EXECUTIVE SUMMARY
Recommendation to approve the award of Request for Quote (“RFQ”) No. 21-7842, “Deep
Injection Well (DIW) Site Improvements,” to Quality Enterprises USA, Inc., in the amount of
$608,472.30, approve the issuance of a purchase order in that amount, and authorize the necessary
budget amendment (Project 70219). A Notice to Proceed work will not be issued until the bonds
required by section 22 of the contract are provided by Quality Enterprises USA, Inc.
OBJECTIVE: To procure construction services to complete the construction of the Deep Injection Well
(“DIW”) project located north of the Collier County Landfill, including the construction of security fence,
access road, stormwater management, and landscaping in compliance with the site development plan.
CONSIDERATIONS: The Public Utilities Department (“PUD”) is responsible for the management of
the leachate generated by the County owned landfill. Currently, the leachate produced in the landfill is
collected in a conveyance system that transfers the leachate by forcemain, under I-75, ultimately to the
South County Water Reclamation Facility for treatment and disposal.
On October 8, 2019, the Board approved the DIW project to provide long-term reliable, and appropriate
environmental and cost-effective management of this liquid.
On January 12, 2021, the Board approved the acquisition of two 50,000-gallon above ground storage
tanks (now complete and in use) that serve as major system components for storage of the leachate.
On April 29, 2021, the Board approved the pumps and ancillary equipment required to inject the leachate
into the DIW, which is now operational. The construction of the remaining permitted site development
plan features (i.e., landscaping, drainage, paving, security, etc.), is now required to complete and secure
the DIW facility to commence full operation.
On January 05, 2022, the County issued a RFQ for the Deep Injection Well Site Improvements to all the
contractors under the County’s Agreement No. 21-7842, Roadway Contractor Services. On February 2,
2022, the County received responses from five of the six Contractors, summarized below.

Four of the five responses were “No Bid”; that is, a response that the contractor did not wish to submit a
bid. That is not an uncommon response in today’s current competitive market, where many contractors
are not actively seeking work or are selective in those projects for which a bid is submitted, typically due
to limitations on their labor, equipment and material availability. Staff found the one bid received from
Quality Enterprises USA, Inc. (“Quality Enterprises”) to be responsive and responsible.
Quality Enterprises is a Collier County company with a long and extensive reputable history of work with
the County and is professionally qualified to perform the required work.
The engineering consultant, Davidson Engineering, determined that the quote received is fair and

reasonable and recommends awarding the work to Quality Enterprises. The Bid Tabulation, Bid Analysis,
and Design Entity’s Letter of Recommended Award are attached.
In accordance with Note No. 2 included in the bid schedule that was provided to all Contractors in the
pre-approved library, “Collier County may award only the BASE BID and/or the BID ALTERNATE in
its entirety or an[y] portion thereof.” Accordingly, staff is removing two bid line items (both shade
structures) from the base bid, because those structures are not requir ed for compliance. Staff intends to
obtain those structures through other procurement methods to obtain best value for the County, which will
be realized by avoiding the Contractor mark-up. Those line items were 25% of Quality Enterprises’
values; though only 7% of the Engineer’s estimate. Removing those two-line items from both the
Engineer’s estimate and the Contractor’s schedule of values, the total bid value of $608,472.30 is now
2.8% below the Engineer’s Estimate.
In conclusion, Staff recommends that the work, as described above be awarded to Quality Enterprises for
a total contract amount of $608,472.30. Subject to approval, prior to the issuance of a purchase order and
notice to proceed, staff will obtain the bonds required under the Agreement from Quality Enterprises.
FISCAL IMPACT: The total cost of the award is $608,472.30. A budget amendment in the amount of
$400,000.00 is required to reallocate funding within the Solid Waste Capital Fund (474) from Project
70231 to Project 70219. The source of funding is Solid Waste User Fees.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT

Improvements,” to Quality Enterprises USA, Inc., in the amount of $608,472.30, authorize the issuance of

To Whom It May Concern:
Davidson Engineering, Inc. as the Engineer of Record (EOR) has completed our review of the quotes
submitted for the above referenced project and we are pleased to provide the following award
recommendation. The scope of the Deep Injection Well Site Improvements project includes drainage,
pathway, landscaping, and security improvements to the existing deep injection well site within the
Government Operations Business Park (a.k.a. the Resource Recovery Business Park). The drainage
improvements consist of the creation of temporary dry retention areas on the east and south sides of the
deep injection well that are interconnected by drainage pipes and structures. The pathway improvements
include installing gravel pathways that provide access around the deep injection well from the County’s
Landfill. Surrounding the gravel pathways, a proposed chain link fence with two locked gates will allow
the deep injection well site to be secured. Finally, the site improvements will consist of installing sod and
trees to stabilize the site and provide partial landscape buffering of the deep injection well from the
southern access road.
The following contractor bids were submitted to DE for consideration:
• Quality Enterprises USA, Inc.
Based on the bid tabulation provided by Collier County, the apparent low bidder was Quality Enterprises
USA, Inc. with a total bid of $818,192.30. This is compared with the Engineer’s Estimate of Cost of
$618,740.20.
The Bid Tabulation Sheets provided by Collier County were reviewed in relation to the below factors:
• Unit Pricing
• Full Summary of Scope
• Understanding of Overall Construction Documents
Davidson Engineering reviewed the submitted bids received and found consistency with the monetary
values and material take-offs for all scope items with exception of the shade structures. The schedule of
values with unit price breakdowns, except for the shade structure pricing, were also found to be consistent
with recent construction activity in Collier County.

The largest discrepancy between the bid submitted by Quality Enterprises and the EOR was noted within
the shade structure line items (Line Nos. 14 and 15). The submitted bid price for the shade structures were
quoted at $856.00 per square yard. This price is substantially higher than the price included in the
engineer’s estimate of $183.00 per square yard. The engineer’s estimate was based on quotes provided
by USA Shade and Fabric Structures to Manhattan Construction Group as part of a county project in 2019.
The discrepancy in pricing while significant, appears to be consistent with recent increases in material and
construction prices associated with recent supply shortages and abnormally high inflation rates. The
noted high bid price may also be correlated to an economies of scale effect. The prices used in the
engineer’s estimate were obtained from a project that utilized significantly higher quantities of shade
structures. This high quantity may have played a significant factor in reducing the shade structure’s overall
unit price.
Contractor Qualifications
Quality Enterprises USA, Inc. registered in Florida in 1995, active with the Division of Corporations and
registered with the Florida Department of Business and Professional Regulations as a Construction
Business with Louis Gaudio as qualifier as a Certified General Contractor, both of which registrations are
current and active.
Based on Quality Enterprises inclusion on Collier County’s continuing services contract and their long and
extensive history of work in Collier County, a reference check was not conducted with this vendor.
The Engineer of Record has worked successfully with Quality Enterprises USA, Inc. on many projects
including the “Extension 8” Leachate FM to MPS to DIW” project, “CC DIW/BCB ROW Drainage
Connections” project. Based on the above factors and despite the discrepancy in pricing as mentioned
earlier, it is the opinion of the EOR that this contractor is a qualified enterprise to conduct the requested
work. We, as the design entity, therefore, recommend that RAM General Contracting, and Development
be awarded the contract for the Collier County Deep Injection Well Site Improvements project.
