Agenda 04/12/2022 Item #11A (Awarding RPS #21-7877 to Kisinger Campo & Associates) )04/12/2022 EXECUTIVE SUMMARY Recommendation to award Request for Professional Services (“RPS”) No. 21-7877, “Construction Engineering and Inspection (CEI) Services for TIGER Grant,” to Kisinger Campo & Associates Corp., for a total not to exceed amount of $1,946,572.96, and authorize the Chairman to sign the attached agreement. (Project 33563) _____________________________________________________________________________________ OBJECTIVE: To obtain professional Construction Engineering and Inspection (“CEI”) services for the Immokalee “Transportation Investment Generating Economic Recovery” (TIGER) Grant Project. CONSIDERATIONS: In May 2018, the County learned it received the TIGER 2017 discretionary grant for the Immokalee Complete Streets - Growing Connections to Create Mobility Opportunities Project (“TIGER Project”), which is designed to grow the existing pedestrian network by providing new facilities to accommodate bicyclists and pedestrians where none currently exist. By expanding the small network of pedestrian and bicycle routes the TIGER Project will more than double the number of current facilities in the area and provide enhanced transportation options to education, jobs, and other essential services for residents of Immokalee. Additionally, this project will construct significant enhancements to the stormwater system, consistent with the Immokalee Stormwater Improvement Program and transit improvements including a Collier Area Transit bus transfer station, and multiple bus stops. On September 28, 2021 (Agenda Item 16.A.12), the Board approved the selection committee ranking for RPS No. 21-7877 and authorized staff to negotiate an agreement with the top ranked firm, Kisinger Campo & Associates Corp (“KCA”), to provide CEI services for the design build of the Immokalee Area Improvements - TIGER Grant Project. On November 4, 2021, staff held the first negotiation meeting with KCA. On December 13, 2021, staff and KCA held their second negotiation meeting, and reached a proposed agreement amount of $1,946,572.96 for KCA to provide all professional construction engineering inspection services on the project. The attached proposed agreement is slightly over the original estimated amount of $1,890,000. See also, Attachments 1, 2 and 3 respectively for the proposed agreement, bonds, and insurance certificate. Kisinger Campo & Associates has been an integral part of the professional consultant industry for over 45 years, completing hundreds of successful designs and CEI projects. KCA has previously successfully completed CEI projects for Collier County within the last ten years. On March 10, 2022, the Federal Highway Administration granted the County Concurrence in Award for this CEI Firm. FISCAL IMPACT: Total cost of the improvements described in this Executive Summary is $24,815,900 and the local match is $11,683,200 which is sourced from Transportation Capital Fund (310) and Stormwater Bond Fund (327) through a transfer to Transportation Grant Match Fund (712). Transportation Capital Fund (310) is heavily subsidized via transfer dollars from the General Fund (001). Funding through the United States Department of Transportation under the TIGER program totals $13,132,700. The total amount of the CEI contract award is $1,946,572.96 with funding also available in t he transportation grant match fund (712).
