facility as part of basic services. Systems shall be in accordance
with governing codes. Written endorsement of the proposed system shall be coordinated
and secured from appropriate local code enforcement and Fire Marshal representatives.
Emergency Power – Connection point for emergency generators will be provided to supply
emergency power throughout the facility as part of these basic services. System shall be in
accordance with governing codes and Fire Marshal/code representatives and Collier
County Airport Authority requirements.
Security – The CONSULTANT will design and specify a security system to meet Collier
County Airport Authority requirements.

3.7 Design Submittals/Oral Presentations
The CONSULTANT shall prepare required design documentation, construction plans,
specifications, architectural/engineering reports and other documentation for each anticipated bid
package. Design documentation shall be submitted to the Airport Authority in the following
increments unless otherwise agreed to by the Airport Authority: Schematic (30%), Detailed
(60%) and Construction (100%). However, it is the intent of this scope that a significant amount
of coordination will take place as necessary between the Airport Authority and the
CONSULTANT to facilitate an open dialogue related to design preparation, design review and
design comments.
Documentation shall be prepared and delivered utilizing AutoCAD Release 20, Revit or
subsequent versions and word processing/spreadsheet files in the electronic format compatible to
the Airport Authority’s system at the time it is requested.
The contract documents and specifications, plans and drawings shall be that as specified within
the applicable FAA Airport Design Advisory Circulars.
Furthermore, the CONSULTANT shall prepare an Engineer’s Report that is to be submitted
prior to completing the final plans and specifications. The Report should explain the
CONSULTANT’S design decisions and supporting factors.
3.8 Site Development Plan Amendment (SDPA)
The CONSULTANT shall prepare and submit applications, calculations, and documentation for
a SDPA to the County.
3.9 Collier County SDPA Permitting
The CONSULTANT shall respond to comments from County staff during the approval process.
3.10 South Florida Water Management District (SFWMD) Permit
The CONSULTANT shall:
A. Prepare and submit applications, calculations and accompanying documentation required
by SFWMD for approval of a permit modification to the existing SFWMD ERP. It is
assumed that detailed modeling of the surface water management system will not be
required.
B. Prepare surface water management plan modifications meeting SFWMD requirements.
C. Respond to comments from SFWMD staff during the approval process.

3.11 Florida Department of Environmental Protection (FDEP)
Permitting
The CONSULTANT shall:
A. Prepare applications for general permits for potable water distribution and sanitary
sewage collection systems and submit to FDEP.
B. Respond to comments from FDEP during the approval process.
3.12 NPDES Permit
The CONTRACTOR shall:
A. Prepare Notice of Intent to Use Generic Permit for Stormwater Discharge from Large and
Small Construction Activities and submit of FDEP.
3.13 Collier County Listed Species Survey
The CONSULTANT shall:
A. Conduct listed species survey per Collier County Standards.
B. Identify on Aerial photograph the location of observed listed species.
C. Prepare report summarizing methodology and results of the survey.
3.14 Bidding
During the Bidding phase, the CONSULTANT will assist the CM/GC (and Collier County
Airport Authority) in issuance of bid documents and addenda. The CONSULTANT will assist at
the pre-bid conference and advise as to matters relating to design as they may arise during the
bidding. Prepare revisions or addenda to bid documents and, recommend to the Port Authority
the award or rejection of bids.
4 Deliverables
The CONSULTANT will be responsible for delivery of the following documents:
• 30% Schematic Design Plan Set – Electronic PDF via USB or email
• 60% Design Plan Set and Draft Specifications including estimate of probable
construction cost and draft of engineer’s report – Electronic PDF via USB or email
• Construction Plan Sets – Signed and Sealed Physical Copy (22x34)
• Construction Technical Specifications – Physical Copy (8.5x11)
• Construction Plan Sets and Technical Specifications – Electronic PDF via USB or email
• Permit Application Numbers
• Provide Form 7460 for submittal to the FAA for the entire project

5 Fees
The fee for this task is a lump sum amount. The fees include, but are not limited to,
reimbursement for trips, long distance telephone calls, facsimiles, direct expenses, postage,
delivery, computer plots and work printing.
The performance and payment for tasks are contingent on the written execution of a Task
Authorization. Only work identified under an approved Task Authorization shall be performed
by and subsequently paid to the CONSULTANT.
