EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment to transfer $237,000 within Stormwater
Maintenance Operating Fund (103) to acquire roadside stormwater management equipment.
OBJECTIVE: To purchase a boom-mower to improve efficiency and lower operation costs. In addition,
the equipment is required to maintain safe roadway area conditions and perform efficient stormwater
management maintenance operations pertaining to vegetation upkeep along County maintained right of
away.
CONSIDERATIONS: An essential function of the Road Maintenance Division is to manage and
maintain vegetation in the right-of-way. This work is vital to maintaining critical roadside water
management areas and safe travel ways for vehicular and pedestrian traffic. Ensuring that County roads
have unobstructed views and lines of sight by adequately maintaining roadside stormwater management
swales is a priority.
Following Board approval of a budget amendment last year (May 11, 2021, Agenda Item No. 16. A. 14),
the Road Maintenance Division purchased one new boom mower to replace an older machine. The
performance and effectiveness of the new machine have exceeded the Road Maintenance Division staff’s
expectations.
When comparing the Mower Max Boom /Gen 3 or Boom mower to the current piece of equipment (Asset
#CC2-373), a 2008 John Deere 190D Rubber Tire Excavator with a machete mowing boom attachment,
the boom mower requires less personnel, less operating cost, and yields a higher production rate.

Acquisition of a Mower Max Boom/Gen 3 will provide a safer and more efficient maintenance solution to
meet the removal demands of vegetation growth necessary to maintain safe and efficient operations.
Vertical cutting of vegetation is vital for proper stormwater swale performan ce and to keep sightlines
open along roadways and intersections.
FISCAL IMPACT: A budget amendment in the amount of $237,000 is required within Road
Maintenance Division’s Stormwater Maintenance Fund (103) Cost Center 172929 to reallocate funding
from operating to capital to purchase the mowing equipment.
Subject to the Board’s approval of this requested budget amendment, staff intends to work with the
Procurement Division to utilize the Florida Sheriff’s Association Contract, Contract No. FSA20-
EQU18.0, which is the same Board approved competitively solicited cooperative agreement the County
used to acquire its boom mower last year. The current low bid price for a new boom mower under that
agreement is estimated at $237,000.
GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the goals,
objectives, and policies of the applicable sections of the Stormwater Management and the Conservation
and Coastal Management elements of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
