The meeting was called to order at 2:02 PM and a quorum of four was present.

A. Community Assessment
Chair Branco reported observations made during the monthly drive through:
• The community landscaping looks good.
• Holiday lights were removed.
• Bougainvilleas on the inbound entry side have signs of root fungus; irrigation adjustments
are required.
• Sod condition issues at the St. Andrews Blvd. entry should be addressed.
• A three (3) foot section of the fence on Rattlesnake Hammock Road at Doral Circle is not
covered by the hedge, and therefore supplemental planting options should be evaluated.

• Superb Landscaping Services (SLS) tested the Warren Street mixing chamber and detected a
problem with the potable water on/off mechanism. The shutoff valve was later cleaned of
debris, eliminating the problem.
• Additionally, the Reclaimed Water division replaced the rusted-out handles on the
corresponding Backflow Preventer.
• Landscaping around the Treasure Point “No Outlet” sign requires trimming to enhance
visibility.
B. M.S.T.U. Monthly Traffic Statistics –St Andrews Blvd.
Two (2) Traffic Logix SafePace 100 speed monitoring signs are functioning on Saint Andrews
Boulevard, eastbound by the Lely Presbyterian Church (Radar 1) and westbound at Pine Valley
Circle (Radar 2).
Chair Branco distributed a daily vehicle report for data from December 18, 2021, to January 18,
2022.
• Radar 1 (110 St Andrews Blvd) recorded 59,522 vehicles averaging 1,860 vehicles per day.
Maximum speed was 52 mph.
• Radar 2 (255 Saint Andrews Blvd) recorded 60,670 vehicles for an average of 1,896 per day.
Maximum speed was 75 mph; five (5) vehicles exceeded 60 mph.
The SafePace Cloud Licensing annual subscription was renewed through 01/31/2023.
VI. Contractor Reports
A. Landscape Architect’s Report – McGee & Associates (M&A)
Mr. McGee summarized the “Lely Golf Estates Landscape Observation Report FY21-22” dated
January 6, 2022.
All Locations
• Items highlighted in yellow are a priority for safety issues and potential plant damage
In bound R/W South
• The Tabebuia tree was replaced with a Queen Crape Myrtle.
• Bougainvillea shrubs displaying leaf regeneration after Fungicide treatment for root fungus,
have regressed and leaves are dropping. Irrigation was disconnected. Recommend plants be
cut back 40% to 50% in spring and replaced if condition persists.
Saint Andrews Blvd.
• Caterpillar activity on the Bougainvillea should be treated.
• Treat mold observed on the Ilex Schilling.
• Median #3 – Alexander Palm has black sooty mold on trunk and foliage; treatment
recommended.
• Medians #5 and #6 - Plumbago shrub beds should be treated for insects as needed.
Forest Hills Blvd.
• Median #11, address 550: Holly tree was removed due to trunk/root rot and replaced with a
‘Natchez’ Crape Myrtle, White.
Pebble Beach Boulevard
• Median #18 – Light Pole #19, north end. Prune out damaged and/or dead Juniper

• Remove and do not replace Bougainvillea within four (4) feet of the curb.
West R/W Rattlesnake Hammock Rd at Doral Circle
• White Iris were installed. Item will be removed from the report.
• Median #23 – Doral Circle inbound corner. Foxtail Palm with Ganoderma removed. SLS will
search for a three (3) or seven (7) gallon Podocarpus for replacement consideration.
Treasure Point Cul-de-sac
• Remove volunteer Ficus vine. SLS will remove Monday January 24th.
Water Usage – December 2021
• Warren Street Reuse Water used 158,165 gallons; potable water none.
• Valley Stream’s meter indicated 12,330 gallons of potable water use.
B. Landscape Maintenance Report – Superb Landscape Services (SLS)
Mr. Gorden reported.
• Hong Kong tree foliage, blocking the Treasure Point “no outlet” sign, will be pruned Monday
January 24th.
• Treatment of Bougainvillea and Plumbago shrubs for Thrips will continue Monday January
24th.
• Shut down Bougainvillea bed irrigation heads on the entry inbound side.
• Trash was removed from the regulator valve for the new potable meter installation on Warren
Street. System is functioning as intended.
VII. Project Manager’s Report – Dan Schumacher
A. Budget Report
Lely MSTU Fund Budget 152 dated January 20, 2022
• The FY-22 Millage rate remains constant at 2.000 mills.
• Current Ad Valorem Tax, Line 1, is $312,400.00; an increase of 2.63% over FY-21.
• Transfers and Contributions, Line 11, are $327,714.92; a carry-over of unexpended
FY-21 funds.
• Total Revenue, Line 12, is $642,414.92, including investment interest, transfers, and
contributions.

$163,752.29, Expenditures of $34,956.74, and a Budget Remainder (unspent operating
funds) of $94,600.89.

• Capital Outlay, Line 35: the balance of $133,705.00 reflects a reduction of $49,495.00 from
the original budget due to a funds transfer to Operating Expense to finance Paver
Crosswalks. Remaining balance is available to fund special projects such as the Entryway
Monument Refurbishment Project.
• Transfer to Fund 111, Line 36, in the amount of $54,700.00, is for MSTU Staff salaries and
accrued County overhead related to M.S.T.U. operations.
• Transfer to the Property Appraiser, Line 37, in the amount of $3,000.00, is for computation
of M.S.T.U. Ad Valorem data for the tax rolls.
• Transfer to the Tax Collector, Line 38, in the amount of $7,700.00, is for collection of
M.S.T.U. millage as part of the tax bill, currently 2.0 mills.
• Reserves, Line 39, budgeted at $150,000.00, is designated for Insurance and Catastrophic
damage repair.
• Total Budget, Line 41, lists FY-22 M.S.T.U. budgeted funds at $642,414.92; with tabulated
Commitments of $163,752.29, Expenditures of $42,606.01, and a Budget Remainder (total
unspent funds) of $436,056.62. The Budget amount of $642,414.92 does not change during
the fiscal year.
B. Lighting Inspection Report
• Red entries indicate current lamp outages, gray for outages repaired from previous report.
• No light outages were reported on the January 3, 2022, report.
VIII. Ongoing Business
A. St. Andrews Entryway Monuments Refurbishment
Ms. Arnold presented a Renovation/Restoration Chronology for the Lely Monument Sign project, the
objective being to obtain final direction from the Lely MSTU Advisory Committee regarding the
disposition of the monument signs.
The project was initiated in April 2017 and a design created and approved by the Committee. Two
solicitation processes were conducted in 2019 and 2021.
In an effort to complete the project, Staff recommended the following two options for the Advisory
Committee’s consideration:
Options:
1. Prepare a final solicitation, inclusive of Engineering, Construction and Graphics, and open to all
interested contractors. It is recommended that the Committee pre-set a maximum budget. If the
lowest qualified bid exceeds the budget, Staff will pursue negotiations to reduce the cost to
within the budget; the results reported back to the Committee.
2. Abandon the proposed additional decorative sign cap and proceed with repairs and renovation
within the dimensions of the existing sign structures, including replacement of entry rear wall
stucco.
During discussion, the Committee concurred they were interested in pursuing the Monument
Refurbishment project and elected not to place a financial cap on the project.
Ms. Slebodnik motioned to resolicit bids from approved County contractors for refurbishment of
two Lely Gateway Entry Signs in accordance with the design and specifications prepared by
McGee & Associates, Inc. Second by Ms. Dammert. Carried unanimously 4 – 0.

B. Crosswalks – Paver Style
McShea Contracting submitted the low bid for installation of eight (8) Paver-Style Crosswalks of
EndurablendTM Polymer Cement with twelve inch (12”) solid white Thermoplastic Border, to match
the crosswalks installed at St. Andrews & Pebble Beach Blvd.
The Committee motioned to approve the project at the December 16, 2021, M.S.T.U. meeting. A
Purchase Order for $49,495.00 has been issued.
McShea Contracting is responsible for obtaining the Right of Way (ROW) permit. The contractor’s
equipment for the job is in the area and work will commence upon receipt of the permit.
Mr. Schumacher will notify Chair Branco of the start date and estimated completion date.
C. Lumec LED Retrofit Lamps
Estimated date of receipt for the six (6) LED Lumec retrofit lamps on order is February 2022.
Two (2) LED lights remain in-stock for light outage replacement. The lamps on order were priced the
same as previously this year.
D. Traffic Calming
The Committee discussed installation of a crosswalk and signage at Pine Valley Circle and
St. Andrews Blvd. noting Traffic Operations must approve.
E. Light Pole Replacement Pebble Beach Blvd.
Hart’s Electrical received the hardware (bolts and accessories) for the Pole #19 repair. Information on
the location and delivery of the pole is not available. The pole will be installed on receipt of all
components.
F. STOP Sign Replacement at Forest Hills and Pebble Beach Boulevards.
The Purchase Order has been approved and documentation received from Lykins-Signtek, Inc. for the
County standard permanent STOP sign. Installation may be complete mid-February.

X. Committee Member Comments
Monument Sign Palms
SLS has agreed to trim and clean the entryway palms on a regular basis.
Washingtonia Palms
The Committee discussed the life span of Washingtonia Palms. In the event a tree poses a hazardous
condition, it will be removed.
XI. Public Comment
Ms. McGarity, President, Lely Homeowners Association, attended a meeting December 20th between
the East Naples Civic Association and Commissioner LoCastro to discuss Traffic Calming.
She reported the County said it would consider installation of speed bumps which require a traffic study,
plus substantial agreement by residents in the vicinity.
