EXECUTIVE SUMMARY
Recommendation to authorize the budget amendments totaling $3,000,000 to reallocate funding
within the Wastewater User Fee Capital Project Fund (414) to fund near term needs in the Collier
County Water-Sewer District’s wastewater collections system.
OBJECTIVE: To realign funding within the Wastewater User Fee Capital Project Fund (414) consistent
with established priorities.
CONSIDERATIONS: The scopes of work of the projects listed below are consistent with the FY 2022
Budget approved by the Board on September 23, 2021.
Due to increases in costs of FY 2022 approved construction projects as well as the need for newly
identified projects, engineering studies and material purchases, a reallocation of funds is needed to
complete prioritized projects within fund 414. Funds will be drawn from program 72009 “Western
Interconnect.” Sufficient funds are available in this program to cover projects projected for current fiscal
year and FY 2023. The budget forecast for FY 2024 includes funds to complete all projects under this
program.
The program to benefit from this reallocation of funds is Project 70240 “Collections Operating TSP”.
The prioritized projects benefiting from this reallocation are listed below:
Pelican Bay Blvd Gravity Main Replacement: Reallocated funds will be used for the construction phase.
The project consists of replacing a portion of a critical 40-year-old gravity main along Pelican Bay Blvd
that is nearing the end of its life cycle. This project will allow for continuous, compliant operation of the
system and will reduce the amount of infiltration and inflow to the wastewater system in this area
($1,130,000 budget amendment).
Basin 302 Infiltration and Inflow (I/I) Program: Reallocated funds will be used to fund a study to detect
infiltration and inflow (I/I) in the Basin 302 wastewater system and to provide recommendations for
rehabilitating the system to eliminate the I/I ($160,000 budget amendment).
MPS 302 Force Main Replacement: Reallocated funds will be used for material purchases and the
construction phase. The project consists of replacing a portion of the existing 30-inch force main from
master pump station (MPS) 302 to the South County Water Reclamation Facility (SCWRF). This portion
of pipe has failed previously resulting in sanitary sewer overflows (SSO’s) ($662,000.00 budget
amendment).
Pump Station Rehabilitations: Reallocated funds will be used for the design/bidding and construction
phases. This project consists of rehabilitating aged pump stati ons ensuring continuous operations and
bringing the pump stations to current standards. Pump stations that will benefit from the fund reallocation
are PS 109.05 and PS 179.02 for the construction phase and, PS 121.02, PS 312.27, PS 308.04, PS
309.02, and PS 309.10 for the design/bidding phase ($1,048,000.00 budget amendment).
All projects will be procured separately in accordance with the County’s Procurement Ordinance.
FISCAL IMPACT: A budget amendment in the amount of $3,000,000, is necessary to reallocate project
funding within the Wastewater User Fee Capital Project Fund (414). Projects receiving funds are within
the 70240 “Collections Operating TSP” funded program. No expenditures are authorized by this item.

GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for approval. -JAK
RECOMMENDATION: To authorize the budget amendments in the amount of $3,000,000 to
reallocate funding within the Wastewater User Fee Capital Project Fund (414).
