Call to order: Jeff called the meeting to order at 5:30 p.m. 2. Approval of current agenda: Jeff asked if there were any changes or questions, there were none. Jeff called for a motion to approve the Agenda as submitted. Annette made the motion to approve the Agenda as submitted, Jessica seconded, Jeffcalled for the vote, all were in favor. 3. Approval of the Meeting Minutes from September 20,2021: Jeff asked if there were any changes or questions, there were none. Jeff called for a motion to approve the Minutes as submitted. Jessica made a motion to approve the Minutes as submitted, Annette seconded the motion, Jeff called for the vote, all were in favor. 4. Approval of Treasurer's Report - Not available. Michael said the Financial Report will be updated for the next meeting and should show revenue from the current sales. Jeff asked if the Randall Curve proceeds will be included. Michael said he would find out since the Executive Summary for that transaction stated that the account for the proceeds will be determined at a later time. Michael said he would provide the Committee that Executive Summary at the next meeting. Jeff said that those funds are GAC funds and if they are not deposited into the GAC Land Trust account, he will petition the Board to explain where those funds would be deposited. Property Sale Appraisal Approval for Saadeh Parcel ID 37289560004 All of Tract 127, Golden Gate Estates, Unit No. 14 Phase I, Parcel 8, 5.77 acres Property Appraiser's Value: $ 129,105 Appraiser's Value: $163,000 Jeffasked ifthere were any questions and Annette provided similar properties that closed recently in the area and suggested that the selling price should be calculated at $75,000 per acre. Jeff questioned that the appraisal did not take into consideration that the property is on the canal and the BCC will be considering a petition tomorrow to approve a church on that street. Jeff said that if the church is approved, some of those properties in the immediate area, including the subject property, may also petition the BCC to have the zoning changed to commercial, which would increase the property value. 7. Property Sale Appraisal Approval for Saadeh Parcel ID 37445840005 All of Tract, 89, Golden Gate Estates, Unit No. I 7 Phase I, Parcel 13 4.62 +l- acres Property Appraiser's Value: $ 124,840 Appraiser's Value: $ 1 80,000 Jeff asked if there were any questions, there were none. Jeff called for a motion to approve the appraisal value of $180,000. Jessica made a motion to approve the appraisal as submitted, Carol seconded the motion, Jeffcalled for the vote, and all were in favor. 5. Property Sale Appraisal Approval for Saadeh Parcel ID 41824360008 The W 1 80 feet of Tract 53, Unit No.95, Parcel 3.92 acres Property Appraiser's Value: $372,400 Appraiser's Value: $455,000 Jeff asked if there were any other questions, there were none and called for a motion. Annette made a motion to request $75,000 per acre based on recent sales in the area, and based on 5.77 acres, the asking price should be $432,7 50. Property Sale Appraisal Approval for Saadeh Parcel ID 407 49320001 The East 75 Feet of The East 1 50 Feet of Tract I 16, Golden Gate Estates, Unit No. 78, Phase II, Parcel 45 1 .17 +/- Acres Property Appraiser's Value: $47,840 Appraiser's Value: $39,000* *Property Appraiser assessed property as 2.34 since this is the folio with two parcels assigned to it. Ifassessed value is divided by 2, Property Appraiser's value should be $23,920 Jeffasked ifthere were any questions. Jessica questioned that there was one folio number for the two parcels. Michael explained the appraisal is the east half of the property that was appraised for Hanington a couple of months ago and the Property Appraiser has one folio for both. Jeff asked if there were any other questions, there were none and called for a motion to approve the appraisal value of$39,000. Annette made a motion to approve the appraisal as submitted, Jessica seconded the motion, Jeffcalled for the vote, and all were in favor. Michael asked Annette to provide addresses and/or folio numbers with the recent sales she mentioned to substantiate the increase in the asking prices. 10. Elections: Jeff asked if anyone wanted to be considered for the Committee officers. Annette suggested that the Chair and Vice-chair remain the same and made a motion for Jeff to remain as Chair and Carol as Vice-chair. Both Jeff and Carol agreed. Jessica seconded the motion, Jeff called for discussion, there was none, Jeffcalled for the vote, and all were in favor. I I 1. Annette provided similar prope(ies that closed recently in the area and suggested that the selling price should bet calculated at $50,000 per acre, based on recent sales in the area. Based on the revised value on 5.61 acres, the asking price for the property should be $280,500. Jeff asked if there were any other questions, there were none and called for a motion. OBJECTIVE: To approve and execute an Agreement between Collier County, a political subdivision of the State of Florida, by its Board of County Commissioners, acting in their capacity as Trustee of the GAC Land Trust (Trustee), and Collier County, a political subdivision of the State of Florida for and on behalf of the Parks & Recreation Department (County), which provides for the conveyance of a portion of Tract "A," Unit 22, Golden Gate Estates, consistingof47.18+ acres (Land). The Land is located on Immokalee Road just north of its intersection with Randall Blvd. CONSIDERATIONS: On November 15, 1983, Avatar Properties Inc., and Collier County entered into an Agreement (1983 Agreement) that dedicated 1,061.5 acres of property in Golden Gate Estates to the County. The dedication came with the stipulation that the land itself or money derived from the sale of the land would be used by the Board for purposes directly beneficial to the residents of Golden Gate Estates, i.e., fire and police protection facilities and services, public schools, libraries, and recreational facilities. The 1983 Agreement also provided that all capital improvements must be physically located within the geographical boundaries of Golden Gate Estates. The Land, being a portion of the dedicated property, had been set aside on the Trustee Reserved List for Parks & Recreation's use as a park for the residents of Golden Gate Estates. However, because of its location, it is not as attractive as a full use community park with sports activities, but more so as a passive park. A terrific opportunity exists whereby approximately one -half of the Land can be exchanged with the School Board for 25 acres it owns east of the Orange Tree Development and south of a 90 -acre lake that will be dedicated to the County as part of the Orange Blossom Ranch PUD. These 25 acres combined with the lake and additional land to be acquired from the Water /Sewer District's (District) Northeast Water Treatment Plant and Water Reclamation Facility will provide a full- service park with sports and various water - related activities. In lieu of payment to the District, Parks & Recreation will exchange the balance of the Land to the District which would then sell that balance of the Land to the Collier County Transportation Department for proposed use as a road, bridge, and vehicle maintenance facility. The School Board proposes to use its portion of the Land as a bus barn and maintenance facility. On May 23, 2005, the Golden Gate Estates Land Trust Committee (Committee) unanimously recommended that Trustee approve removing the Land from the Reserved List and authorize its conveyance to the County. In addition, the Committee recommended that the conveyance be made free of compensation, that the County have the ability to exchange the Land for assembling other suitable properties within the Orange Tree area for a park facility, that the Land be developed in a design aesthetically suitable to the immediate surrounding area, and that the Committee has final review and approval of all development plans. The Land will revert back to the Trustee should its use fail to be in compliance with these restrictions. 20.A.5 Packet Pg. 331 Attachment: GAC Land Trust Randall Curve Agenda 09_27_2005 (21521 : Golden Gate Estates Land Trust Committee February 2022) Agenda Item No. 16E6 September 27, 2005 Page 2 of 6 The attached Agreement has been reviewed and approved by the County Attorney's Office and a Reverter Discharge & Release has been received from Avatar Properties Inc., acknowledging the conveyance of Land. FISCAL IMPACT: Recording costs not to exceed Twenty Dollars ($20.00) will be paid from the appropriate 605 Operating Fund. GROWTH MANAGEMENT IMPACT: There is no impact to the Collier County Growth Management Plan, RECOMMENDATION: That the Board of County Commissioners, Acting as Trustee, approve and authorize Chairman Coyle to execute the attached Agreement; authorize Chairman Coyle to execute the Statutory Deed once it is approved by the County Attorney's Office; and authorize recording of the Statutory Deed in the Public Records of Collier County, Florida; and Acting as County, accept the Statutory Deed; approve the Agreement; and authorize Chairman Coyle to execute the Agreement.
