The Landscape & Safety Committee of the Pelican Bay Services Division met on Monday, Sept.
20 at 1:00 p.m. in the Pelican Bay Services Division, I" Floor of the SunTrust Building, Suite 102,
located at 801 Laurel Oak Drive, Naples, FL. The following members attended.

CHAIRMAN'S COMMENTS
Dr. Chicurel thanked Mr. Doirill and staff for their efforts in getting PBSD staff into our
new office space.
LANDSCAPE MEDIAN IMPROVEMENTS
Dr. Chicurel commented on the bid tab summary results of the Pelican Bay median
landscaping improvements project solicitation, which shows that Leo Jr. was the lowest responsive
bidder with a quote of $154,223.30 for the project. Mr. Coleman reported that this project will
address landscaped areas on the medians which need attention, replacing tired landscaping and
adding plants to bare spots. A total of approximately 10,000 plants will be added. Mr. Mumm
commented that the plan will bring in several new varieties of plants and will remove several high
maintenance plants. The plans were included in the agenda packet.
Dr. Chicurel reported that he recently reviewed existing landscaping at intersections with
Mr. Mumm as part of an ongoing process to address line -of -sight issues. Mr. Mumm noted that
the median landscaping improvements project was designed with line -of -sight concerns addressed
as part of the design.

Mr. Fabregas motioned, Ms. Hamilton seconded to recommend to the full board
to approve the Pelican Bay median landscaping improvements project, to be
awarded to Leo Jr. for $154, 223.30 as the lowest responsive bidder. The motion
carried unanimously.
SIDEWALK PROJECT PHASE ONE UPDATE
Mr. Duprey reported that the Phase 1 Sidewalk Project is progressing right on schedule and
is targeted for completion by Oct. 31. He commented on several driveway concerns and methods
used to overcome them. He noted that restoration work will begin soon. Mr. Duprey commented
that pavers removed from homeowners' driveways (where sidewalk was installed) will be
documented and saved at the PBSD maintenance facility for a year. Homeowners are welcome to
take possession of their pavers. Mr. Duprey noted that the sidewalk on Lynnmore Lane is being
removed and will be replaced with sod.
Dr. Chicurel commented that Mr. Duprey has met one-on-one with property owners and
that staff has done a great communication job with residents. Dr. Chicurel has prepared an article
(PSA) for this Wednesday's e-blast and the next PB Post, to update the community on our sidewalk
project. He noted that he attends the bi-monthly project meetings held by the contractor and staff.
Dr. Chicurel commented that both the sidewalk construction contractor and the inspection engineer
(CEI) have done an outstanding job.
Dr. Chicurel provided a powerpoint presentation which included photos of the ongoing
sidewalk construction, challenges faced, and before and after photos of certain areas. He noted
that there has been some community discussion on the new sidewalks intersecting homeowners'
driveways and the related ADA requirements.

SIDEWALK PROJECT PHASE TWO UPDATE
Our ABB Civil Engineer, Jim Carr provided an updated proposed Phase 2 timeline, which
was provided to the committee and added to the record. He estimated construction of this two-
year project will begin in February 2022, Dr. Chicurel commented that the CEI engineer for Phase
2 will continue to be Johnson Engineering. Mr. Duprey commented that our Phase 1 contractor
intends to bid on our Phase 2 project. Mr. Coleman noted that the Phase 2 project will be awarded
to the lowest responsive bidder.
OTHER COMMITTEE COMMENTS
Mr. Weir asked who is responsible for maintaining the landscaping around Oakmont Lake,
which in several locations is encroaching over the sidewalk. Dr. Chicurel responded that the PBSD
maintains the landscaping on PBF property on the east side of the lake. Mr. Mumm commented
that where necessary, the PBF has sent letters to homeowners on the east side of the lake,
requesting their landscaping be cut back. He noted that at times, the PBSD has trimmed
landscaping, on private property, encroaching over the sidewalk.
Ms. Hamilton commented on landscaping hanging over the sidewalk in several locations
on Pelican Bay Blvd. Dr. Chicurel suggested that she inform Mr. Mumm of these areas so that he
can request that the appropriate associations cut back the landscaping on their property in these
areas of concern.
