Some documents are time sensitive and require forwarding to Tallahassee within a certain

A RESOLUTION BY THE BOARD OF COUNTY
COMMISSIONERS, COLLIER COUNTY, FLORIDA,
AUTHORIZING THE COUNTY MANAGER TO EXECUTE
ALL U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT (HUD) REQUIRED CERTIFICATIONS,
APPLICATIONS, REPORTS,AND OTHER FORMS.
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) required
local governments to complete various documents, including but not limited to Certifications of
Consistency with the consolidated Plan for the Continuum of Care Program Competition and
Environmental Reviews which must be completed for each project,certified by the local Certifying
Office, and made part of the permanent project; and
WHEREAS, Community and Human Services routinely prepares the HUD required
documents including Environmental Reviews, Certifications of Consistency with the
Consolidated Plan of the Continuum of Care Program, applications reports, and other forms as
required by HUD; and
WHEREAS, Section 104(g) of the Housing and Community Development Act of 1974
specifically allows local governments to act as the responsible entity for environmental review,
decision-making,and action that would otherwise apply to HUD under the National Environmental
Policy Act(NEPA); and
WHEREAS, On April 10, 2012, the Board of County Commissioners approved the
execution of the Delegation of Authority Act as Certifying Officer form, delegating the County
Manager, an official of Collier County, all authority necessary to perform ministerial functions
such as certifying environmental reviews as Certifying Officer for Collier County for HUD grants;
and
WHEREAS, HUD considers the completion of the Certification, including the local
jurisdiction(s) authorizing official's signature, as confirmation the project application(s)proposed
activities submitted to HUD in the CoC Program Competition are consistent with the jurisdiction's
Consolidated Plan and, if the project applicant is a state or unit of local government, that the
jurisdiction is following its Consolidated Plan per the requirement of 24 CFR part 91.
WHEREAS, it is necessary that a Resolution authorizing the County Manager to extend
his role of Certifying Officer to include not only the Certification of Consistency Plan but also all
required HUD certifications, applications, reports, and other forms, as required.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA,that:
1. The Board of County Commissioners approves and authorizes the County Manager to

applications, reports, and other forms, as required.
2. This Resolution shall take effect immediately upon adoption.
