Agenda 04/12/2022 Item #16F 2 (TDT Grant Deadline Change from April 12 to April 29, 2022)    Proposed Agenda Changes Board of County Commissioners Meeting April 12, 2022 Continue item 9A to the April 26, 2022 BCC Meeting: *** This item to be heard no sooner than 1:00 pm. *** *** This item was continued from the March 22, 2022 BCC Meeting Agenda. *** A Resolution of the Board of County Commissioners proposing amendments to the Collier County Growth Management Plan, Ordinance 89-05, as amended, relating to the Rural Fringe Mixed Use District Restudy and specifically amending the Urban Mixed Use District, Urban Residential Fringe Subdistrict and the Rural Fringe Mixed Use District of the Future Land Use Element to require Transfer of Development Rights for Comprehensive Plan amendments for increased residential density; amending the Urban Mixed Use District, Urban Residential Fringe Subdistrict to remove the density bonus cap on residential in-fill and remove the requirement to use Transfer of Development Rights within one mile of the Urban boundary; and amending the Rural Fringe Mixed Use District of the Future Land Use Element to change development standards and requirements, to increase density on Receiving Lands located along Immokalee Road, increase density on Receiving Lands for affordable housing, add Transfer of Development Rights Credits, add uses in Receiving areas, and add a conditional use for recreation in Sending Lands, and to amend development standards for Rural Villages; and create the Belle Meade Hydrologic Enhancement Overlay; and furthermore directing transmittal of the amendments to the Florida Department of Economic Opportunity. Item 12B to be heard at 10:30 AM – Special Magistrate submittals. 4/13/2022 11:21 AM 04/12/2022 EXECUTIVE SUMMARY Recommendation to approve the change of the Tourism Development Tax Grant deadline from April 12, 2022 to April 29, 2022 at 5 pm. OBJECTIVE: In an effort to provide applicants sufficient time to apply for consideration of FY ’23 Tourist Development Tax (TDT) Grants it is proposed that the application deadline be extended to April 29, 2022. CONSIDERATIONS: TDT grants are intended to generate overnight visitation and economic impact to the destination through advertising, exhibitions, and activities that promote tourism ideally during shoulder seasons. Any change in the application deadline will have a direct correlation upon the review and approval timelines and thus the date when the applicant is notified of their Grant approval. While aggressive efforts will be taken to expedite the process, certain steps and official review dictate some of the timelines (i.e. TDC and BCC scheduled meetings for approval). As many of the applicants are applying for initiatives that will begin as s oon as October 1, 2022 they require ample notice of commitment in order to plan, execute and promote the event itself in order to promote tourism and intent to visit the destination. Attached is a document that estimates the corresponding impact upon time line changes and estimated marketing and communications timing once the applications are received. A significant amount of grant applications is expected to relate to the Hispanic Arts Festival advertising and exhibitions. The first main exhibition of the festival occurs in October, so it is important that the timeline allow the partner organizations working on the activities for October to have the proper planning and implementation of the advertising campaigns for that portion of the festival. FISCAL IMPACT: There is no fiscal impact associated with the approval of this item. Funding for TDT grants is budgeted annually within TDC Funds 184, 193 and 195.
