Agenda 03/22/2022 Item #16A8 (Derelict Vessel Removal Grant Application to FFWC)03/22/2022 EXECUTIVE SUMMARY Recommendation to approve the submittal of a Derelict Vessel Removal grant application to the Florida Fish and Wildlife Commission for the removal of one (1) derelict vessel from Collier County waterways in the amount of $9,400.00 and authorize the Chairman to execute the grant application. (Note: The total grant funds for the prior 11 vessels total $165,456.) OBJECTIVE: To obtain approval from the Collier County Board of County Commissioners (Board) to submit a Derelict Vessel Removal grant application to the Florida Fish and Wildlife Commission (FWC) to fund the removal of one (1) derelict vessel from Collier County waterways. CONSIDERATION: The FWC provides grants through the Derelict Vessel Removal Program to assist local governments in removing derelict vessels that put public safety and the health of the County’s marine and surrounding waters at risk and are listed on the Statewide At-Risk and Derelict Vessel Database. The removal of one identified beached vessel, a 25’ O’Day Sailboat located at Naples Land Yacht Club behind address 330 Pier A located within the Collier County Coastal System situated along the waters and shoreline of Haldeman Creek East of Naples Bay. FWC’s Derelict Vessel Grant Guidelines allows for the receipt of these grant applications on a continuing basis as long as funding is available. FISCAL IMPACT: Total cost of the project is estimated to be $9,400.00. Should the grant be awarded, Collier County will receive FWC funding in the amount of $9,400.00. FWC will pay 100% reimbursement for all eligible vessels. There is no match requirement. GROWTH MANAGEMENT IMPACT: There is no impact to the growth management plan related to this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. - CMG RECOMMENDATION: That the Board approve the submittal of a Derelict Vessel Removal grant application to the FWC for the removal of one (1) derelict vessel from Collier County waterways in the amount of $9,400.00 and authorize the Chairman to execute the grant application. The assigned project manager that will oversee the execution of this project is Larry Humphries, Project Manager. The Scope of Work associated with this Bulk Derelict Vessel Project includes the FWC authorized removal of one (1) identified abandoned beached navigational hazardous vessel located within various areas of the Collier County Coastal System situated along the channel waters and shoreline areas within the coastal waters. The marine contractor will utilize the appropriate barge and crane equipment system necessary to properly remove the vessel from the waters and will be solely responsible for the vessel extraction and offshore removal to an approved disposal site as per FWC Best Management Practices, and State, City, and local laws and ordinances. The assigned Project Manager will coordinate with the contractor and remain on site during the removal process. Photographs of the project progress will be properly taken for the vessel that is removed. The Project Manager will also map the removal location using GIS coordinates. The Project Manager will also coordinate the services with FWC staff to be on site for the removal process upon availability. All documentation will be furnished to the Grantor upon request of the final payment for the grant.
