Agenda 03/22/2022 Item #17B (Amending Productivity Committee Ordinance 2021-02)03/22/2022 EXECUTIVE SUMMARY Recommendation to adopt an amendment to Ordinance No. 2021-02, as amended, the County Government Productivity Committee Ordinance, to reduce the quorum requirement at meetings from six to four members. OBJECTIVE: To reduce the quorum requirements for the County Government Productivity Committee from six to four members due to difficulties achieving the current physical quorum requirement necessary to take action and transact business. CONSIDERATIONS: During the Board’s March 8, 2022 meeting, the Board discussed the difficulty that the County Government Productivity Committee has had in obtaining a quorum. The Ordinance currently requires a quorum of six members present at the meeting in order to transact business. To remedy this issue, the Board directed the County Attorney to prepare and advertise an amendment to the County Government Productivity Committee Ordinance which would reduce the quorum requirement from six to four members. The proposed amendment provides in relevant part as follows: E. Officers; Quorum; Rules of Procedure. 1. Annually the members of the Committee shall elect a chairman and vice chairman from among the members. Officers’ terms shall be for one (1) year with eligibility for re-election. 2. The presence of six four or more members shall constitute a quorum of the Committee necessary to take action and transact business. In addition, an affirmative vote of six four or more members shall be necessary in order to take official action, regardless of whet her six four or more members of the Committee are present at the meeting. FISCAL IMPACT: The cost of advertising the proposed Ordinance was $528.50. GROWTH MANAGEMENT IMPACT: None LEGAL CONSIDERATIONS: The proposed amendment was prepared by the County Attorney, is approved as to form and legality, and requires majority vote for approval. - JAK RECOMMENDATION: That the Board adopt the proposed amendment to Ordinance No. 2021-02, as amended, the County Government Productivity Committee Ordinance, to reduce the quorum requirement from six to four members.
