Agenda 03/22/2022 Item #16D8 (Budget Amendment DAS Funds Transfer)03/22/2022 EXECUTIVE SUMMARY Recommendation to authorize a Budget Amendment in the amount of $150,000 transferring funds from Domestic Animal Services Donation Fund (180) Reserves to Domestic Animal Services Donation Cost Center 155414 for veterinarian fees. (Current available reserves $507,600) OBJECTIVE: To transfer $150,000 from Domestic Animal Services Donation Reserves to Domestic Animal Services Donation Veterinarian Fees to provide for the medical treatment of animals in the care of Domestic Animal Services (DAS). CONSIDERATIONS: Collier County Domestic Animal Services mission is to ensure compliance with local and State animal-related laws; to return strays to their owners and promote the adoption of homeless animals to new families; and to work toward ending the community problem of pet overpopulation via enhanced spay and neuter programs. Collier County Domestic Animal Services plays a significant role to manage and maintain public health and safety while meeting the needs of domestic animals in our community that are stray or injured. DAS is Collier County's only open-admission public animal shelter and is the only facility legally allowed to accept stray animals. Collier County accepts donations under Resolution 06-26 in order to preserve the quality of life in Collier County for the domestic and farm animals in DAS custody. The donations given to DAS by generous donors in our community greatly helps to ensure that our mission is achieved. When there is a Shelter Veterinarian on staff at DAS, most veterinary services such as spay/neuter, orthopedic, and entropion surgery and other veterinary emergencies are handled in-house and donation funds are used only when these veterinary emergencies exceed DAS’ capacity for care. DAS works with private veterinarians through public private partnerships to assist with medical care when demand exceeds staffing levels. The purpose of Fund (180) Domestic Animal Services Donations is to fund such animal welfare related expenses. Funds are available within the Domestic Animal Services Donation account reserves to meet this increased expense. FISCAL IMPACT: A Budget Amendment is required to transfer $150,000 within Domestic Animal Services Donation Fund (180) from Reserves to Cost Center 155414 for veterinary services. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This action is consistent with the Growth Management Plan. RECOMMENDATION: To authorize a Budget Amendment in the amount of $150,000 transferring funds within Domestic Animal Services Donation Fund (180) from Reserves to Domestic Animal Services Donation Cost Center 155414 for veterinarian fees.
