EXECUTIVE SUMMARY
Recommendation to approve and authorize the chairman to sign two (2) mortgage satisfactions for
the State Housing Initiatives Partnership (SHIP) loan program and HOME Investment
Partnerships Program (HOME) in the amount of $23,638.04 and approve the associated Budget
Amendments to appropriate repayment amount totaling $23,638.04. (SHIP Grant Fund 791 and
Housing Grant Fund 705)
OBJECTIVE: To support the affordability of housing through the State Housing Initiatives Partnership
(SHIP) down payment and emergency repair and/or rehabilitation assistance programs.
CONSIDERATIONS: SHIP, a state affordable housing program, offers assistance to first -time
homebuyers for use toward a portion of the required down payment and emergency repairs to the newly
acquired home, and rehabilitation assistance to homeowners for rehabilitation to their homesteaded
property. As a condition of award, the homeowner must repay the assistance provided upon sale,
refinance, or loss of homestead exemption.
Pursuant to Section 420.9075(1), Florida Statutes, the SHIP program may provide the local matching
share of federal affordable housing grants or programs as a non-Federal matching contribution. 24 CFR
92.503(c) requires that any SHIP monies used to match Federal HOME program monies be repaid to the
HOME program fund and are considered program income under the HOME program.
The following table details a SHIP loan for which repayment has been provided to Collier County. The
$11,514.12 loan was used as a HOME match contribution. The term of the loan is fifteen (15) years and
every five (5) years 1/3 of the loan is forgiven. It has been thirteen (13) years since the mortgage has been
granted. Therefore 2/3 of the mortgage should be forgiven, and accordingly repayment of $3,338.04 will
be made to the HOME Investment Trust Fund and a SHIP mortgage in the amount of $19,800 that has
been repaid in full. As such, satisfactions of mortgage are required.
No payment is required as long as the homeowner does not sell, refinanc e, or lose their Homestead
Exemption.

FISCAL IMPACT: The repaid amount of $23,638.04 satisfies the payoff. These repayments are
considered program income. $19,800 has been deposited in SHIP Grant Fund (791), Project 33759.
$3,838.04 has been deposited into Housing Grants Fund (705), Project 33762. Deposited funds will be
used for SHIP and HOME eligible activities. The $10 recording fees for Santiago and Rojas have been
paid by the homeowners.
